RESOLUTION NO. 2002-24
A RESO UTION OF THE PLANNING COMMISSION OFTHE CITY OF
DIAMONBAR APPROVING COMPREHENSIVE SIGN PROGRAM
NO. 200 -03 ESTABLISHING SIGN CRITERIA FOR A TWO-STORY
MULTI -T NANT COMMERCIAL BUIDLING OF APPROXIMATELY
10,400S UARE FEET, PURSUANT TO SECTION 22.36.060.13 OF
THE DIA OND BAR DEVELOPMENT CODE. THE PROJECT SITE IS
LOCATE AT 20855 GOLDEN SPRINGS DRIVE, DIAMOND BAR,
CALIFOR IA.
A. RECITALS
The ap licant Harry Wu, acting as the agent for the property owner, Golden
Diamor d Star, LLC, has filed an application for Comprehensive Sign
Prograr i No. 2002-03 for property located at 20855 Golden Springs Drive,
Diamond Bar, Los Angeles County, California. Hereinafter in this Resolution,
the su ject Comprehensive Sign Program shall be referred to as the
"Applic tion."
2. The Pla ning Commission has reviewed the Application in accordance with
the pro isions of Chapter 22.36 of the Diamond Bar Development Code.
3. The Planning Commission has considered the input and recommendations
of staff and public.
B. RESOLUTION
NOW, THERE ORE, it is found, determined and resolved by the Planning
Commission of the City of Diamond Bar as follows:
1. This Pla ning Commission hereby specifically finds that all of the facts set
forth in the Recitals, Part A, of this Resolution are true and correct.
2. The Planning Commission hereby finds that the Environmental Categorical
Exempti n has been prepared by the City of Diamond Bar in compliance with
the requirements of the California Environmental Quality Act (CEQA) of 1970
and guidelines promulgated thereunder, pursuant to Article 19 Section 15303
Class 11 (a) (Accessory Structures; On -premise signs). Furthermore, the
Categori al Exemption reflects the independent judgment of the City of
Diamond Bar.
3. Based oO the findings and conclusions set forth herein, this Planning
Commission hereby finds as follows:
(a) The project site is a 35,500 square foot (.81 acres) developed parcel
of land containing an approximate 10,400 square foot two-story multi -
tenant commercial building with surface and underground parking.
(b) The project site has a General Plan land use designation of General
Commercial.
(c) The project site zoned Unlimited Commercial with Billboard
Exclusions (C -3 -BE).
(d) Generally, the following zones and uses surround the project site: To
the north is the State Route 60 freeway, to the south is R-1 (10,000)
Zone, to the west is C -3 -BE Zone, and to the east is Commercial
Planned Development Zone (CPD).
4. Comprehensive Sign Program
In accordance with Section 22.36.060.E (Findings) of the Diamond Bar
Development Code, the Planning Commission finds:
(a) The Comprehensive Sign Program satisfies the purpose of
Chapter 22.36 of the City of Diamond Bar Development Code and the
intent of Section 22.36.060.
The proposed Comprehensive Sign program provides a reasonable
and inclusive system of signs (i.e., wail, awning, tower and
monument) with specifications that ensure proportioned and balanced
signs creating an aesthetically enhanced appearance and consistent
development pattern are maintained.
(b) The proposed signs enhance the overall development, are in harmony
with, and are visually related to other signs included in the
Comprehensive Sign Program and to the structure and/or uses they
identify, and to surrounding development.
The proposed limitations and restrictions of color, sign lettering styles,
and sign sizes assist in creating a unified and harmonious
appearance.
(c) The Comprehensive Sign Program accommodates future revisions,
which may be required due to changes in uses or tenants.
The proposed designated sign face area, self -illuminated channel
metal letters for wall signs, and the interchangeable monumentsign is
practical for future revisions.

