HomeMy WebLinkAbout03/28/2019 PRC MinutesCITY OF DIAMOND BAR MINUTES OF THE PARKS & RECREATION COMMISSION DIAMOND BAR CITY HALL - THE WINDMILL ROOM 21810 COPLEY DRIVE, DIAMOND BAR, CA 91765 MARCH 28, 2019 CALL TO ORDER: Chair/Liang called the Parks and Recreation Commission meeting to order at 6:36 p.m. in the City Hall Windmill Room, 21810 Copley Drive, Diamond Bar, CA 91765. PLEDGE OF ALLEGIANCE: Commissioner Orona led the Pledge of Allegiance. ROLL CALL: Present: Commissioners Tommy Orona, Aaron Salo, Kim Hsieh, Vice Chair Manisha Sulakhe and Chair Benny Liang Staff Present: Ryan Wright, Parks & Recreation Director; Jason Williams, Facilities and Asset Maintenance Technician; Christy Murphey, Recreation Superintendent; Andee Williams, Recreation Supervisor; and, Debbie Gonzales, Administrative Coordinator PRESENTATION OF 2019 YOUTH BASKETBALL SPORTSMANSHIP AWARDS — RS/Williams RECESS: Chair/Liang recessed the meeting at 6:41 p.m. RECONVENE: Chair/Liang reconvened the meeting at 6:51 p.m. SELECTION OF CHAIR AND VICE CHAIR C/Hsieh nominated C/Orona to serve as Chair of the Parks and Recreation Commission. C/Sulakhe seconded the nomination. By the following Roll Call vote, C/Orona was unanimously elected to serve as Chair of the Parks and Recreation Commission. C/Hsieh Aye C/Orona Aye C/Salo Aye C/Sulakhe Aye C/Liang Aye C/Sulakhe nominated C/Hsieh to serve as Vice Chair of the Parks and Recreation Commission. C/Salo seconded the nomination. By the following Roll Call vote, C/Hsieh was unanimously elected to serve as Vice Chair of the Parks and Recreation Commission. C/Hsieh Aye Chair/Orona Aye C/Salo Aye MARCH 28, 2019 PAGE 2 P&R COMMISSION C/Sulakhe Aye C/Liang Aye CALENDAR OF EVENTS: PRD/Wright In addition to the items listed, PRD/Wright advised the Commission that the State of the City is scheduled for June 27, the same night as the Regular Parks and Recreation Commission June meeting which will be rescheduled for the third Thursday, June 20. MATTERS FROM THE AUDIENCE: None 1. CONSENT CALENDAR: 2. 3. 1.1 Approval of Minutes for February 28, 2019 Regular Meeting. Chair/Orona moved, C/Salo seconded to approve the Minutes of the February 28, 2019 regular meeting. Motion carried by the following Roll Call vote: AYES: COMMISSIONERS: NOES COMMISSIONERS: ABSTAIN: COMMISSIONERS: ABSENT: COMMISSIONERS: INFORMATIONAL ITEMS: Salo, Sulakhe, Chair/Orona None Liang, VC/Hsieh None 2.1 MARCH RECREATION PROGRAM — RS/Murphey 2.2 MARCH 2019 MAINTENANCE REPORT— FAMT/Williams C/Liang asked if there was any damage to any of the parks and whether Sycamore Canyon Park suffered additional damage. FAMT/Williams responded that Sycamore Canyon Park held up well for the amount of rain it experienced. While there was some erosion, it was to be expected. The trails took the biggest hit where there was a decent amount of erosion. Staff has assessed the damage and remediation work will begin next week and likely continue for the next three or four weeks as crews are sent to repair the damage throughout the City. C/Salo said he visited Heritage Park a few weeks ago and noticed one of the drinking fountains near the basketball court was clogged. He also asked that staff check out the Tic -Tac -Toe wheels that are on the playground because the wheels seem to be stiff and he is not sure the kids can actually rotate it to play. FAMT/Williams said that staff would look into both items. OLD BUSINESS: None 4. NEW BUSINESS: None MARCH 28, 2019 PAGE 3 P&R COMMISSION 5. ANNOUNCEMENTS: VC/Hsieh said she was happy to be back with the Commission and be with her colleagues. She will be coming to the meetings and do all she can to help this City that she loves. Thanks to everyone. C/Sulakhe welcomed C/Hsieh back to the Commission and was glad to see her feeling better. She thanked staff for managing such a large basketball championship crowd this evening. It is a great event for the City, the parents and the kids. She appreciates all of the work staff continues to do. She welcomed new Chair/Orona. C/Liang took his weekend walk at Maple Hill Park and Heritage Park. The parks are well maintained and he can tell that staff is really dedicated to doing a great job. He appreciates staff's hard work. C/Salo congratulated Chair/Orona. He was glad to see all of the Commissioners present this evening. He is getting excited for the City Birthday Celebration which appears to be well organized and he is glad to be a part of it. Chair/Orona echoed his colleague's statements. It is very good to have VC/Hsieh back on the Commission and it is nice to see every Commissioner present. He is very excited for the City's spring and summer seasons events. He remembers attending last year's City Birthday party and going to all of the summer events which were a lot of fun. It is his favorite time to be a Commissioner and to be serving this City. He thanked staff for the work they do and for the work that they have ahead of them. ADJOURNMENT: With no one objecting and no further business before the Parks and Recreation Commission, Chair/Orona adjourned the meeting at 7:06 p.m. The foregoing minutes are hereby approved this 25 day of April , 2019.
