Lyons Council Member The City of Diamond Bar respectfully opposes Senate Bill 592 (SB 592), which is similar to the City's previous opposition to SB 50 and would reduce local discretionary authority when making housing related determinations. It is also extremely disheartening that it was necessary to gut and amend this Bill on cosmetology licensing and turn it into another housing bill. The City is currently undergoing a comprehensive General Plan Update, which is paying special focus to the transit -oriented development opportunities within a half -mile of a Metrolink station. SB 592 would seriously undermine genuine efforts to encourage high-quality, higher - density transit -oriented housing opportunities consistant with the character and standards of our community. Furthermore, SB 592 would potentially bypass the City's state required General Plan, considerably altering the entitlement process and eliminating local authority. For these reasons, the City of Diamond Bar opposes SB 592.
