JUNE 14, 2018
CALL TO ORDER:
Chair Quan called the meeting to order at 7:00 p.m. in the Diamond Bar City Hall Windmill
Community Room, 21810 Copley Drive, Diamond Bar, California 91765.

Traffic Statistics — April 2018:

B. Monthly Updates of Projects/Programs

a) Traffic Signal Infrastructure Upgrade Phase III — AE/Malpica —
Construction commenced May 22nd. As of today, the contractor has
completed installation of all new pull boxes, and reconstruction/
restoration of the concrete along Brea Canyon Road/Lemon
Avenue/Golden Springs Drive. The majority of the fiber optic was
installed the week of June 4th, leaving one section to be completed. The
remaining portion of the project is to install controllers, switches and
wireless radios. Staff continues to work closely with the contractor to
make sure traffic impacts along the arterials are minimized.
b) Adaptive Traffic Signal Control System — AE/Malpica — Staff has
narrowed the selection to two (2) systems for further review. Upon
selection of a qualified vendor, the City Council will consider the
contract award at a future City Council meeting.
c) Copley Drive/Golden Springs Drive Intersection Improvements —
AE/Malpica — Due to a delay in material procurement, construction is
expected to begin in July and be completed by mid-August 2018.
d) City Entry Monument Sign Project — AE/Beshay — The contract will
be presented to Council for award to Aramexx Group, Inc. at its June
19th meeting. This includes construction of two monument signs at
Diamond Bar Boulevard, south of Temple Avenue, and along Golden
Springs Drive, west of Calbourne Drive. Construction is anticipated to
commence in August.
e) Area 6 Residential Neighborhood ADA/CDBG Curb Ramp Project—
AE/Beshay — This project is being funded by Community Development
Block Grant (CDBG) funds for the construction of 64 new ramps in Area
6. This area is located east of the SR -57 and north of the SR -60 at the
north end of the City. The project was advertised on May 29th and bid
opening was held on June 14th. Construction is anticipated to begin in

August and the contract will be presented to Council for award at their
July 17th meeting.
f) Citywide Drainage Improvement Project Phase I and II—AE/Beshay
— The project is currently under construction to improve the ground
water drainage at three (3) locations: Golden Springs Drive west of
Platina Drive (completed), Hi Pass Drive at Castle Rock Road, and
Brea Canyon Road north of Sapphire Lane (completed). The project is
scheduled to be completed at the end of June/early July.
g) Lemon Avenue Interchange Project — SCE/Young — Construction
continues with the eastbound on-ramp expected to open by the end
June. However, issues exist that require changes to the signal visibility
of the traffic signal at the EB ramps along Lemon Avenue. When
travelingsouth on Lemon Avenue, approaching the freeway, the bridge
restricts visibility for the southbound traffic signal. Additionally, concrete
repairs to the EB on-ramp are being made. These issues may delay
the opening of the EB on-ramp.
h) SR -57/60 Confluence Project— SCE/Young —Construction continues.
Phase I, the new westbound slip on-ramp is moving forward and is
expected to open in the fall (October/November). Phase II, the left -turn
pockets from southbound Grand Avenue, were opened for the
westbound loop on-ramp, which permits traffic to turn left to get onto
the westbound loop ramp. Once the new slip ramp is open, the left -turn
pockets will be closed and traffic will be permitted to make a right -turn
only onto the ramp to head west on SR60. This will aid in the overall
traffic circulation along Grand. Ave. at the WB ramps.
i) Grand Avenue/Golden Springs Drive Intersection Improvements—
SCE/Young — Staff has received the final design plans and we are
completing a final check. This should be completed in the next few
weeks, with City of Industry going out to bid as soon as possible.
j) Morning Canyon Road Rehabilitation Project — SCE/Young — The
contractor met with staff this week to report that the sub -contractor, who
was engaged to complete the repairs along Morning Canyon Road, has
backed out of the project. As a result, the contractor requested an
extension to July 20th for completion of the repairs. Staff granted the
extension to allow the contractor to secure a new sub -contractor.
k) Diamond Bar Boulevard Complete Streets Corridor— SCE/Young—
Staff plans to present the various options to the City Council at a study
session in August.
1) TR63623 — South Pointe Residential Development/Larkstone Park
— AE/Aoun — The contractor has pulled permits for Phase 9 of the
development. Once Phase 9 is completed, Phase 10 and the Buildout

Phase will be left to complete the full residential development.
Larkstone Park passed all inspections and was opened to the public on
June 2"d
m) Diamond Bar Ranch Shopping Center (Sprouts/Chipotle/Coffee
Bean/Ross/The Habit) and McDonald's Redevelopment —AE/Aoun
— Grading of the proposed Habit pad continues. There have been no
updates with regard to who will occupy the tenant spaces next to Ross
and Sprouts. Gentle Springs Lane, a privately -owned road is currently
being repaved and the work should be completed by Friday, June 15tH

NEW BUSINESS:
A. Approved CIP Budget for FY 2018-19 — SCE/Young
At the beginning of FY 2017-18, the City Council approved 34 projects with a
total budget of $21,217,428. As of preparation of this presentation, nine (9)
projects were completed at a total cost of $3,294,810, which was
approximately $180,000 under the Council's authorized budget. This means
those funds went back into their respective revenue accounts. An additional
three (3) projects are under construction for a total contract authorization of
$860,960 and are expected to be completed by June 301h, with an additional
projected savings of $140,000. There are an additional 13 projects underway,
either with design or construction, such as the Copley Drive/Golden Springs
Drive project. These projects will be carried over into FY 2018-19.
The Lemon Avenue Interchange Project included Metro Grant Funds in the
amount of just over $9 million. These funds were transferred to the City of
Industry in March 2018 to allow Industry to fully administer the construction,
which is a joint effort among Metro, City of Industry (project sponsor) and the
City of Diamond Bar.
FY 2018-19 CIP has a total budget of slightly over $10 million, with a total of
31 projects. These include street improvements, traffic management safety
improvements, transportation, infrastructure, miscellaneous Public Works
projects and Facilities, Parks and Recreation improvements. Details of these
projects and funding sources were included in staff's report to the
Commission.

SCE/Young concluded her presentation and responded to Commissioner's
questions.
V. STATUS OF PREVIOUS ACTION ITEMS:
SCE/Young stated that, at the last Commission meeting, staff received a concern
about the line -of -sight issue with the median landscaping along Grand Avenue. This
was reported to the City's maintenance team, which responded that the contractor
responsible for median landscape maintenance would address that issue.
VI. ITEMS FROM COMMISSIONERS:
Chair/Quan proposed that the Commission go dark for July and adjourn tonight's
meeting to August 9, 2018. Following discussion, Commissioners unanimously
concurred with Chair/Quan's proposal.
VII. SCHEDULE OF FUTURE CITY EVENTS: As indicated in the agenda.
Chair/Quan encouraged everyone to attend the Concerts in the Park and Movies
under the Stars events on Wednesday evenings at Sycamore Canyon Park.
ADJOURNMENT: There being no further business to come before the Traffic and
Transportation Commission, Chair/Quan adjourned the meeting at 7:50 p.m. to August 9,
2018.
