A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DIAMOND
BAR APPROVING THE CITY'S COMMUNITY DEVELOPMENT BLOCK
GRANT PROGRAM INCLUDING $216,636 IN FISCAL YEAR 2019120
FUNDS AND $58,688 FROM UNALLOCATED BALANCE OF FUNDS
FOR THE TOTAL AMOUNT OF $275,324 -
WHEREAS, On August 22, 1974, the President of the United States signed into
law the Housing and Community Development Act of 1974 (Act); and
WHEREAS, the primary goals of Title 1 of the Act are the development of viable
urban communities by providing decent housing and a suitable living environment, and
expanding economic opportunities, principally for persons of low and moderate income;
and
WHEREAS, the City of Diamond Bar has received notification of the availability of
$216,636 in Fiscal Year 2019/20 Federal Community Development Block Grant (CDBG)
funds to further the attainment of these goals; and
WHEREAS, the City has $58,688 in unallocated CDBG funds accumulated from
project savings and deferred loan repayments; and
WHEREAS, the combined total of $275,324 in CDBG funds is available to use for
FY 2019120 projects; and
WHEREAS, suggestions have been requested from residents, community
organizations, and City Departments for the utilization of these funds; and
WHEREAS, the City has published information regarding eligible activities under
the Act and met with all interested groups and conducted a duly noticed public hearing to
solicit comments and suggestions from the community for the utilization of these funds.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Diamond
Bar as follows:
Section 1. The funding allocation for the 2019-2020 Program year shall be:
PUBLIC SERVICE $ 32,495
Senior Programming $ 32,495
PUBLIC WORKS AND HOUSING $242,829
Home lmprovement Program $ 82,829
Area 1 Residential Neighborhood ADA
Curb Ramps Improvements Project $160,000

Section 2. The City Manager is authorized and directed to submit the City's final
Planning Summary for Fiscal Year 2019120 to the County of Los Angeles, reflecting the
funding allocations set forth herein. Should the City's final allocation increase or decrease
by twenty-five percent (25%) or less from the figures contained herein, the City Manager
is authorized to administratively adjust (i.e., increase or decrease) the revised funds to
eligible activities as necessary. Should the final allocation differ by more than 25%,
adjustments to fund allocations shall be subject to City Council review and approval.
Section 3. The City Manager is authorized to execute the contractual and related
documents to be prepared by the County of Los Angeles that are -required. for the
implementation of the projects/programs set forth herein.
Section 4. This Resolution shall take effect from and after the date of its passage
and adoption.
