Meetings are open to the public. You are invited to attend and participate. PUBLIC INPUT Members of the public may address the Commission on any item of business on the agenda during the time the item is taken up by the Commission. In addition, members of the public may, during the Public Comment period, address the Commission on any item or any matter not on the agenda and within the Commission's subject matter jurisdiction. Persons wishing to speak should submit a speaker slip to the meeting clerk. Motion carried by the following Roll Call vote: AYES: COMMISSIONERS: Mehta, Washington, VC/Garg Chair/Quan NOES: COMMISSIONERS: None ABSENT: COMMISSIONERS: Gonzalez Monthly Updates of Projects/Programs a) Traffic Signal Infrastructure Upgrade Phase III — AE/Malpica — Construction commenced May 22nd. As of today, the contractor has completed installation of all new pull boxes, and reconstruction/ restoration of the concrete along Brea Canyon Road/Lemon Avenue/Golden Springs Drive. The majority of the fiber optic was installed the week of June 4th, leaving one section to be completed. The remaining portion of the project is to install controllers, switches and wireless radios. Staff continues to work closely with the contractor to make sure traffic impacts along the arterials are minimized. b) Adaptive Traffic Signal Control System — AE/Malpica — Staff has narrowed the selection to two (2) systems for further review. Upon selection of a qualified vendor, the City Council will consider the contract award at a future City Council meeting. c) Copley Drive/Golden Springs Drive Intersection Improvements — AE/Malpica — Due to a delay in material procurement, construction is expected to begin in July and be completed by mid-August 2018. d) City Entry Monument Sign Project — AE/Beshay — The contract will be presented to Council for award to Aramexx Group, Inc. at its June 19th meeting. This includes construction of two monument signs at Diamond Bar Boulevard, south of Temple Avenue, and along Golden Springs Drive, west of Calbourne Drive. Construction is anticipated to commence in August. e) Area 6 Residential Neighborhood ADA/CDBG Curb Ramp Project— AE/Beshay — This project is being funded by Community Development Block Grant (CDBG) funds for the construction of 64 new ramps in Area 6. This area is located east of the SR -57 and north of the SR -60 at the north end of the City. The project was advertised on May 29th and bid opening was held on June 14th. Construction is anticipated to begin in JUNE 14, 2018 PAGE 3 T&T COMMISSION August and the contract will be presented to Council for award at their July 17th meeting. f) Citywide Drainage Improvement Project Phase I and II—AE/Beshay — The project is currently under construction to improve the ground water drainage at three (3) locations: Golden Springs Drive west of Platina Drive (completed), Hi Pass Drive at Castle Rock Road, and Brea Canyon Road north of Sapphire Lane (completed). The project is scheduled to be completed at the end of June/early July. g) Lemon Avenue Interchange Project — SCE/Young — Construction continues with the eastbound on-ramp expected to open by the end June. However, issues exist that require changes to the signal visibility of the traffic signal at the EB ramps along Lemon Avenue. When traveling south on Lemon Avenue, approaching the freeway, the bridge restricts visibility for the southbound traffic signal. Additionally, concrete repairs to the EB on-ramp are being made. These issues may delay the opening of the EB on-ramp. h) SR-57/60ConfluenceProject —SCE/Young—Construction continues. Phase I, the new westbound slip on-ramp is moving forward and is expected to open in the fall (October/November). Phase 11, the left -turn pockets from southbound Grand Avenue, were opened for the westbound loop on-ramp, which permits traffic to turn left to get onto the westbound loop ramp. Once the new slip ramp is open, the left -turn pockets will be closed and traffic will be permitted to make a right -turn only onto the ramp to head west on SR60. This will aid in the overall traffic circulation along Grand. Ave. at the WB ramps. i) Grand Avenue/Golden Springs Drive Intersection Improvements — SCE/Young — Staff has received the final design plans and we are completing a final check. This should be completed in the next few weeks, with City of Industry going out to bid as soon as possible. j) Morning Canyon Road Rehabilitation Project — SCE/Young — The contractor met with staff this week to report that the sub -contractor, who was engaged to complete the repairs along Morning Canyon Road, has backed out of the project. As a result, the contractor requested an extension to July 20th for completion of the repairs. Staff granted the extension to