MINUTES OF THE TRAFFIC AND TRANSPORTATION COMMISSION MEETING

CALL TO ORDER:
Chair Quan called the meeting to order at 6:30 p.m. in the Diamond Bar City Hall Windmill
Community Room, 21810 Copley Drive, Diamond Bar, California 91765.

A. T&T Commission Meeting Minutes of August 9, 2018.
C/Mehta moved, C/Gonzales seconded, to approve the Regular Meeting
Minutes of August 9, 2018 as submitted. Motion carried by the following Roll

A. TRAFFIC STATISTICS — July and August 2018:
C/Washington asked why DUI's were higher in July and August. C/Mehta
commented that citations are up as well and asked if there was more Sheriff's

activity. In addition, Chair/Quan noticed that citations for street sweeping were
up in August.
PWD/Liu said he would have to check with the Sheriff's Department regarding
the Commissioners' comments. He noted that the average number of monthly
citations for street sweeping is approximately 300. The Fourth of July holiday
may have had an impact on the number of citations versus the month of
August; however, 517 seems to be on the high end.
Chair/Quan moved, C/Mehta seconded, to Receive and File the July and
August 2018 Traffic Statistics. Motion carried by the following Roll Call vote:

B. MONTHLY UPDATES OF VARIOUS PROJECTS/PROGRAMS:
a) Traffic Signal Infrastructure Upgrade Phase III — SCE/Young —
Installation of the hardware was completed in September by the
contractor. The communications consultant continues to fine tune the
configuration of the new controllers and components that were added at
the various intersections. Staff anticipates presenting a Notice of
Completion to the City Council in November.
b) Adaptive Traffic Control Signal System (ATCS) — SCE/Young — Staff
is scheduled to present a contract to the City Council on October 16th
and is recommending Siemens be the selected vendor to
install/implement the system.
c) Copley Drive/Golden Springs Drive Intersection Improvement —
SCE/Young — The protected only left turn signal at Copley Drive has
been installed. Tomorrow the No -Right -Turn signage will be installed
prohibiting right turns on red from Copley Drive onto Golden Springs
Drive.
d) City Entry Monument Sign Project — AE/Beshay — This project
includes two locations (Diamond Bar Boulevard at Temple Avenue and
Golden Springs Drive at Calbourne Drive). Installation of the masonry
block wall with stone veneer for the monument signs have been
installed at both locations, as well as the irrigation system and boulders
in the medians. This project is expected to be completed early to mid-
November.
e) Area 6 Residential Neighborhood ADA/CDBG Curb Ramp Project—
AE/Beshay — This project has been completed and the Notice of
Completion will be presented to the City Council on November 61n

f) Area 6 Residential & Collector Road Rehabilitation Project —
AE/Beshay —Council approved the contract at its August 7th meeting to
Hardy & Harper, Inc. This project is scheduled to commence next
week. This is a 60 working day project and consists of slurry seal, edge
grind and overlay applications.
g) Lemon Avenue Interchange Project— SCE/Young — The eastbound
on-ramp will be opened on Tuesday, October 16th. A press conference
is scheduled for Monday, October 15th to notify the public of the ramp
opening and closure of the existing ramp at Brea Canyon Road/Golden
Springs Drive. Once the new ramp is opened and the existing ramp is
closed, work will continue with signal modifications to permit left -turns
into and out of the shopping centers. Sidewalk will be installed where
the ramps were located. Improvements including striping on Golden
Springs Drive and grind and overlay along Lemon Avenue from Golden
Springs Drive to Earlgate Street, after which landscaping will be
installed.
h) SR -57/60 Confluence Project—SCE/Young—Thewestboundslipon-
ramp was opened yesterday, which means that traffic traveling south on
Grand Avenue can now turn right onto the westbound SR -60. Prior to
the opening, City of Industry held a ribbon -cutting ceremony with the
Diamond Bar City Councilmembers present. A semi -truck was driven
down the on-ramp to commemorate the event. This puts the project
one step closer to fulfillment of the SR -57/60 Confluence Project's
goals to ease congestion within the area.
i) Grand Avenue/Golden Springs Drive Intersection Improvements—
SCE/Young — Final plans were given to staff last week for review. Staff
is confident that all requested changes have been made. City of
Industry will likely go out to bid in November, with construction to begin
in early 2019.
j) Morning Canyon Road Rehabilitation Project — SCE/Young — This
project has been completed. Final repairs were made and a Notice of
Completion was issued at the last City Council meeting. After a year,
this project was finally completed and residents in the area are very
pleased with the improvements.
k) Diamond Bar Boulevard Complete Streets Corridor— SCE/Young —
Staff presented two conceptual alternatives to the City Council on
August 21St. A review of those two alternatives prompted additional
questions from Councilmembers who wanted more detail of the two
alternatives and how bicyclists and pedestrians would interact.
Consequently, staff will make a presentation at an upcoming City
Council Study Session. Information will be provided regarding the two
alternatives and Council's questions will be answered in the hope that
they will provide direction to staff for their preferred alternative.

TR63623—South Pointe Residential Development/Larkstone Park
—AE/Aoun — Phase 8 of the development was finalized and is ready for
occupancy, and Phase 9 is currently being finalized. Once Phase 9 is
finalized, Phase 10 and the buildout phase will be the only remaining
phases. Larkstone Park is opened and is being maintained by City
staff.
m) Diamond Bar Ranch Shopping Center (Sprouts/Chipotle/Coffee
Bean/Ross/The Habit) and McDonald's Redevelopment—AE/Aoun
— Rough grading is complete forthe Habit pad and the building is being
constructed. Final grading will occur over the next several months.
Opening is estimated for the end of 2018/e6rly 2019.

C/Gonzales asked if the Sprouts center (Diamond Bar Ranch Shopping Center) will
have synchronized traffic signals once traffic increases. He noticed that traffic gets
backed up during rush hour at the Palomino Drive traffic signal. SCE/Young replied
that staff can look into what can be done. Generally, what happens is that the City's
traffic signals are synchronized; however, the traffic signals at the on and off ramps to
the eastbound SR -60 are not synchronized with the City's signals because those are
operated and maintained by Caltrans.
C/Mehta asked about storage places being converted within the City. SCE/Young
explained that there is a project under consideration by the Planning Commission to
convert the RV/Storage area on Brea Canyon Road to a hotel/mixed-used building.
C/Mehta reminded staff that the bougainvillea at the left turn into The Country Estates
at Shotgun Lane from westbound Grand Avenue needs trimming. Chair/Quan shared
the bougainvillea is a variety that gets really woody and stringy and sticks up a lot.
She recommended that it be removed and replaced with something less view -
impeding.

VC/Garg asked for an update on the overnight parking regulations in relationship to
burglaries. PWD/Liu responded he does not have an update; however, he spent
some time relaying the concerns to the City Manager's office. The request for
overnight parking regulations would have to come from the City Council. The City
Manager's office will make contact with VC/Garg to discuss.
C/Gonzalez said he would not be able to attend the November meeting
VIII. SCHEDULE OF FUTURE CITY EVENTS: As noted in the Agenda
ADJOURNMENT: There being no further business to come before the Traffic and
Transportation Commission, Chair/Quan adjourned the meeting at 7:03 p.m.
