ADJOURNMENT CITY OF DIAMOND BAR MINUTES OF THE TRAFFIC AND TRANSPORTATION COMMISSION MEETING MARCH 8, 2018 CALL TO ORDER: Chair Mehta called the meeting to order at 7:01 p.m. in the Diamond Bar City Hall Windmill Community Room, 21810 Copley Drive, Diamond Bar, California 91765. PLEDGE OF ALLEGIANCE: Commissioner Garg led the Pledge of Allegiance. ROLL CALL: Commissioners Mahendra Garg, Michael Gonzalez, Lisa Washington, Vice -Chair Cynthia Quan and Chair Surendra Mehta Also Present: David Liu, Public Works Director; John Beshay, Associate Engineer; Christian Malpica, Associate Engineer; Fabian Aoun, Assistant Engineer; and, Marcy Hilario, Administrative Coordinator. INTRODUCTION OF NEW COMMISSIONER: PWD/Liu introduced incoming Commissioner Michael Gonzalez. C/Gonzalez spoke about his career with the Sheriff's Department and said he looked forward to working on behalf of the City of Diamond Bar. CC/Cribbins administered the Oath of Office to all new and reappointed Commissioners. II. REORGANIZATION OF THE TRAFFIC AND TRANSPORTATION COMMISSION: A. Selection of Chair C/Mehta nominated C/Quan to serve as Chair of the Traffic and Transportation Commission. The nomination was seconded by C/Washington. There were no other nominations offered. Street Sweeping: December 2017, January & February 2018 C/Gonzalez asked if enforcement concerns were addressed by the Commission directly to the Sheriff's Department for particular areas of the City. Chair/Quan responded that the Commission does not articulate directly with the Sheriff's Department. PWD/Liu stated that questions and concerns regarding public safety should be directed to the City Manager's office which oversees the Sheriff's contract, Fire Department contract and overall public safety program. Chair/Quan said she is always relieved to see the numbers down. C/Mehta asked why the total number of citations was down from 960 in January to 688 in February and PWD/Liu responded that the main reason is because for the MARCH 8, 2018 PAGE 3 T&T COMMISSION VI. 11r11I months of December and January streets are scheduled for street sweeping on a weekly basis, and beginning with the month of February the schedule reverts to a bi- weekly basis, which accounts for the nearly 50 percent reduction. C/Mehta moved, C/Gonzalez seconded to receive and file the Traffic Enforcement Update for December 2017, January & February 2018. Motion carried by the following Roll Call vote: AYES: COMMISSIONERS: Gonzalez, Mehta, Washington, VC/Garg, Chair/Quan NOES: COMMISSIONERS: None ABSENT: COMMISSIONERS: None C/Gonzales asked if there was a motor officer assigned to Diamond Bar and PWD/Liu said that in terms of the City's traffic enforcement program, for many years the City had a motor officer (Sergeant) and when he retired, traffic enforcement was reassigned to a black and white unit dedicated to certain traffic enforcement duties. PWD/Liu said that staff would arrange a time to give C/Gonzalez an overall understanding of how the Public Safety Program is structured and managed is the City of Diamond Bar. C/Gonzalez said his question was that because the citations are down because there is a direct correlation between accidents and the citations that are written, perhaps the City could talk with the Sheriff's Department and ask fora motor to be assigned to the City of Diamond Bar. PWD/Liu said there are two components involved in this statistical report. With respect to the street sweeping enforcement activities, there is a dedicated Community Services Officer (CSO) who works full time in the City of Diamond Bar. Parking citations numbers are a direct result of his enforcement efforts. Any other traffic related issues are the responsibility of different assigned deputies. Traffic Signal Infrastructure Upgrades Project, Phase III — AE/Malpica — Phase III is the final phase of enhancements to the City's infrastructure system by replacing some of the existing traffic controllers, replacing copper with new fiber optics to enhance communication, switches, wireless radios, and other items in the traffic signal cabinets. The project is currently being advertised and has a bid due date of Monday, March 12. The Engineer's estimate for this project is $409,000. MARCH 8, 2018 PAGE 4 T&T COMMISSION B. Adaptive Traffic Control Signal System —AE/Malpica —This project involves enhancements to the existing Traffic Control Signal System. The primary goal of the system is to reduce