MAY 17, 1999 PAGE 2 Member Thalman moved, Member Herrera seconded, to direct City Manager Belanger to make the recommended changes and bring back the appropriate resolution for adoption of the By -Laws of the Tres Hermanos Conservation Authority at the next meeting. Motion carried 4-0. AUTHORITY MEMBER COMMENTS: City of Chino Hills Member Perry said that she has a conflict with the scheduled meeting time. City of Diamond Bar Member Herrera said she is sorry to hear about Member Graham and wished him a speedy recovery. City Manager Belanger spoke about Senate Bill 1277. Cities have made a point to argue that bills of this type can have a dramatic effect on future transportation corridors. The other legislation that will likely have an effect on this Authority is Senate Bill 216 or its alternative measure Assembly Bill 1355, both of which cover the San Gabriel Water Shed which includes the Tres Hermanos Ranch. These are pieces of legislation that are being promoted by environmental groups in an effort to get around having to deal with local jurisdictions. The City of Diamond Bar is officially on record as opposing SB 1277. Along with many other cities in the Los Angeles Divisions Diamond Bar has adopted guidelines which says that we will support legislation that has a majority of board members/elected officials from local agencies. ADJOURNMENT: There being no further business to conduct, Chair Huff adjourned the meeting to 9:00 a.m. on Monday, June 28, 1999. ATTEST: i TERRENCE L. BE Executive Director