allow the contractor to secure a new sub -contractor. k) Diamond Bar Boulevard Complete Streets Corridor— SCE/Young — Staff plans to present the various options to the City Council at a study session in August. I) TR63623 — South Pointe Residential Development/Larkstone Park — AE/Aoun — The contractor has pulled permits for Phase 9 of the development. Once Phase 9 is completed, Phase 10 and the Buildout JUNE 14, 2018 IV. PAGE 4 T&T COMMISSION Phase will be left to complete the full residential development. Larkstone Park passed all inspections and was opened to the public on June 2nd m) Diamond Bar Ranch Shopping Center (Sprouts/Chipotle/Coffee Beah/Ross/The Habit) and McDonald's Redevelopment —AE/Aoun — Grading of the proposed Habit pad continues. There have been no updates with regard to who will occupy the tenant spaces next to Ross and Sprouts. Gentle Springs Lane, a privately -owned road is currently being repaved and the work should be completed by tomorrow. Approved CIP Budget for FY 2018-19 — SCE/Young At the beginning of FY 2017-18, the City Council approved 34 projects with a total budget of $21,217,428. As of preparation of this presentation, nine (9) projects were completed at a total cost of $3,294,810, which was approximately $180,000 under the Council's authorized budget. This means those funds went back into their respective revenue accounts. An additional three (3) projects are under construction for a total contract authorization of $860,960 and are expected to be completed by June 30th, with an additional projected savings of $140,000. There are an additional 13 projects underway, either with design or construction, such as the Copley Drive/Golden Springs Drive project. These projects will be carried over into FY 2018-19. The Lemon Avenue Interchange Project included Metro Grant Funds in the amount of just over $9 million. These funds were transferred to the City of Industry in March 2018 to allow Industry to fully administer the construction, which is a joint effort among Metro, City of Industry (project sponsor) and the City of Diamond Bar. FY 2018-19 CIP has a total budget of slightly over $10 million, with a total of 31 projects. These include street improvements, traffic management safety improvements, transportation, infrastructure, miscellaneous Public Works projects and Facilities, Parks and Recreation improvements. Details of these projects and funding sources were included in staff's report to the Commission. 1A.a JUNE 14, 2018 PAGE 5 T&T COMMISSION SCE/Young concluded her presentation and responded to Commissioner's questions. V. STATUS OF PREVIOUS ACTION ITEMS: SCE/Young stated that, at the last Commission meeting, staff received a concern about the line -of -sight issue with the median landscaping along Grand Avenue. This was reported to the City's maintenance team, which responded that the contractor responsible for median landscape maintenance would address that issue. VI. ITEMS FROM COMMISSIONERS: Chair/Quan proposed that the Commission go dark for July and adjourn tonight's meeting to August 9, 2018. Following discussion, Commissioners unanimously concurred with Chair/Quan's proposal. VII. SCHEDULE OF FUTURE CITY EVENTS: As indicated in the agenda. Chair/Quan encouraged everyone to attend the Concerts in the Park and Movies under the Stars events on Wednesday evenings at Sycamore Canyon Park. Traffic Signal Infrastructure Upgrades Project — Phase III Due to material procurement delay, the contractor is expected to install the traffic signal controllers by early September 2018. The project is expected to be completed by the end of September 2018. B. Adaptive Traffic Signal Control Signal System (ATOS) Staff has narrowed down the selection to two (2) systems for further review. Upon selection of the qualified vendor, a contract is tentatively scheduled to be presented at the August 21" City Council meeting for consideration. C. Copley Drive/Golden Springs Drive Intersection Improvements Due to material procurement delay, the contractor is expected to begin construction in September 2018. This project is anticipated to be completed by October 2018, D. City Entry Monument Sign Project The contract was presented to Council for award at the June 19th meeting to Aramexx Group for Packet Pg. 16 the construction of two City entry monument signs and median improvements along Diamond Bar Boulevard, south of Temple Avenue, and along Golden Springs Drive, east of Calbourne Drive. A pre -construction meeting was held on July 25th. Construction will begin in September, due to material procurement. E. Area 6 Residential Neighborhood ADA CDBG Curb Ramp Project This project is funded by Community Development Block Grant (CDBG) Funds for the construction of 64 ADA curb ramps at