A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
DIAMOND BAR APPROVING COMPREHENSIVE SIGN PROGRAM
NO. 2003-01 AND CATEGORICAL EXEMPTION FOR A MULTI -TENANT
COMMERCIAL DEVELOPMENT LOCATED AT 22640 GOLDEN
SPRINGS DRIVE, DIAMOND BAR, CALIFORNIA.
A. RECITALS.
1. The property owner, Jae Choon Shin and the applicant, Sam Lee of Speedy
Signs & Neon have filed an application for Comprehensive Sign Program
No. 2003-01 for a property located at 22640 Golden Springs Drive, Diamond
Bar, Los Angeles County, California. Hereinafter in this Resolution, the
subject Comprehensive Sign Program and categorical exemption shall be
referred to as the "Application."
2. On November 25, 2003, the Planning Commission of the City of Diamond
Bar conducted a meeting on the Application.
3. Pursuant to Chapter 22.44 of the Diamond Bar Development Code, a
Comprehensive Sign Program does not require a public hearing or
notification of property owners surrounding the project site. However,
Planning Commission review and approval is required.
4. The Planning Commission has reviewed the Application in accordance with
the provisions of Chapter 22.36 -SIGN STANDARDS of the Diamond Bar
Development Code.
5. The Planning Commission has considered the input and recommendations
of staff and public.
B. RESOLUTION.
NOW, THEREFORE, it is found, determined and resolved by the Planning
Commission of the City of Diamond Bar as follows:
This Planning Commission hereby specifically finds that all of the facts set
forth in the Recitals, Part A, of this Resolution are true and correct.
2. The Planning Commission hereby finds that the Environmental Categorical
Exemption has been prepared by the City of Diamond Bar in compliance with
the requirements of the California Environmental Quality Act (CEQA) of 1970
and guidelines promulgated thereunder, pursuant to Article 19
Section 15311 (a) (Accessory Structures; On -premise signs). Furthermore,
the Categorical Exemption reflects the independent judgment of the City of
Diamond Bar.
3. The Planning Commission hereby specifically finds and determines that,
having considered the record as a whole including the findings set forth
below, and changes and alterations which have been incorporated into and
conditioned upon the Proposed project set forth in the application, there is no
evidence before this planning Commission that the project proposed herein
will have the potentia I of an adverse effect on wild life resources or the
habitat upon which the wildlife depends. Based upon substantial evidence,
this Planning Commi . sion hereby rebuts the presumption of adverse effects
contained in Sectiob 753.5 (d) of Title 14 of the California Code of
Regulations.
4. Based on the findings and conclusions set forth herein, this Planning
Commission hereby finds as follows:
(a) The proposed Comprehensive Sign Program is for an existing
commercial development located at 22640 Golden Springs Drive
(southeast co ,ner of Grand Avenue and Golden Springs Drive).
(b) The project sit' has a General Plan land use designation of General
Commercial {).
(c) The current Zgning of the project site is Unlimited Commercial (C-3).
(d) Generally, thefollowing zones and uses surround the project site: To
the north is the Open Space (OS) zone/Los Angeles County Golf
Course; to theisouth is the Multi -Family Residence -40 Units Per Acre
(R -4-40U) zone developed with condominiums; to the east is the R -3-
8,000-30U zone developed with the Diamond Bar Tennis Club
condominiumo; and to the west is the Commercial -Manufacturing -
Development plan -Billboard Exclusion zone developed with Calvary
Chapel.
(e) In this case, the applicant is asking for approximately four wall signs
and to modify ithe existing monument sign utilized for the restaurant
(Rangoli). However, the project site has several signs that have been
installed without the benefit of a permit and several abandoned signs.
As a result, the Director has determined that a Comprehensive Sign
Program is r4quired due to several illegal signs on site (special
circumstance);. Additionally, two existing signs (although installed
without permits) are examples of signs not architecturally integrated
with the project site and inappropriately located which would not have

