Dear Senator Archuleta:
The City of Diamond Bar respectfully supports Senate Bill 552 (SB 552), which encourages
the use of door-to-door household hazardous waste (HHW) collection by eliminating the
January 1, 2020 sunset date for consolidated manifests currently in law.
Many of the products commonly used in and around households have toxic properties.
This includes such products as motor oil, paint, cleaning products, batteries, used syringes
and pharmaceuticals. These types of products can harm the environment or human
health if improperly disposed of on the ground, down storm drains, or flushed into the
sewer system. As a result, state laws have been passed to encourage t he proper
management of HHW. By allowing companies to keep a consolidated manifest on HHW
they can provide a service to California residents that ensures HHW gets properly disposed
of and remains out of the waste stream.
The convenience of door-to-door collection for HHW programs has proven to have the
highest public participation and diversion of HHW from landfills. For these reasons, the
City of Diamond Bar supports SB 552.
