CALL TO ORDER:
Chair Quan called the meeting to order at 6:30 p.m. in the Diamond Bar City Hall Windmill
Community Room, 21810 Copley Drive, Diamond Bar, California 91765.
PLEDGE OF.ALLEGIANCE: Commissioner Washington led the Pledge of
Allegiance.
ROLL CALL: Commissioners Michael Gonzalez, Surendra

Also Present: David Liu, Public Works Director; Christian
Malpica, Associate Engineer; Fabian Aoun,

III. ITEMS FROM STAFF:
A. TRAFFIC STATISTICS FOR DECEMBER 2018:

December 2018 Traffic Statistics. Motion carried by the following Roll Call
vote:

B. MONTHLY UPDATES OF VARIOUS PROJECTS/PROGRAMS:
a) Adaptive Traffic Control Signal System (ATOS) —AE/Malpica — Staff
is working on the field survey for this project. This project is scheduled
to be completed within 180 working days.
b) Copley Drive/Golden Springs Drive Intersection Improvements —
AE/Malpica—This project is on hold pending consideration of additional
enhancements. Updates will be provided to the Commission at future
meetings.
c) "Keep Clear" pavement legend at. Diamond Bar Boulevard/
Diamond Gate Driveway —AE/Malpica—This project continues to be
on hold due to weather and material procurement issues. Further
updates will be provided at a future meeting.
d) City Entry Monument Sign Project — AE/Malpica — This project is
substantially complete. Once the punch list items are completed, the
project will transition to the 30 -day maintenance period.
e) Area 6 Residential & Collector Road Rehabilitation Project —
AE/Aoun — All construction is complete and the contractor has
completed all punch list items. Staff is working on. the administrative
closeout of this project.
f) Lemon Avenue Interchange Project — AE/Malpica — This project
continues to move forward with the contractor working on remaining
punch list items. The traffic signals are currently being worked on and
there is a lane closure scheduled for final restriping of Lemon Avenue
that may be pushed out, due to weather conditions. This portion of the
project is likely to be completed sometime in March.

g) Grand Avenue/Golden Springs Drive Intersection Improvements —
PWD/Liu — Design plans have been completed and are awaiting
approval by the two cities (Diamond Bar and City of Industry). Shortly
after approval, this project will go out to bid with construction to
commence in July. The duration of this project will be at least a year
and one-half to be completed.
h) Diamond Bar Boulevard. Complete Streets Corridor — PWD/Liu —
The City's consultant is in the process of completing the design for this
CIP project, which has an estimated value of $6 million. To date, the
City has secured $3 million toward the project.
TR63623 — South Pointe Residential Development/Larkstone Park
—AE/Aoun — Phase 10 is under construction and near completion with
the buildout phase remaining as the last phase to fully complete the
development. Staff continues to monitor.traffic in the area and
continues to work with the Sheriff's Department and maintenance crew
to ensure display of proper signage near the school zone and that all
necessary traffic mitigation measures are implemented.
j) Diamond Bar Ranch Shopping Center (Sprouts/Chipotle/Coffee
Bean/Ross/The Habit) and McDonald's Redevelopment —AE/Aoun
The Habit Restaurant Grand Opening will take place on Monday,
February 25th. Staff has confirmed that a salon is proposed for one of
the empty tenant spaces next to Sprouts.
VC/Garg asked if, with respect to Item C, there was consideration for a
"Keep. Clear' legend on Mountain Laurel Way and Diamond Bar
Boulevard. AE/Malpica explained that the City's traffic engineer has
determined that it would be too close to Spruce Tree Drive and would
adversely affect traffic movement coming out of these residential
streets. The focus remains on Diamond Bar Boulevard to promote
orderly movement.
PWD/Liu added that throughout this project, AE/Malpica and the City's
traffic engineer consultant have worked very closely with the
Diamondgate condo complex. While they have a driveway off of
Mountain Laurel Way, traffic is too congested during school hours;
therefore, we are focusing on the Diamond Bar Boulevard driveway to
facilitate their ingress/egress, especially during morning rush hours.

V. STATUS OF PREVIOUS ACTION ITEMS:

C/Mehta reiterated his concern about the City entry at Grand Avenue entering the
Country Estates at Shotgun Lane where'the bougainvillea plants are still high. He
suggested that pavement stones instead of these plants would be helpful because he
has observed drivers having problems watching for oncoming traffic.
Chair/Quan agreed that the plants should be trimmed back.
PWD/Liu responded that staff would look into the sight visibility/obstruction concern to
see if there might be a better way to permanently address this situation..
Chair/Quan recommended that because PWD/Liu and other staff members will be
traveling to Washington DC and; therefore, will not be available for the March
Commission meeting, that tonight's meeting be adjourned to April 11, 2019. All
Commissioners concurred.
VII. SCHEDULE OF FUTURE CITY EVENTS: As noted in the Agenda
ADJOURNMENT: There being no further business to come before the Traffic and
Transportation Commission, Chair%Quan adjourned the meeting at 7:08 p.m. to April 11,
2019.
