SPECIAL BOARD OF DIRECTORS MEETING
MAY 1, 2000
OATH OF OFFICE:
Lynda Burgess, D.B. City Clerk, administered the Oath of Office to Gary Larson.
Director Thalman explained that with Mr. Wickman's demise, Mr. Graham, the new Mayor
of Chino Hills, felt that he needed to cut back on some of his appointments. Mr. Larson has
graciously agreed to become a regular member of THCA.
Chair/Huff welcomed Director Larson.
1. CALL TOO ER: Chairman Huff called the Tres Hermanos Conservation
Authority Board of Directors meeting to order at 5:42 p.m. in Conference Room A, Suite
100, Diamond Bar City Hall, 21660 E. Copley Dr., Diamond Bar, California.
PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Chairman Huff.
ROLL CALL: Director Larson, Director Thalman, Chairman
Huff, Ex -Officio Director Winn, and Alternate Ex -Officio Phillips.
Absent: Director Herrera, Alternate Ansari, Alternate
Norton -Perry and Alternate Ex -Officio Phillips.
Also present were: Terrence Belanger, Executive Director, Diamond
Bar; Mike Montgomery, Agency Attorney; Doug LaBelle, Treasurer; Kevin Carrigan,
City of Chino Hills and Dave Perez, City of Industry.
Visitors Present: Russ Shipman; Victor Opincar, Boyle Engineering;
Nancy Wells, Bob Purcell, Duane Thompson - Chino Hills residents;
Gary Neely, SCSBA.
2. PUBLIC COMMENTS: Duane Thompson, 16311 Observation Ln., Chino Hills,
asked whether the Authority is trying to condemn Boy Scout Reservation property and on
whose authority is this being done? Is it not in the City of D.B.'s General Plan to put a road
there? Has the City of D.B. done an Environmental Impact Report? He felt sorry for D.B.
residents having to put up with the Chino Hills traffic, but he did not feel that the residents
of D.B. would say that that road (Grand Avenue) was really bad for us and let's do it again.
Where is the traffic study that explains what the impact of a (Tonner Canyon) road would
be on D.B. and C.H. A road through Tonner Canyon is in the CH. General Plan but all of
the related environmental information including the traffic assumptions is dated. The
environmental information does not address the dairy preserve and there has not been debate
in C.H. regarding the impact to open up Tonner Canyon to Eucalyptus. Is there a tree
removal plan if land is being purchased for an easement?
Nancy Wells, 16370 Wrangle Ridge, Chino Hills, stated that the newspaper said that the
Authority is trying to buy 720 acres of Boy Scout preserve in order to put in a dam to back
up some water for a swimming pool. She asked where the money is coming from to buy the

property, who is going to hold title to the 720 acres and once the dam is created, where will
the water come from that goes behind the dam. If the water is already existing and flowing
from the property, how will that affect the natural streams that are on the Boy Scout
property? She also asked for the dimensions of the reservoir and the composition of the soil.
ED/Belanger stated that, on the question of a roadway, the Authority has made an offer to
the Boy Scouts of America to purchase about 46 acres of right-of-way, the to ultimately
construct a regional bypass corridor that would connect the SR 71 to the SR 57 between the
existing Carbon Canyon Rd. and Grand Ave. in an east/west direction from Eucalyptus to the
Brea Canyon Rd. interchange. This is an offer to purchase land. It is not a project to
construct a roadway. An environmental impact report is not required unless and until such
a road is constructed, which is anticipated to be some years in the future. The transportation
study that was recently accomplished by Parsons -Brinkerhoff on behalf of SCAG studied
traffic impacts that are occurring in the communities of what is know as the Four Corners
area, the area bounded by SR15 and SR 71 on the east, SR 57 on the west, SR 91 on the
south and the SR 60 on the north and possible mitigation measures that can be undertaken
over the next 15-20 years to provide meaningful traffic relief. The roadway being discussed
is one of the recommendations made in that report, i.e., that further study is to be undertaken.
The study concluded that traffic relief could be accomplished by the creation of this addition
corridor between the existing Carbon Canyon Rd. and Grand Ave. With respect to the water
reservoir, an offer was made by THCA to acquire 720 acres of Boy Scout property, to
ultimately create a dam with back up water to the Tres Hermanos Ranch, which is located in
the Cities of D.B. and C.H. and owned by the City of Industry Redevelopment Agency. The
water behind the dam would be water that is currently in the J line, which runs through Tres
Hermanos and the Boy Scout property. The purchase of the land is to acquire the land. At
this time, there is not a specific design for the dam. There is a plan for the dam. The kind of
information that would be a part of a CEQA document that would relate to actual
construction of such a project would include such things as seismology, natural resources
(biota) that exist within the area to be affected by the accumulation of water behind the dam
as well as, any impacts that would occur downstream as a result of cutting off of water
sources. Any related environmental work would be done at the time such a project is
proposed for construction.
3. CONSENT CALENDAR: D/Thalman moved, Chair/Huff seconded, to approve
the minutes of the Consent Calendar, as presented. Without objection, the motion was so
ordered with D/Larson abstaining.
3.1 MINUTES OF REGULAR MEETING OF FEBRUARY 28, 2000 - approved as
submitted.

5. OLD BUSINESS:

6. NEW BUSINESS:
6.1 STATUS OF AUTHORITY BUDGET
Treasurer LaBelle reported that at the Board's May 15 meeting, he and Kevin
Carrigan will provide a proposed budget document for the ensuing fiscal year as well
as the amendments to the bylaws to deal with the addition of the City of Industry as
a new member. The current process involves the two agencies splitting equally in
budgetary items. These documents will be included in the May 15 agenda packet.
RECESS: Chair/Huff recessed the meeting at 6:05 p.m.
D/Herrera arrived at 6:10 p.m.

RECONVENE: Chair/Huff reconvened the special meeting at 7:10 p.m.
Legal Counsel Montgomery announced that following discussion during the Closed Session,
the Board directed the Executive Director to send the Boy Scouts of America a letter
terminating the existing offer. No other action was taken.
7.2 CONSIDERATION OF FULL MEMBERSHIP OF CITY OF INDUSTRY
D/Thalman moved, Chair/Huff seconded, to recommend that the City Councils of
C.H. and D.B. consider ratification of Supplement No. 3 to the Joint Exercise of
Powers Agreement for the Tres Hermanos Conservation Authority. Without
objection, the motion was so ordered.
8. AUTHORITY MEMBER COMMENTS: D/Herrera said she looked forward to
working with the City of Industry as a full member of this body.

D/Thalman said that with respect to tonight's public speakers, there is a movement afoot in
Chino Hills that there should never be another construction project of any type in that City.

ADJOURNMENT: There being no further business to come before the Board, Chairman
Huff adjourned the meeting at 7:25 p.m.
