PLEDGE OF ALLEGIANCE: Chair Quan led the Pledge of Allegiance. ROLL CALL: Commissioners Michael Gonzalez, Surendra Mehta, Andrew Wong, Vice -Chair Mahendra Garg, and Chair Cynthia Quan Also Present: David Liu, Public Works Director; Christian Malpica, Associate Engineer; Fabian Aoun, Assistant Engineer; and Marcy Hilario, Administrative Coordinator. INTRODUCTION OF NEW COMMISSIONER ANDREW WONG II. REORGANIZATION OF THE TRAFFIC AND TRANSPORTATION COMMISSION: C/Quan nominated C/Garg to serve as Chair of the Traffic and Transportation. C/Mehta seconded the nomination. With no other nominations, C/Garg was unanimously elected to serve as Chair of the Traffic and Transportation Commission by the following Roll Call vote: Chair/Garg Aye C/Gonzalez Aye C/Mehta Aye C/Quan Aye C/Wong Aye C/Quan nominated C/Gonzalez to serve as Vice Chair of the Traffic and Transportation Commission. Chair/Garg seconded the nomination. Traffic and Transportation Commission Meeting Minutes of February 14, 2019. C/Quan moved, C/Mehta seconded, to approve the T&T Commission Meeting Minutes of February 14, 2019. CASTLE ROCK ROAD NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM (NTMP) BETWEEN FOUNTAIN SPRINGS ROAD AND COLD SPRING LANE AE/Malpica presented staff's report and recommended that the Traffic and Transportation Commission approve the proposed traffic calming tools on Castle Rock Road between Fountain Springs Road and Cold Spring Lane. Bruce Buller thanked staff for their work and thanked his neighbors for supporting the proposed project. He looks forward to seeing much safer streets for people walking their dogs and kids going to and from school. VC/Gonzalez asked if anyone was asking notto have speed humps installed in front of their homes and Bruce Buller responded no. Anyone who spoke with him signed the petition to move forward as proposed. Regina Adams thanked staff for including the red curb at Sunbright Drive and Hidden Pines Drive. She said she did not understand Page 4 where it indicates between Hidden Pines Drive and Fountain Springs Road that a speed cushion is recommended and another speed cushion is recommended on the other side of Hidden Pines Drive. She wondered if the speed cushion on the other side of Hidden Pines Drive could be moved closer to the middle of the street. AE/Malpica explained that there is a minimum and maximum distance allowed between speed cushions for them to be effective. In this case, the minimum distance has been applied and, as previously mentioned, upon approval, staff will proceed through the six-month evaluation period. Subsequently, if staff believes that particular speed cushion can be eliminated, it might be possible to remove it. However, before doing so, there would have to be more APRIL 11, 2019 PAGE 3 T&T COMMISSION W feedback from residents in order for staff to consider removal. If the evaluation shows that it is effective, it would be recommended that the speed cushion be kept in place. Ms. Adams also shared that she went on-line to complete the survey and did not vote because the plan that was attached to the survey was the January 10th plan, which did not have the red curbing implemented. Olivia Lozano, 2810 Castle Rock, said she is opposed to the plan. Because the 67 percent threshold had not been met, it bothers her that this threshold was then arbitrarily dismissed and now staff is proceeding. Ms. Lozano said she did not like the plan. PWD/Liu explained that the Neighborhood Traffic Management Program Guidelines are just guidelines and are not rigid standards or requirements. The overall objective is that this NTMP be a collaborative effort. When it comes to neighborhood traffic issues, the first thing staff does is to begin working with the residents rather than initiating the process without their input. Throughout this process, staff engaged, dialogued, cooperated and coordinated with everyone, both for and against this proposal. While the 67 percent goal is ideal, it is also clear that 61 percent represents a majority of the neighborhood residents. Also, in this particular case, the majority of residents along Castle Rock Road support the proposal. Chair/Garg moved, C/Quan seconded, to approve the proposed traffic calming tools on Castle Rock Road between Fountain Springs Road and Cold Spring Lane as recommended by staff. Motion carried by the following Roll Call vote: ` AYES: COMMISSIONERS: Mehta, Quan, Wong, VC/Gonzalez, Chair/Garg NOES: COMMISSIONERS: None ABSENT: COMMISSIONERS: None ITEMS FROM STAFF: A. TRAFFIC STATISTICS — January and February 2019: VC/Gonzalez stated that he believes the report indicates that since more citations were issued by the Sheriff's Department, this appears to have resulted in a decrease in traffic collisions. He again suggested that the Sheriffs Department could provide more enforcement to further reduce traffic collisions. C/Quan noted that the numbers are higher for January versus February and asked if there were two officers or one officer issuing citations. APRIL 11, 2019 PAGE 4 T&T COMMISSION PWD/Liu responded that he does not have the specifics but understands that, with respect to enforcement activities, all deputies have been instructed to issue traffic citations where deemed appropriate. C/Quan moved, C/Wong seconded, to Receive and File the January and February Traffic Statistics. MONTHLY UPDATES OF VARIOUS PROJECTS/PROGRAMS: a) Adaptive