TRAFFIC AND TRANSPORTATION COMMISSION MEETING RULES
Welcome to the meeting of the Traffic and Transportation Commission. Meetings are open to
the public. You are invited to attend and participate.
PUBLIC INPUT
Members of the public may address the Commission on any item of business on the agenda
during the time the item is taken up by the Commission. In addition, members of the public
may, during the Public Comment period, address the Commission on any item or any matter not
on the agenda and within the Commission's subject matter jurisdiction. Persons wishing to
speak should submit a speaker slip to the meeting clerk. Any material to be submitted to the
Traffic and Transportation Commission at the meeting should be submitted through the meeting
clerk.
Speakers are limited to five minutes per agenda item, unless determined otherwise. The
Commissioners may adjust this time limit depending on the number of people wishing to speak,
the complexity of the matter, the length of the agenda, the hour and any other relevant
consideration. Speakers may address the Commission only once on an agenda item, except
during public hearings, when the applicantlappellant may be afforded a rebuttal.
Public comments must be directed to the Commission. Behavior that disrupts the orderly
conduct of the meeting may result in the speaker being removed from the Commission meeting
room.
INFORMATION RELATING TO AGENDAS AND ACTIONS OF THE COMMISSION
Agendas for regular Traffic and Transportation Commission meetings are available 72 hours
prior to the meeting and are posted in the City's regular posting locations, and on the City's
website at www.diamondbarca.gov. A full agenda packet is available for review during the
meeting, at the back of the meeting room. The Traffic and Transportation Commission may
take action on any item listed on the agenda.
ACCOMMODATIONS FOR THE DISABLED
A cordless microphone is available for those persons with mobility impairments who cannot
access the podium in order to make a public comment. Sign language interpretation is available
by providing the City Clerk three business days' notice in advance of a meeting. Please

2017-2020 Strategic Plan Update

SCE/Young provided the background to the Commission. Historically, Council
has regularly approved annual Goals & Objectives that were incorporated into
the annual budget. Last year, Council implemented a broader vision and
developed a three-year Strategic Plan spanning 2017 to 2020, which was
adopted and incorporated into the 2017-18 Fiscal Year Budget. The plan had
one vision, three goals and six priorities and under each of the goals and
various priorities there were different targeted items Council desired to
accomplish. Included in the agenda packet is an update to the 2017-20
Strategic Plan that identifies under each of the goals, items that have been
completed and new items that are proposed. Items that are of interest to the
T&T Commission (Page 34) include new Item 26 — update to Safe Routes to
School Program that will allow the City to work with both school districts to
identify improvements both within each school campus and the surrounding
roadways that will assist with relieving school -related traffic. Other items of
interest to the Commission are the ongoing SR57/60 Confluence Project tasks,
the 57/60 "Big Fix" Project and Traffic Congestion Mitigation Strategies along
the City's Arterial Streets.
VC/Garg asked if the Safe Routes to Schools Program was currently in place
(Page 34, Item 26). SCE/Young responded yes, that the initial report was
adopted in 1998.
C/Gonzales asked if there would be any additional law enforcement for the
Safe Routes to School Program. SCE/Young said it is something that could
be discussed as the update to the Study is developed. The contract for law
enforcement services is managed by the City Manager's office and, while
improvements are being considered, staff will work with the Sheriff's
Department for input.
VC/Garg asked if the Safe Routes study would help with the Castle Rock Road
NTMP. SCE/Young responded that AE/Malpica recently completed the speed
and data counts for the Castle Rock Road neighborhood. Once the speed and

volume is determined, staff will be able to develop a conceptual plan and bring
it back to the neighborhood and Commission at a future meeting this summer.
If the neighborhood is in favor of moving forward with the plan, those traffic
calming measures may help reduce speed and volume and would be
completed outside the Safe Routes to School Program.

