HomeMy WebLinkAbout11/08/2018 - Minutes - Regular MeetingCITY OF DIAMOND BAR MINUTES OF THE TRAFFIC AND TRANSPORTATION COMMISSION MEETING WINDMILL COMMUNITY ROOM, DIAMOND BAR CITY HALL 21810 COPLEY DRIVE, DIAMOND BAR NOVEMBER 8, 2018 CALL TO ORDER: Chair Quan called the meeting to order at 6:30 p.m. in the Diamond Bar City Hall Windmill Community Room, 21810 Copley Drive, Diamond Bar, California 91765. PLEDGE OF ALLEGIANCE: Vice Chair Garg led the Pledge of Allegiance. ROLL CALL: Commissioners Surendra Mehta, Vice -Chair Mahendra Garg, Chair Cynthia Quan Absent: Commissioners Michael Gonzalez and Lisa Washington were excused. Also Present: David Liu, Public Works Director; Kimberly Young, Senior Civil Engineer; John Beshay, Associate Engineer; Christian Malpica, Associate Engineer; Fabian Aoun, Assistant Engineer; and, Marcy Hilario, Administrative Coordinator. 1. APPROVAL OF MINUTES: A. T&T Commission Meeting Minutes of October 11,2018. VC/Garg moved, C/Mehta seconded, to approve the Regular Meeting Minutes of October 11, 2018 as submitted. Motion carried by the following Roll Call vote: AYES: COMMISSIONERS: Mehta, VC/Garg, Chair/Quan - NOES: COMMISSIONERS: None ABSENT: COMMISSIONERS: Gonzalez, Washington 11. PUBLIC COMMENTS: None Offered NOVEMBER 8, 2018 PAGE 2 T&T COMMISSION Ill. ITEMS FROM STAFF: A. TRAFFIC STATISTICS FOR SEPTEMBER 2018: C/Mehta moved, VC/Garg seconded, to Receive and File the September 2018 Traffic Statistics. Motion carried by the following Roll Call vote: AYES: COMMISSIONERS: Mehta, VC/Garg, Chair/Quan NOES: COMMISSIONERS: None ABSENT:. COMMISSIONERS: Gonzalez, Washington B. MONTHLY UPDATES OF VARIOUS PROJECTS/PROGRAMS: a) Traffic Signal Infrastructure Upgrade Phase Ill — AE/Malpica — The project has been completed and the Notice of Completion is scheduled to be presented to the City Council on November 20th b) Adaptive Traffic Control Signal System (ATCS) — AE/Malpica — A contract with Siemens was approved by the City Council on October 16th. Staff is currently working to .schedule the pre -construction meeting. This project will take about six months to complete. c) Copley Drive/Golden Springs Drive Intersection Improvement — AE/Malpica - Staff worked closely with the contractor to complete the punch list items. A Notice of Completion is tentatively scheduled to be presented to the City Council in December. d) City Entry Monument Sign Project— AE/Beshay - Installation of the new monument signs, new irrigation system, cobblestones and boulders within the median has been completed at both locations: Diamond Bar Boulevard at Temple Avenue and Golden Springs Drive at Calbourne Drive. Pending is the landscaping portion with drought - tolerant plants and the light fixtures. The project is expected to be completed by mid-November. e) Area 6 Residential Neighborhood ADA/CDBG Curb Ramp Project— AE/Beshay - This project has been completed and the Notice of Completion will be presented to the City Council on November 6th. f) Area 6 Residential & Collector Road Rehabilitation Project — AE/Beshay •- The contractor has begun replacement of the ADA curb ramps within the project limits. Work along Sunset Crossing Road, between Golden Springs Drive and Diamond Bar Boulevard will be performed on two consecutive Saturdays. Last Saturday, the street grind and overlay was done and this Saturday the paving will be completed. This project is expected to be completed by mid- December. NOVEMBER 8, 2018 PAGE 3 TU COMMISSION g) Lemon Avenue Interchange Project— SCENoung —The eastbound on-ramp was opened on Tuesday, October 16th and the old on-ramp at Brea Canyon Road/Golden Springs Drive was permanently closed and is currently being demolished. The contractor will be performing signal modifications where the existing ramps were previously located. Project completion is intended by the end of calendar year 2018. The contractor was originally scheduled to grind and overlay Lemon Avenue between Golden Springs Drive and Earlgate Street (the cul-de-sacjust north of the freeway) this past week; however, work was canceled because Caltrans did not want the contractor closing the Lemon Avenue ramps until the Fairway Drive ramps are re -opened. Staff hopes the contractor will be able to complete this work in November. Chair/Quan asked what was intended to happen in the demolished area. SCENoung explained that temporarily, a sidewalk will be added to accommodate a continuous path of travel where the ramps used to be as well as; a five-foot planter area along the sidewalk. Caltrans will need to declare the property "excess land" which will give the City the first right -of -refusal for purchase of the land. The decision will be up to City Council and City Management whether to take advantage of the first right -of -refusal after which the property will be offered to a developer for development of the property. It is a prime property and SCENoung said she believed there would be interest in developing the property. h) SR -57/60 Confluence.Project— SCENoung — The westbound slip on- ramp was opened on October 10th completing the project with the exception of a few punch. list.items that will need to be completed. Last week, restriping was done along Grand Avenue which removed the left - turn pockets to the old loop on-ramp. The, eastbound onramp still boasts the 60 Freeway sign as an Interstate which is incorrect. Caltrans