REGULAR MEETING
May 17, 1999
Chair Huff called the Regular Meeting of the Tres Hermanos Conservation Authority to order at
5:43 p.m. in Conference Room A, Diamond Bar City Hall, 21660 E. Copley Drive, Suite 100,
Diamond Bar, CA.
PRESENT: Gwen Perry, Chino Hills
James Thalman, Chino Hills
Carol Herrera, Diamond Bar
Bob Huff, Diamond Bar
Also Present: Terrence Belanger, City Manager, Diamond Bar
Douglas LaBelle, City Manager, Chino Hills
PUBLIC COMMENTS: None
A. Approval of Minutes - Special Meeting of April 19, 1999.
MOTION: It was moved and seconded that the minutes of the Special Meeting of
April 19, 1999 be approved as presented. Without objection, the motion was so
ordered.
B. Consideration of Authority General Counsel
Attorney Dick Terzian presented his business credentials and responded to
member's questions.
Chair Huff indicated he received a Facsimile from Attorney Michael Montgomery
indicated an interest in the position.
The Authority Members concurred to carry this item over to the next meeting.
C. Discussion/Review of Authority Draft By -Laws
Member Thalman recommended that "annually" be deleted from the second
sentence of Paragraph A.2. on Page 1.
The Members concurred to change the first sentence on Page 4 A. MEETINGS.
to read as follows: "The Board shall meet monthly, or more frequently as the
Board may determine".
Member Herrera pointed out that the first sentence of Paragraph E. ANNUAL
AUDIT. should be corrected to read as follows: The Board shall arrange and
provide for a bi-annual audit of the accounts and records of the Authority by an
Auditor".

Member Thalman moved, Member Herrera seconded, to direct City Manager
Belanger to make the recommended changes and bring back the appropriate
resolution for adoption of the By -Laws of the Tres Hermanos Conservation
Authority at the next meeting. Motion carried 4-0.
AUTHORITY MEMBER COMMENTS:
City of Chino Hills
Member Perry said that she has a conflict with the scheduled meeting time.
City of Diamond Bar
Member Herrera said she is sorry to hear about Member Graham and wished him a speedy
recovery.
City Manager Belanger spoke about Senate Bill 1277. Cities have made a point to argue
that bills of this type can have a dramatic effect on future transportation corridors. The
other legislation that will likely have an effect on this Authority is Senate Bill 216 or its
alternative measure Assembly Bill 1355, both of which cover the San Gabriel Water Shed
which includes the Tres Hermanos Ranch. These are pieces of legislation that are being
promoted by environmental groups in an effort to get around having to deal with local
jurisdictions. The City of Diamond Bar is officially on record as opposing SB 1277.
Along with many other cities in the Los Angeles Divisions Diamond Bar has adopted
guidelines which says that we will support legislation that has a majority of board
members/elected officials from local agencies.
ADJOURNMENT:
There being no further business to conduct, Chair Huff adjourned the meeting to 9:00 a.m.
on Monday, June 28, 1999.