various locations within the Area 6 residential neighborhood. A pre -construction meeting was held on July 25th. Construction will begin in early August. F. Area 6 Residential & Collector Road Rehabilitation Project The contract will be presented to Council for award at the August 71h meeting to Hardy and Harper, Inc. for the construction of Area 6 Residential & Collector Road Rehabilitation Project. Construction is anticipated to begin in September and includes the rehabilitation of residential and collector roads within Area 6. Treatment will include slurry seal and edge grind and overlay applications. G. Citywide Drainage Improvement Project — Phase I and Phase II The construction has been completed, including all punch list items. Staff is working on finalizing the quantities and billings. H. Lemon Avenue Interchange Project Work continues on the eastbound on-ramp at Lemon Avenue. Opening of the new eastbound ramp is scheduled for August or September, pending Caltrans traffic signal punch list items. Once the new eastbound on-ramp is opened, the existing eastbound on-ramp at Brea Canyon Road will be closed. I. SR -57/60 Confluence Project Phase I — New westbound slip on-ramp: The new westbound slip on-ramp continues with construction. This ramp is expected to be opened in the fall, barring any further unforeseen circumstances. Phase IIB —This phase has been deemed complete. The improvements include the reconstruction of the existing Grand Avenue WB off -ramp, additional auxiliary lane, and the "loop" on-ramp. J. Grand Avenue/Golden Springs Drive Intersection Improvements Referred to as Phase IIA for the SR -57/60 Confluence Project, the final design is being completed. The City of Industry has authorized the project to go out for public bid, and to receive bids on September 27, 2018. Construction will commence in January. K. Morning Canyon Road Rehabilitation Project Micro grinding of the roadway was completed the week of July 2nd. The contractor will schedule the final pavement restoration for the next few weeks that will either include a slurry seal or an asphalt overlay. L. Diamond Bar Boulevard Complete Streets Corridor Staff will be presenting two (2) conceptual alternatives, as well as the public input received at the September 2017 open house, to the City Council at a Study Session tentatively scheduled for August 21st. The goal of the Study Session is to receive direction from the City Council on the preferred alternative in order to complete construction drawings and specifications. Once the final plans, specs and estimates are submitted, staff will diligently work on grant funding opportunities to fund the approximately $4.7 million project. Construction is currently programmed to begin in FY19-20. M. TR 63623 — Southpointe Residential Development/Larkstone Park Phase 8 of the development is being finalized and Phase 9 has been under construction since May. Once complete, only Phase 10 and the build -out phase will need to be constructed to complete the development. Larkstone Park has been open to the public for about 2 months. N. Diamond Bar Ranch Shopping Center (Sprouts/Chipotle/Coffee Bean/Ross/ The Habit) & McDonald's Development Rough grading of the proposed Habit pad is complete. Building permits are being acquired to begin construction on the structure. No update has been received regarding who could be occupying the empty tenant spaces next to Ross and Sprouts. O. Gentle Springs Lane Rehabilitation Gentle Springs Lane was fully improved from the old Continental Burger to Diamond Bar Blvd. McDonalds first completed the improvements of their frontage in March. The contractor for the Diamond Bar Ranch Shopping Center (EGC) completed the remaining. improvements in June. Each business contributed their fair share of payments for the improvements. P. Harmony Hill Red Curb During the City Council Meeting on July 17, 2018, a resident requested red curb along the stretch of Harmony Hill Drive that begins at the intersection of Castle Rock Road and heads northwest. This portion of the road is 30 feet wide. A road must be a minimum of 36 feet wide to allow parking on both sides, while still having enough space for two-way traffic. Staff reviewed the request from a traffic engineering perspective and determined that installing red curb on the northeasterly portion of the road would improve maneuverability by restricting parking on one side of the road. Please see attached exhibit. Q. Strategic Plan Status Report for Q4 Attached is the Strategic Plan Status Report for the 4th quarter in FY 2017-18. With the Year 2 update, there are now 96 cumulative Action Items for the 2017-2020 period. After the first year, FY 2017-18, 87.5% of the Action Items are either complete or in -progress.
