BOARD OF DIRECTORS MEETING
MINUTES OF MARCH 21, 2005
1. CALL TO ORDER: Chairman Herrera called the Tres Hermanos
Conservation Authority Board of Directors meeting to order at 5:30 p.m. in
Conference Room B, Diamond Bar City Hall, 21825 Copley Dr., Diamond Bar,
CA.
ROLL CALL: Carol Herrera, Chairman; Members Bob Zirbes, Curt
Hagman and Gwen Norton -Perry, Delegates and Mayor Pro Tem Ed Graham,
Alternate.
Also present were: Linda Lowry, D. B. City Manager; Douglas LaBelle,
Chino Hills City Manager; James DeStefano, D. B. Assistant City Manager;
Helene Smookler, Attorney: Ray Hanson, City of Chino Hills; Claire
Schlotterbeck; and Gary Neely, Consultant.
PLEDGE OF ALLEGIANCE: Chair/Herrera led The Pledge of Allegiance.

3. CONSENT CALENDAR:
3.1 APPROVED MINUTES OF JULY 19, 2004 — As corrected. (Item 5.1 ....a
complete document would cost about $750,000 to $1 million. Fourth
sentence of paragraph 2)
3.2 RECEIVED AND FILED TREASURER'S STATEMENTS FROM 2004 TO
FEBRUARY 2005.
CM/LaBelle explained that the fund balance of about $65,000 was
invested and expenses remained minimal.
4. OLD BUSINESS:
4.1 Market Study Update.
ACM/DeStefano reported that staff had for some time struggled to bring
this matter to the Board. In meetings with economic consultants last
December staff learned that the City would first need a market study
instead of a land use study. Shortly thereafter Community Development
Director Collier left Chino Hills and D.B. moved on to other issues. As a
result, staff has not moved forward to formulate complete requests for
proposals to economic firms. Chino Hills and D.B. staff members intend to
move forward and report back to the Board at its next meeting.
Chair/Herrera asked if in the event City of Industry decided not to
participate was the entire $75,000 needed for the study or would $25,000
each from the Cities of Chino Hills and D.B. be sufficient?

ACM/DeStefano responded it may or may not be sufficient depending on
whether staff could negotiate with the consultants for a $50,000 study or
obtain an additional $12,500 each from Chino Hills and D.B.
CM/LaBelle felt that $50,000 would be sufficient given what Chino Hills did
with its economist on its shops project with the scope of work at about
$40,000.
5. NEW BUSINESS:
5.1 Confirmation of Appointments:
(a) Chino Hills Council Members Curt Hagman and Gwenn
Norton -Perry as Delegates and Mayor Pro Tem Ed Graham
as alternate.
(b) Diamond Bar City Council Members Carol Herrera and Bob
Zirbes as Delegates and Mayor Pro Tem Debby O'Connor
as alternate.
5.2 Selection of Chair and Vice Chair for terms commencing July 1,
2005 and ending June 30, 2007.
Chair/Herrera nominated Gwenn Norton -Perry to serve as Chair.
Member Norton -Perry nominated Bob Zirbes to serve as Vice
Chair.
By unanimous consent Gwenn Norton -Perry was elected to serve
as Chair and Bob Zirbes was elected to serve as Vice Chair of the
Tres Hermanos Conservation Authority for terms commencing July
1, 2005 and ending June 30, 2007.
6. AUTHORITY MEMBER COMMENTS: None Offered.
7. ADJOURNMENT: There being no further business to conduct, Chairman
Herrera adjourned the meeting at 5:50 p.m. to the Tres Hermanos Conservation
Authority Regular Meeting of July 18, 2005 to be held at the Chino Hills
Community Center.