delay, manage queue lengths, and reduce stopping, travel time and side street delays along the main arterials. The Request for Proposal (RFP) was released this week inviting companies/Vendors to submit proposals to furnish, install and integrate the system along the three main arterials (48 intersections). Bids are due on March 30tH C. Copley Drive/Golden Springs Drive Intersection Enhancements — AE/Malpica — This project was approved by the City Council at its February 20th City Council meeting with the contract awarded to PTM Engineering, Inc. The contractor is currently working with staff to schedule a pre -construction meeting. Enhancements for this intersection will include the west bound left turn at Copley Drive on Golden Springs Drive being changed from a protective/permissive left turn to protective only to improve traffic circulation in the intersection. In addition, three (3) curb ramps, newvideo detection system and CCTV cameras, signage, and one signal pole will be upgraded to accommodate the new protective only left turn. Construction will commence immediately after the pre -construction meeting. AE/Malpica further stated that for the signals there would be very little concrete work. The median's nose located west of that intersection is encroaching into the crosswalk which will involve removing the nose and push it back and make it clear for pedestrians to use the full width of the crosswalk. No restriping will be needed. D. City Entry Monument Signs — AE/Beshay — There are two new monument signs proposed along Diamond Bar Boulevard south of Temple Avenue and Golden Springs Drive west of Calbourne Drive. Plans and Specs have been completed and the project will be advertised next week with bid opening in early April. Construction is scheduled to commence the end of April. E. Pathfinder Road Street Rehabilitation Project (LA County)—AE/Beshay— Pathfinder Road between Peaceful Hills Road and Canyon Ridge within the City of Diamond Bar will be cold -milled and resurfaced with new pavement. This project is anticipated to be completed in early April. F. Citywide Drainage Improvement Project — Phase I and Phase II — AE/Beshay — This project was advertised on February 28th with bid opening scheduled for March 14th. Construction commences mid to late April. G. Lemon Avenue Interchange Project —AE/Malpica — Construction continues on the westbound and eastbound on and off ramps on the SR60 at Lemon Avenue near Golden Springs Drive. The ramps should be open soon. Due to forecasted rain this weekend, the scheduled 55 hour closure of the number 3 and 4 lanes on the eastbound SR60 was canceled. It will likely be scheduled for the March 16 through 19 weekend depending on Caltrans approval. MARCH 8, 2018 PAGE 5 T&T COMMISSION Overall, this cancellation will not delay the westbound on ramp and eastbound off ramp openings which are scheduled for March 318t. The project remains on track for completion in the summer of 2018. Once the new eastbound on ramp at Lemon Avenue is constructed, the existing eastbound onramp at Brea Canyon Road will close (projected for May/June 2018). H. SRS7/60 Confluence Project—AE/Malpica —The westbound loop on ramp at Grand Avenue is scheduled to be opened on March 26th. The contractor will attempt to work this weekend before the forecasted rain on Saturday evening in an effort to keep the March 26th opening as scheduled. The overall project for the westbound loop onramp and westbound off -ramp at Grand Avenue is 60 days ahead of schedule with full completion projected for May 2018, barring any unforeseen conditions and weather delays. The westbound slip on ramp is progressing with Edison working on the relocation of the facilities. This phase of the project was severely delayed due to this relocation and nesting birds but has since re -commenced with construction and will move toward completion by the end of the calendar year. I. Grand Avenue/Golden Springs Intersection Improvements Update — AE/Beshay — This project is part of the overall Confluence Project. The improvements will be to widen the intersection at Grand Avenue and Golden Springs Drive to create the following configurations: Add a third through lane on both sides of Grand Avenue (northbound and southbound) north of Golden Springs Drive, add a dedicated right -turn lane on Golden Springs Drive in the westbound direction at the golf course parking lot corner and add a through - lane on Grand Avenue