will change that sign to a State Route 60 when received, which is currently on back order. i) Grand Avenue/Golden Springs Drive Intersection Improvements— SCENoung — Final plans were reviewed by the City with very minor comments that will not require any additional plan check. Once the comments are provided to Industry, they will be. incorporated into the plans and go out to bid in January 2019. C/Mehta commented that the two right lanes on Grand Avenue at Golden Springs are very congested and asked if this would be resolved soon. SCENoung responded that the street will be widened to.three through lanes. Also, once the project commences, the timeline projection is for the project to be completed in about 18 months. Start of the project may be pushed back to Spring 2019 to avoid the rainy season. NOVEMBER 8, 2018 PAGE 4 T&T COMMISSION j) Morning Canyon Road Rehabilitation Project— SCE/Young — This project has been completed. Final repairs were made and the Notice of Completion was issued. After a year, this project was finally completed and residents in the area are very pleased with the improvements. k) Diamond Bar Boulevard. Complete Streets Corridor— SCE/Young — Additional information on the two conceptual alternatives was presented to the City Council during the October 16th Study Session. Council provided direction to staff to move forward with one of the alternatives to do the full plans and specifications. The alternative will consist of separating the bike lane from the travel lane, meaning it will be moved up to the same grade as the sidewalk. The bike lane and sidewalk will be separated. by a planter creating an elevated and separated bike lane along both sides of Diamond Bar Boulevard between Golden Springs Drive and the SR -60 freeway. 1) TR63623— South Pointe Residential Development/Larkstone Park —AE/Aoun — Phase 9 of the development is being finalized and Phase 10 is now under construction. Once complete, only the buildout phase will remain to complete the development. Traffic is being monitored by staff as residents move into the new community. m) Diamond Bar Ranch Shopping Center (Sprouts/Chipotle/Coffee Bean/Ross/The Habit) and McDonald's Redevelopment—AE/Aoun Construction continues on The Habit with inspections being done by staff. At this time there is no update or who might occupy the -tenant spaces next to Ross or Sprouts. No opening date for The Habit is available at this time. Chair/Quan stated that when she attended the Veterans Day Ceremony yesterday, she chaired a table with three veterans who spoke at length about the wonderful monuments and how much they added to the City's aesthetics in giving more style and presence to Diamond Bar. C/Mehta asked about the narrow roadway near Chipotle when turning right in the parking lot from entering at Diamond Bar Boulevard. AE/Aoun responded that on-site circulation is usually studied prior to the project. He said he follow up and take a look at the area. VC/Garg moved, C/Mehta seconded, to receive and file the Updates on Various Projects/Programs for November. NEW BUSINESS: None V. STATUS OF PREVIOUS. ACTION ITEMS PWD/Liu updated the Commission on their concerns regarding the traffic statistics for DUI's and street sweeping citations. Staff followed up with the Sheriff's Department on this matter. Citations vary from month to month which can usually be attributed to factors such as DUI checkpoints, which are not announced; and special enforcement requests such as holiday. enforcement schedules. In the case of street sweeping, during the months of December and January this is on a weekly schedule versus the remaining months of, the year which are on a bi-weekly schedule. The Sheriffs . ,Department provides the necessary resources to continue to provide public safety services meeting the City's expectations. VI. ITEMS FROM COMMISSIONERS: VC/Garg said he would like to hear from .the City Manager's Office about the overnight parking suggestion he made at the previous meeting. PWD/Liu explained to VC/Garg that after last month's meeting, he spoke with ACM/McLean who told PWD/Liu that he had spoken with VC/Garg about this issue at one of the recent City events.. VC/Garg is welcome to call ACM/McLean. At the end of the day, this is a policy matter that has to be brought to the City Council's attention. VC/Garg said he would appreciate it if ACM/McLean would call him. PWD/Liu further explained that the City Council has a Public Safety Committee that meets to review issues, considerations and recommendations from the City's Public Safety Team and VC/Garg may wish to engage one of the committee members in discussion to move the item forward. PWD/Liu assured VC/Garg that ACM/McLean is aware of the overnight parking request and, at this time, unless the City Council directs staff to look into that matter further, there are no public discussions under consideration. Chair/Quan noticed that the next T&T Meeting is scheduled for December 13th and she proposed that the Commission go dark for the month of December and resume in January. PWD/Liu confirmed that there were no items of concern that needed to be discussed in December. Should there be any such matters of concern, staff will follow up with the Commissioners. Commissioners concurred to adjourn tonight's meeting to January 10th, 2019. VII. SCHEDULE OF FUTURE CITY EVENTS: As noted in. the Agenda.