a) Traffic Signal Infrastructure Upgrade Phase III —AE/Malpica— Staff
held a pre -construction meeting on Wednesday, May 2"d. The
contractor is tentatively scheduled to commence construction in June.
This 90 -day project will include replacement of approximately 4.3 miles
of copper cable with fiber optic cable and replacement of traffic
controllers for two intersections.
b) Adaptive Traffic Control System — AE/Malpica — Staff has narrowed
the selection to two systems for further review. Upon selection of a
qualified vendor, the City Council will consider a contract award at a
future meeting.
c) Copley Drive/Golden Springs Drive Intersection Improvement —
AE/Malpica — The contractor is expected to begin construction in June
and complete the project by mid-July.
d) City Entry Monument Sign Project — AE/Beshay — Bid opening was
held on Thursday, April 5th. Staff received two bids. Project details will
be presented during the City Council's Study Session on May 15th prior
to presenting an award to Council for consideration.
e) Pathfinder Road Rehabilitation Project with LA County —
AE/Beshay — This project was completed last week with a final
walkthrough.
f) Citywide Drainage Improvement Project Phases I and II —
AE/Beshay — Construction is scheduled to begin on Monday, May 14th
at three locations: Golden Springs Drive/Platina Drive; Brea Canyon
Road/Sapphire Lane and Hipass Drive at Castle Rock Road.
Construction on this 30 -day project is expected to be completed at the
end of June.

g) Lemon Avenue Interchange Project — SCE/Young— Thewestbound
on-ramp and eastbound off -ramp were officially opened on May 15t
The eastbound on-ramp continues to be under construction with some
of the freeway traffic being diverted through Lemon Avenue. The
existing eastbound off -ramp hook ramp at Brea Canyon Road has been
permanently closed. The eastbound on-ramp at Lemon Avenue is
scheduled to be completed and opened sometime in June with the
existing eastbound on-ramp at Brea Canyon Road permanently closing
with the new eastbound ramp opening.
h) SR57/60 Confluence Project— SCENoung — Construction continues.
Phase I —The new westbound slip on-ramp, is expected to open in the
fall (October/November). Phase 2 — On April 231d, the westbound off -
ramp turn restrictions were removed, which allows right and left turn
exits at Grand Avenue. Caltrans and the contractor have been asked to
cover the detour signs until they are needed for nighttime closures over
the next several months.
i) Grand Avenue/Golden Springs Drive Intersection Improvements —
SCE/Young — This project was presented to the City Council with no
comments or changes to the plans; therefore, Plans and Specs will be
finalized. City of Industry plans to go out to bid in June. In the
meantime, Industry is working with L.A. County on the acquisition
required from the golf course and depending on the acquisition timing,
the bid process may be pushed out beyond June.
j) Morning Canyon Road Rehabilitation Project — SCENoung — The
contractor plans to finalize road repairs at the end of May or early June,
at which time the project can be closed.
k) Diamond Bar Boulevard Complete Streets Corridor— SCENoung —
This project will be presented to the City Council once the FY 2018-19
budget is adopted.
1) TR63623 — South Pointe Residential Development/Larkstone Park
— AE/Aoun — The first seven phases of the housing development have
been finalized with Phases 8 and 9 currently under construction.
Larkstone Park is nearing completion, with a potential opening to the
public in June. Final inspections continue with staff and the developer
working closely to get the park opened as soon as possible.
m) Diamond Bar Ranch Shopping Center (Sprouts/Chipotle/Coffee
Bean/Ross/The Habit) and McDonald's Redevelopment—AE/Aoun
— Grading of the Habit pad is underway. Staff is working with the
contractor to perform inspections and ensure grading is to code. To
date, staff has not received an update regarding a potential occupant

for the empty tenant spaces next to Ross and Sprouts. McDonald's
has been re -opened to the public.

SCE/Young stated that, as previously reported, staff has completed the counts for the
Castle Rock Road NTMP. Once staff has had an opportunity to review the data with
the City's traffic consultant and work on a conceptual plan, the item will be brought
back to the Commission and residents of the neighborhood to review the concept.
ITEMS FROM COMMISSIONERS:
C/Mehta stated that he has noticed decorative plants and shrubs in the medians that
are obstructing the line of sight for vehicles making a left turn into The Country
Estates on Grand Avenue. The medians are located between Longview Drive and
the DBC entrance. SCE/Young responded that she would inform staff in the
maintenance department to instruct our maintenance contractors to trim the shrubs.
SCHEDULE OF FUTURE CITY EVENTS:
As indicated in the agenda with the addition of the first Concerts in the Park
scheduled for Wednesday, June 13th and a correction to the next meeting date of the
Traffic and Transportation Commission to June 14th
SCE/Young reminded Commissioners that they must meet training requirements
stipulated in AB 1234 and AB 1661. The training will be available online only until
June 8th. Once the training has been completed, Commissioners are required to fill
out the attached Training Acknowledgement included in the email sent by staff, and
return it to the Human Resources and Risk Manager at her email address, which is
provided in the email.

