A RESOLUTION OF THE PLANNING COMMISSION OF TI
CITY OF DIAMOND BAR MAKING FINDINGS, PURSUANT
CALIFORNIA GOVERNMENT CODE SECTION 65401, TH,
THE PROPOSED FISCAL YEAR 2003-2004 CAPITj

GENERAL PLAN AND RECOMMENDING APPROVAL TO '1"F
CITY COUNCIL.
A. RECITALS
1. On April 18, 1989, the City of Diamond Bar was establish
organized municipal corporation of the State of California.
2. On July 25, 1995, the City of Diamond Bar adopted its C

B. RESOLUTION
NOW, THEREFORE, it is found, determined and resolved by

1. This Planning Commission hereby specifically finds that all of Ie facts
forth in the Recitals, Part A, of this Resolution are true and corr ct.
2. Based upon the facts and evidence presented during the Planning
Commission meeting regarding the City's proposed Fiscal Year
2003-2004 Capital Improvement Program, including oral and documentary
evidence provided by City staff, the Commission, in accordance with the
provisions of California Government Code Section 65401, hereby finds as
follows:
(a) The projects identified in the City's proposed Fiscal Year
2003-2004 Capital Improvement Program are consistent with the
General Plan adopted July 25, 1995;
(b) The proposed CIP projects comply with all other applicable
requirements of State law and local ordinances, regulations, and
standards; and
(c) The proposed Fiscal Year 2003-2004 Capital Improvement
Program is found to be Categorically Exempt, pursuant to
Section 15301, of the California Environmental Quality Act of 1970,
as amended, and the Guidelines promulgated thereunder.
3. This Resolution shall serve as the Planning Commission's report to the
City Council regarding the General Plan conformity of the proposed public
works projects in the City's Fiscal Year 2003-2004 CIP as required by
California Government Code Section 65401.
4. Based on the findings and conclusions set forth above, this Planning
Commission hereby recommends approval of the Fiscal Year 2003-2004
Capital Improvement Program as proposed which shall conform to
Exhibit "A" dated June 10, 2003.
The Planning Commission shall:
(a) Certify as to the adoption of this Resolution; and
(b) Forthwith transmit a certified copy of this Resolution to the City Council of
the City of Diamond Bar for use in its deliberations regarding the City's
budget.
ADOPTED AND APPROVED THIS 10TH DAY OF JUNE, 2003, BY THE
PLANNING COMMIS OF THE CITY OF DIAMOND BAR.