Traffic Control Signal System (ATCS) —AE/Malpica —The consultant is currently completing the field assessment of all intersection geometry and detections and working on putting together the report of existing equipment. This will allow the consultant to provide staff with a quantification of what additional improvements are needed at 48 intersections in order to keep moving forward with installation of the system. Several items are included in the scope of work, one of which is to be able to calibrate and integrate the system with the City's existing Traffic Management System. Staff expects this project to be completed by Fall 2019 and will include an evaluation period to determine the effectiveness of the system. b) Copley Drive/Golden Springs Drive Intersection Improvement — AE/Malpica — The initial scope of work for this project was for a new striping plan. However, staff has been requested to look into additional enhancements. This would potentially benefit the left turn pockets into driveways, medians and/or to enhance the bus stop locations and, perhaps, adding a bike lane to augment Copley Drive. The City's consultant expects to have a concept plan within the next few months to present to the Traffic and Transportation Commission. C/Mehta asked if the sign that reads "No Turn on Red" could be moved closer to the Golden Springs Drive sign. In his opinion, it would be much more visible to approaching motorists. Chair/Garg shared that the other night, he stopped for the sign and the driver behind him went around him and made the right turn on red. Therefore, he would recommend leaving the current sign in place and adding another sign closer to where people make the right turn. c) "Keep Clear" pavement legend at Diamond Bar Boulevard and Diamond Gate Drive — AE/Malpica — The pavement legend and signage were installed this week. APRIL 11, 2019 PAGE 5 T&T COMMISSION d) City Entry Monument Sign Project — AE/Aoun — Installation of the new monument signs within the median has been completed at both locations, Diamond Bar Boulevard at Temple Avenue and Golden Springs Drive at Calbourne Drive. Punch list items has been completed by the contractor. Also, the City is working on administrative closeout of the project. e) Lemon Avenue Interchange Project —AE/Malpica— Staff metwiththe landscape architect to discuss improvements to the landscaping on the medians along Lemon Avenue. This project is expected to be completed by June, with a maintenance period to follow prior to staff taking over the maintenance. This project is expected to be closed out by June. f) Grand Avenue/Golden Springs Drive Intersection Improvements— PWD/Liu — The bid opening for this project is underway with a bid opening date of May 7th, followed by commencement of construction by July/August. This is a joint effort by Diamond Bar, the City of Industry and Caltrans. g) Diamond Bar Boulevard Complete Streets Corridor — AE/Aoun — Final design is underway. As previously mentioned, Alternative 2 was selected by the City Council, which includes the bike lane and pedestrian walkway on the same grade, separated from the street and vehicular traffic by a planter, for which planning and design is also underway. h) TR63623 — South Pointe Residential Development/Larkstone Park — AE/Aoun — Phase 10 is nearing completion and the last phase of homes, the buildout phase, is currently under construction. Staff has inspected school signage surrounding South Pointe Middle School for conformance and consistency with other schools in the area. In addition, construction is underway for new public street lights along Larkstone Drive. Sheriffs have been notified to monitor neighborhood traffic as a result of the influx of new drivers to the community. Diamond Ranch Shopping Center (Sprouts/Chipotle/Coffee Bean/Ross/The Habit) and McDonald's Redevelopment—AE/Aoun The Habit Restaurant is open and plans have been submitted for a new salon that would occupy a portion of the empty space next to Sprouts. These plans are currently under review by staff and the salon does not yet have a planned opening date. Chair/Garg asked how many other spaces would need to be filled after the salon. AE/Aoun replied that it is unknown at this time because some of the tenant units can be split into multiple spaces. STATUS OF PREVIOUS ACTION ITEMS: AE/Malpica updated the Commission on the issue of the bougainvillea bush in the median near Grand Avenue and Shotgun Lane, which came from C/Mehta. The shrub was trimmed last week. IX. ITEMS FROM COMMISSIONERS: C/Quan said it was brought to her attention that there is a food truck parked behind Castle Rock Elementary school at dismissal time, which blocks line -of -sight vision. PWD/Liu indicated that this matter was brought to staff's attention a couple of weeks ago and he has reached out to the Sheriff's Department to contact the operator. Upon being contacted about this, AC/Hilario reached out to the City's CSO/Marquez who issued a citation to the food truck because it is not being moved as required by law (to be moved every 72 hours). The caller relayed that the truck is parked in the same location for long periods of time, which is how CSO/Marquez was able to cite the vehicle. PWD/Liu added the same food truck is parking on the south side of Pathfinder Road near Diamond Bar High School. Deputy Scheller is reaching out to the operator of the vehicle. X.
