BOARD OF DIRECTORS MEETING
MINUTES OF JULY 19, 2004
1. CALL TO ORDER: Chairman Herrera called the Tres Hermanos
Conservation Authority Board of Directors meeting to order at 5:40 p.m. in
Conference Room B, Diamond Bar City Hall, 21825 Copley Dr., Diamond Bar,

ROLL CALL: Carol Herrera, Chairman, Members Bob Huff and
Gwen Norton -Perry. Member Gary Larson arrived at 5:45 p.m.
Also present were: Linda Lowry, D. B. City Manager; Douglas LaBelle,
Chino Hills City Manager; James DeStefano, Diamond Bar Deputy City Manager;
Deborah Fox, representing Fox and Sohagi.
PLEDGE OF ALLEGIANCE: Chair/Herrera led The Pledge of Allegiance.
C/Huff moved, Chair/Herrera seconded, to approve the Consent Calendar as
presented. Without objection, the motion was so ordered with Member Norton -
Perry abstaining.
3.2 RECEIVED AND FILED INDEPENDENT AUDITOR'S REPORT FOR FY
ENDING JUNE 30, 2002 AND JUNE 30, 2003.
OLD BUSINESS: None
5.1 LAND USE PLANNING AUTHORIZATION — Authorization of the
preparation of Specific Plan concepts for the area within the jurisdiction of
the Tres Hermanos Conservation Authority.
DCM/DeStefano stated that over time Chino Hills and Diamond Bar had
discussed the creation of a Specific Plan for the 2400 -acre site. He and
CDD/Collier talked about what the plan might look like and what the cost
would be to produce the document. Generally speaking, the document
would be a mini -version of the General Plans and Development Codes
looking at different circulation systems to support alternative land use
plans with an environmental analysis of what it would mean to the site as
well as to the surrounding regional properties. Based on input from The
Planning Center, consultant for City of Industry, a complete document
would cost about $750,000 to $1 million. He said that staff was seeking a
$50,000 allocation - $25,000 each from the two member cities, to seed the
process by looking at 1) spending the money on a market study to see

what could be developed or 2) conduct a framework study to scope out
the possibilities and look at very rough land use studies. He further stated
that D.B. and City of Industry paid $150,000 for a Concept Plan in 1992 for
the 800 D.B. acres only.
Member Norton -Perry asked how the concept might have changed over
the years.
DCM/DeStefano responded that at that time the concept included a hotel
surrounding a water reservoir, 16,000 residential units at the highest
elevations and incorporation of what was now the high school. There were
also recreational considerations depending on whether the water was
potable. He said he was not certain that any portion of the 1992 concept
would be relevant to today's marketplace. However, the paper could be
used as a foundational document because the majority of the
environmental features remained unchanged.
Chair/Herrera asked if Chino Hills would be amenable to spending
$25,000 for the study.
CM/LaBelle felt the City would be in a position to contribute the money.
Member Norton -Perry said it would have to go before Council for
consideration. On the radar screen it was an important item but it was
financially a bad time for the City.
Member Larson felt it would be wise to approach Industry as the property
owner to see if they would like to participate. He suggested that if the City
of Industry contributed $50,000 for example and D.B. and Chino Hills each
contributed $25,000 the study could be expanded.
CM/Lowry asked if the Authority wanted to officially include the City of
Industry in the planning.
DCM/DeStefano stated that approaching Industry would be a good idea to
let them know where the Board is in its planning. process. And that
involving a property owner in this type of planning was not unusual.
Usually the property owner would pay for the plan and submit it to the
cities. Or, the cities would have to pay for the plan and work backward
with the property owner.
Chair/Herrera responded to Member Norton -Perry that as chairman she
could meet with the City of Industry's Mayor to discuss the matter.
Member Huff said that in his experience, Industry believed they were
viewed as a deep -pocket City and that they were not. Even though they
often did magnanimous things they did not like to be pushed into doing
something.

Member Larson suggested it be presented as an option for a partnership.
Chair/Herrera asked if Industry would be invited to participate in the
process if they were not forthcoming with funds.
Member Huff felt that eventually Industry would be at the table.
Member Larson said that planning for the area was never to the exclusion
of Industry.
The Board concurred to invite Industry to participate in a like manner.
Chair/Herrera reiterated that Chino Hills would place the matter on the
Council's August 10 agenda and that she would meet with the Industry
Mayor and report back.
DCM/DeStefano said he would work closely with CDD/Collier to assist in
getting the matter on the Chino Hills City Council agenda.
CM/LaBelle said he felt the study should look at the site from a marketing
standpoint and then back into the land use plan. He asked for direction
from the Authority. Members Larson and Norton -Perry concurred with
CM/LaBelle.
Member Larson moved, Member Huff seconded, to move forward with the
market study funded by $25,000 contributions from each of the two cities -
Chino Hills and D.B., and to approach the City of Industry to ask them to
partner in the venture. Without objection, the motion was so ordered.
CM/Lowry suggested the Authority prepare the contract and that each city
pay the Authority. Members concurred.
6. AUTHORITY MEMBER COMMENTS: None Offered.
7. ADJOURNMENT: There being no further business to conduct, Chairman
Herrera adjourned the meeting at 6:00 p.m. to the Tres Hermanos Conservation
Authority Regular Meeting of August 16, 2004 to be held at the Diamond Bar
SCAQMD/Government Center, Diamond Bar, CA.