RECOMMENDATION: Receive and file
A. Traffic Signal Infrastructure Upgrades Project — Phase III
Construction started on May 22"d which was earlier than the original projection to start in the
month of June. The contractor has completed the installation of the pull boxes and concrete
restoration along Brea Canyon Road, Lemon Avenue, and Golden Springs Drive. The new fiber
optic cable was installed during the week of June 4th. Staff is working closely with the contractor
to minimize any traffic impacts along the arterial. The new traffic controllers are scheduled to
be installed within the next few weeks.
B. Adaptive Traffic Control Signal System (ATCS)
Staff has narrowed down the selection to two (2) systems for further review. Upon selection of
the qualified vendor, a contract is tentatively scheduled to be presented at a future City Council
meeting for consideration.
C. Copley Drive/Golden Springs Drive Intersection Improvements
Due to material procurement, the contractor is expected to begin construction in July 2018.
This project is anticipated to be completed by mid-August 2018.

D. City Entry Monument Sign Project
The contract will be presented to Council for award at the June 1911 meeting to Aramexx Group
for the construction of two city entry monument signs and median improvements along
Diamond Bar Boulevard, south of Temple Avenue, and along Golden Springs Drive, west of
Calbourne Drive. Construction is anticipated to begin in August.
E. Area 6 Residential Neighborhood ADA CDBG Curb Ramp Project
This project is funded by Community Development Block Grant Funds for the construction of 64
ADA curb ramps at various locations within Area 6. The project was advertised on May 29, 2018
with bid opening on June 12th. Construction is anticipated to begin in August.
F. Citywide Drainage Improvement Project — Phase I and Phase II
The project is under construction to improve the groundwater drainage at Golden Springs
Drive, west of Platina Drive; Hipass Drive, at Castle Rock Road; and Brea Canyon Road, north of
Sapphire Lane. The construction period is from May 10 to the end of June.
G. Lemon Avenue Interchange Project
Work continues on the eastbound on-ramp at Lemon Avenue, which is expected to be
completed in June. Once the new eastbound on-ramp is opened, the existing eastbound on-
ramp at Brea Canyon Road will be closed.
H. SR -57/60 Confluence Project
Phase I — New westbound slip on-ramp: The new westbound slip on-ramp continues with
construction. This ramp is expected to be opened in the fall, barring any further unforeseen
circumstances.
Phase II —The left turn pockets from southbound Grand Avenue onto the westbound "Loop" on-
ramp were opened on May 21st. Work continues with final landscape improvements in the
project limits.
I. Grand Avenue/Golden Springs Drive Intersection Improvements
Referred to as Phase IIA for the SR -57/60 Confluence Project, the final design continues with
construction scheduled to begin in January 2019.
J. Morning Canyon Road Rehabilitation Project
Staff is coordinating a repair date with the contractor to take place by June 30th. When work is
completed, the City will file the Notice of Completion.

K. Diamond Bar Boulevard Complete Streets Corridor
Staff will be presenting two conceptual alternatives, as well as the public input received at the
September 2017 open house, to the City Council at a Study Session in July or August. The goal
of the Study Session is to receive direction from the City Council on the preferred alternative in

Estimates are submitted, staff will diligently work on grant funding opportunities to fund the

The contractor has pulled building permits for Phase 9 of the development. Only Phase 10 and
the build -out phase are left to complete the development. Larkstone Park has passed all
landscape/irrigation inspections and was opened to the public on June 2"d

The Habit) & McDonald's Development
Grading of the proposed Habit pad is still underway. No update has been received regarding
who could be occupying the empty tenant spaces next to Ross and Sprouts.
