CALL TO ORDER: Chairman Huff called the Tres Hermanos Conservation Authority Board of Directors meeting to order at 5:34 pm. in Conference Room A, Suite 100, Diamond Bar City Hall, 21660 E. Copley Drive, Diamond Bar, California. PLEDGE OF ALLEGIANCE: Don Gravdahl led The Pledge of Allegiance. ROLL CALL: Director Graham, Director Thalman, Chairman Huff, and Alternate Ex -Officio Alternate, Jack Phillips. Director Herrera, Alternate Ansari, Alternate Norton -Perry, and Ex -Officio Director Winn were absent. Also present were: Terrence Belanger, Executive Director, Diamond Bar; Doug LaBelle, Treasurer; Michael Montgomery, General Counsel and Lynda Burgess, Diamond Bar City Clerk. 3.1 MINUTES OF REGULAR MEETING OF DECEMBER 20, 1999 - approved as submitted. 3.2 MINUTES OF SPECIAL CLOSED SESSION OF DECEMBER 20, 1999 - approved as submitted. 4. PUBLIC HEARINGS: None 5.1 ADMINISTRATION OF OATHS OF OFFICE (Continued from December 20, 1999). Lynda Burgess, Diamond Bar City Clerk, administered the Oaths of Office to Directors Graham, Thalman and Huff. Directors Ansari, Herrera and Norton -Perry will be sworn in at the next meeting. 5.2 VERBAL REPORT UPDATING STEPS TAKEN FOLLOWING CLOSED SESSION OF DECEMBER 20, 1999 DIRECTING NEGOTIATORS TO DISCUSS THE ACQUISITION OF PROPERTY AND POSSIBLE LITIGATION RELATED TO THE PROPERTY - Report by ED/Belanger and GC/Montgomery. 5.3 VERBAL REPORT ON DIAMOND BAR AND CHINO HILLS' APPROVAL OF THE SUPPLEMENTAL AGREEMENT ADDING CITY OF INDUSTRY AS EX - OFFICIO MEMBER - ED/Belanger reported that the Board extended an offer to the City of Industry to be a member of the Board. The City of Industry indicated they would prefer an Ex -Officio membership to a full membership. Industry's Mayor indicated that they would accept an Ex -Officio position. At its last meeting, the Diamond Bar City Council approved the supplemental agreement amending the JPA to provide for Ex -Officio membership to the City of Industry. JANUARY 24, 2000 PAGE 2 TRES HERMANOS CONS. AUTH. 5.4 VERBAL REPORT UPDATING STATUS OF CONFLICT OF INTEREST CODE ADOPTION - Report by Diamond Bar City Clerk Burgess. 6. NEW BUSINESS: 6.1 RESOLUTION NO. 2000-01: A RESOLUTION OF THE TRES HERMANOS CONSERVATION AUTHORITY ADOPTING RULES AND REGULATIONS FOR ACQUISITION OF PROPERTY RIGHTS AND DETERMINATION OF RELOCATION RIGHTS OF OWNERS AND TENANTS. GC/Montgomery stated that he would obtain a copy of the State Department of Housing and Community Development Rules & Regulations for retention by the Authority Secretary. On motion by Director Thalman, duly seconded, Resolution NO. 2000-01: A Resolution of the Tres Hermans Conservation Authority adopting rules and regulations for acquisition of property rights and determination of relocation rights of owners and tenants was unanimously adopted. 7. AUTHORITY MEMBER COMMENTS: None 8. INFORMATIONAL ITEMS: Gary Neeley presented a conceptual, colorized version of the Parsons-Brinckerhoff report topographical map showing the road alignment connecting the SR 57 from Brea Canyon Rd. to various locations. The green area outlines Tonner Canyon. The yellow area indicates all land areas that are 1000 feet above sea level. The green area is the area between 1000 feet above sea level and 1100 feet above sea level. The white area indicates those areas that are 1100 feet above sea level. The oil engineering report, from which this map was taken, talked about a water level at about 1050 feet above sea level. He pointed out that the map shows a water level of about 1000 feet with the dam at 1000 feet. 9.
