REGULAR MEETING
September 13, 1999
Chair Huff called the Regular Meeting of the Tres Hermanos Conservation Authority to order at
5:30 p.m. in Conference Room A, Diamond Bar City Hall, 21660 E. Copley Drive, Suite 100.
MEMBERS PRESENT: Ed Graham, Chino Hills

PUBLIC COMMENTS: Gary Neeley, 100043 Rosecrans, Bellflower, stated that
when Governor Davis signed the budget last week he promised the Republicans that he would
spend 20 million dollars in next year's budget to finish paying for a study of the State's water
needs. An additional 20 million from the bond issue would be used for projects in the GOP
districts. Scott Law, Republican from Huntington Beach and leader of the Assembly's minority
Republicans, committed to implementing the results of the study, even if it called for the
construction of additional reservoirs to spill waters. He suggested that one of the Authorities
goals for the coming year would be to get on the list for the study and to have them be aware of
the possibility of a reservoir being built on the Tres Hermanos and adjacent properties.
AUTHORITY BUSINESS:
A. Presentation by Diamond Bar and Chino Hills Community Development staffs re:
General Plan Policies for Tres Hermanos Ranch.
DCM/DeStefano presented an overview of the 800 plus acres of Tres Hermans
Ranch land that is located within the City of Diamond Bar, its General Plan
designation, and the study conducted in conjunction with the property of owner,
City of Industry Redevelopment Agency which looked conceptually at three
different plans for the use of the 800 acres.
CDD/Coleman and CP/Adams presented the Chino Hills report on the General
Plan
which considers three alternatives for the Tres Hermanos Ranch property located
within the City of Chino Hills.
C/Herrera suggested that the City of Industry be invited to the next meeting for a
brainstorming session.
Chair/Huff said he will contact the Mayor and invite him to participate.

B. Discussion of Policy and Planning Alternatives and Research Study and Report
Alternatives.
AUTHORITY MEMBER COMMENTS:
City of Chino Hills
CDD/Coleman stated that tomorrow from 5:00 to 7:00 p.m. the City of Chino Hills will
hold a Transportation Forum presented by J.D. Douglas at the City's Community Center.
City of Diamond Bar
Chair/Huff asked the status of the conflict of interest code.
CM/Belanger stated that the Conflict of Interest Code draft has been prepared and will be
scheduled for the next meeting. This matter requires at least a 10 day public notice for the
public hearing.
CM/Belanger stated that on October 5, 1999 from 4:00 p.m. to 6:00 p.m. the City of
Diamond Bar will hold a similar kind of community meeting in the South Coast Air
Quality Management Auditorium to invite comment on the 4 -Corners proposal.
General Counsel
GC/1V4ontgomery asked for confirmation that the regular Authority meetings are scheduled
for the second Monday of each month beginning at 5:30 p.m. He suggested that the
Authority attempt to obtain a copy of the City of Industry's Urban Agency's resolution
making findings why it could spend redevelopment monies to purchase the property. This
document may contain limitations about which the Authority will want to be aware. Upon
request, he volunteered to obtain a copy of the resolution.
ADJOURNMENT:
There being no further business to conduct, Chairman Huff adjourned the meeting at 6:35
p.m. to Monday, October 11, 1999 at 5:30 p.m. in the City Hall Conference Room, 21660
E. Copley Drive, Suite 100.