been approved by staff because such signs do not comply with the
City's sign standards.
Comprehensive Sign Program
(f) The Comprehensive Sign Program satisfies the purpose of Chapter
22.36 of the City of Diamond Bar Development Code and the intent of
Section 22.36.060.
The project site has several signs that have been installed without the
benefit of a permit and several abandoned signs. As a result, the
Director has determined that a Comprehensive Sign Program is
required due to several illegal signs on site (special circumstance).
Additionally, two existing signs (although installed without permits) are
examples of signs not architecturally integrated with the project site
and inappropriately located which would not have been approved by
staff because such signs do not comply with the City's sign standards.
Proposed Comprehensive Sign Program No. 2003-01 meets the
purpose and intent of the City's sign standard which is to improve
signs on site by providing a consistent sign theme that is
architecturally compatible with the commercial structure and by
providing a sense of order and unity.
(g) The proposed signs enhance the overall development, are in harmony
with, and are visually related to other signs included in the
Comprehensive Sign Program and to the structure and/or uses they
identify, and to surrounding development.
As referenced in Item (f) above, the proposed Comprehensive Sign
Program will enhance the overall development by providing a
consistent sign theme that is architecturally compatible with the
commercial structure and by providing a sense of order and unity.
(h) The Comprehensive Sign Program accommodates future revisions,
which may be required due to changes in uses or tenants.
The proposed Comprehensive Sign Program accommodates future
revisions in that minor changes can be approved by staff and major
changes can be approved by the Planning Commission. Additionally,
the program allows tenants choices of four colors and three letter
styles. However, the program establishes appropriate sign controls in
a manner that maintains a high quality of sign development
throughout the City.

5. Based on the findings and conclusions set forth above, the Planning
Commission hereby approves the Application subject to compliance with the
following conditions:
(a) The project shall substantially conform to Comprehensive Sign
Program labeled as Exhibit "A" as presented to the Planning
Commission on November 25, 2003, and as amended herein.
(b) Prior to the issuance of any sign permits for new sign, the
applicant/properly owner shall remove all abandoned signs and signs
installed withoOt the benefit of a City permit and obtain a final
inspection for all signs install with a permit.
(c) The site shall be maintained in a condition which is free of debris both
during and after the construction, addition, or implementation of the
entitlement granted herein. The removal of all trash, debris, and
refuse, whether during or subsequent to construction shall be done
only by the property owner, applicant or by a duly permitted waste
contractor, who has been authorized by the City to provide collection,
transportation,; and disposal of solid waste from residential,
commercial, construction, and industrial areas within the City. It shall
be the applicant's obligation to insure that the waste contractor utilized
has obtained permits from the City of Diamond Bar to provide such
services.
(d) All new sign shall comply with adopted Comprehensive Sign Program
No. 2003-01 and the sign standards within the City's Development
Code.
(e) Damage to the :commercial structure due to the removal/installation of
signs shall be repaired and painted to match the existing structure.
(f) All signs shall be located in a manner that complies with the City's
sign standards,and is architecturally compatible with the commercial
structure as approved by staff.
(g) Signs shall conform to State and local building codes (i.e., 2001
edition of the California Building Code and 1996 edition of the
National Electric Code).
(h) Proposed sign wall attachment shall be engineered to meet wind
loads of 80 mph with an exposure "C".
(i) Exposed electrical conduit shall not be permitted.
(j) Foam signs sh4II be attached by approved adhesive.

(k) This entitlement shall not be effective for any purpose until the
permittee and owner of the property involved (if other than the
permittee) have filed, within fifteen (15) days of the approval date, at
the City of Diamond Bar Community and Development Services
Department, their affidavit stating that they are aware and agree to
accept all the conditions of this grant. Further, this grant shall not
become effective until the permittee pays any remaining City
processing fees.
The Planning Commission shall:
(a) Certify to the adoption of this Resolution; and
(b) Forthwith transmit a certified copy of this Resolution, by certified mail,
to Mr. Jae Choon Shin, 1020 B. South Los Angeles Street, Los
Angeles, CA 90015, and Mr. Sam Lee, Speedy Signs & Neon, 15713
E. Valley Boulevard, City of Industry, CA 91744