5. Based on the findings and conclusions set forth above, the Planning
Commission hereby approves the Application subject to compliance with the

(b) rior to the issuance of any sign permits, Exhibit "A" shall be modified
to include the following, and submitted to the Planning Division for
eview and approval:
i) The approved colors shall include mallard or teal green to
match the building's awnings. The City's Planning Division
may consider approval of corporate lettering styles and logos,
and established corporate colors.
i) The approved style of channel letter shall be Helvetica or
similar traditional lettering styles to be reviewed and approved
by the City's Planning Division.
(Jii) Second floor tenants shall be restricted to awning signs.
In addition to the requirements enumerated in this
Comprehensive Sign Program, awning signs shall comply with
the provisions of Section 22.36.120 of the Diamond Bar
Development Code.
In addition to the requirements enumerated in this
Comprehensive Sign Program, the size of wall signs shall
comply with Section 22.36.130 of the Diamond Bar
Development Code.

(vi) All other applicable sign standards of Chapter 22.36 shall
apply.
(c) This entitlement shall not be effective for any purpose until the
permittee and owner of the property involved (if other than the
permittee) have filed, within fifteen (15) days of the approval date, at
the City of Diamond Bar Community and Development Services
Department, their affidavit stating that they are aware and agree to
accept all the conditions of this grant. Further, this grant shall not
become effective until the permittee pays any remaining City
processing fees.
(d) The property owner or his/her representative shall review all tenant
sign application before they are submitted to the City for permit
issuance.
The Planning Commission shall:
(a) Certify to the adoption of this Resolution; and
(b) Forthwith transmit a certified copy of this Resolution, by
certified mail, to Harry Wu, 11747 Valley Boulevard, EI Monte, CA
91732

B. RESOLUTION
NOW, THERE ORE, it is found, determined and resolved by the Planning

multitenant commercial building with surface and underground parking.
(b) The project site has a General Plan land use designation of General
Commercial.
(c) The project site zoned Unlimited Commercial with Billboard Exclusions (C-
3 -BE).
(d) Generally, the following zones and uses surround the project site: To the
north is the State Route 60 freeway, to the south is R-1 (10,000) Zone,
to the west is C -3 -BE Zone, and to the east is Commercial Planned
Development Zone (CPD).
4. Comprehensive Sign Program
In accordance with Section 22.36.060.E (Findings) of the Diamond Bar Development
Code, the Planning Commission finds:
(a) The Comprehensive Sign Program satisfies the purpose of Chapter 22.36
of the City of Diamond Bar Development Code and the intent of Section
22.36.060.
The proposed Comprehensive Sign Program provides a reasonable
and inclusive system of signs (i.e., wall, awning, tower and
monument) with specifications that ensure proportioned and
balanced signs creating an aesthetically enhanced appearance and
consistent development pattern are maintained.
(b) The proposed signs enhance the overall development, are in harmony
with, and are visually related to other signs included in the
Comprehensive Sign Program and to the structure and/or uses they
identify, and to surrounding development.
The proposed limitations and restrictions of color, sign lettering styles, and
sign sizes assist in creating a unified and harmonious appearance.
(c) The Comprehensive Sign Program accommodates future revisions, which may
be required due to changes in uses or tenants.
The proposed designated sign face area, self -illuminated channel metal
letters for wall signs, and the interchangeable monumentsign is
practical for future revisions.

(d) The Comprehensive Sign Program complies with the standards of
Chapter 22.36 of the City of Diamond Bar Development Code,

(b) Prior to the issuance of any sign permits, Exhibit °A" shall be modified
include the following, and submitted to the Planning Division for eview
and approval:

Comprehensive Sign Program, the size of wall signs shall
comply with Section 22.36.130 of the Diamond Bar
Development Code.

(vi) All other applicable sign standards of Chapter 22.36 shall apply.
(c) This entitlement shall not be effective for any purpose until the
permittee and owner of the property involved (if other than the
permittee) have filed, within fifteen (15) days of the approval date, at
the City of Diamond Bar Community and Development Services
Department, their affidavit stating that they are aware and agree to
accept all the conditions of this grant. Further, this grant shall not
become effective until the permittee pays any remaining City
processing fees.
(d) The property owner or his/her representative shall review all tenant
sign application before they are submitted to the City for permit
issuance.
The Planning Commission shall:
(a) Certify to the adoption of this Resolution; and
(b) Forthwith transmit a certified copy of this Resolution, by certified
mail, to Harry Wu, 11747 Valley Boulevard, EI Monte, CA 91732