in the northerly direction at the Mobile Gas station corner. All right-of-way acquisitions are being done on the golf course side only and none on the business side (Chili's and Mobil). While this project is entirely within the City of Diamond Bar, the City of Industry is funding the project and taking the lead in the design phase. Similar to the Grand Avenue/Diamond Bar Boulevard intersection elements, staff is working with a landscape designer to provide landscape plans for the intersection that incorporates streetscape elements including decorative pavers, crosswalks, street trees, and post and rail fencing. The consultant is working to enhance the lighting for the seal panels to improve the intersection and once the lighting plan is completed, the plans will be finalized and sent to City of Industry's designer/engineer to incorporate those changes within their plans. J. Morning Canyon Road Rehabilitation Project —AE/Beshay—The contractor requested repair of the roadway to be completed in late spring/early summer. Cold weather, rain and shade trees in the parkway do not provide adequate conditions for the repair work and the contractor has asked to be able to do it in the warmth of late spring/early summer when the curing process would be much faster. When work is completed, the City will file the Notice of Completion. K. TR 63623 — Southpointe Residential Development/Larkstone Park — AE/Aoun — This is a residential development with 99 new single family MARCH 8, 2018 PAGE 6 T&T COMMISSION residential units in the hills near the South Pointe Middle School within a gated community. The developer is currently building Phase 7 of 10 and are in the process of pulling permits for Phases 9, 10, and the build -out phase. Larkstone Park is a new public park that is being constructed as part of this development. The park is in the final phases of inspection and the contractor continues readying the park so that it can be opened to the public. VC/Garg asked the date of opening for Larkstone Park and AE/Aoun responded that there is no exact date as of this moment. There are a few items being taken care of with Edison to provide power to the park and the contractor is finishing items as well. It is likely the park will open during summer. Diamond Bar Ranch Shopping Center (Sprouts/Chipotle/Coffee Bean/Ross/The Habit & McDonald's) — Development Update - AE/Aoun — Sprouts, Chipotle and Coffee Bean and Tea Leaf have opened. Ross is planning to open this Friday and the final construction for the plaza will be for The Habit restaurant. The Habit pad is close to pulling final grading permits and commence grading within the nextfewweeks. The McDonald's within that center is being remodeled and plans are that if all goes well, it will reopen in early April. They are currently paving the parking lot and preparing the restaurant interior for opening. Chair/Quan commented that the center looks really nice. She spends a lot of time at Sprouts and is excited about the Ross opening this Friday. The other day she was getting gas at Sam's Club in Chino and coming back to Diamond Bar and she noticed how nice the median and improvements look whetheryou arrive via Golden Springs, Diamond Bar Boulevard or some other route. The site really ties the City together very nicely. PWD/Liu explained that the section of Diamond Bar Boulevard from the on/off ramps to Golden Springs Drive will be redone in the next year or two. There are conceptual plans in development, there have been some community meetings where staff received feedback from residents and businesses. In the near future, once the plans are finalized, that section of Diamond Bar Boulevard will be enhanced to create a synergy that will hopefully attract people into that area to shop and dine more frequently rather than going outside of the City. Chair/Quan felt it was working because there is kind of a "wow" factor when one drives into the City and she is glad all of the medians do not all look the same. It holds one's interest when coming off the SR57 down Diamond Bar Boulevard where one sees animal shapes and windmills. It is quite pleasing and thanks to everyone involved for improving the City. VC/Garg asked if staff had followed up with Gail Dunn regarding her parking issues on Walnut Street. PWD/Liu said that staff is following that housing development very closely. The last information that was confirmed is that their MARCH 8, 2018 PAGE 7 T&T COMMISSION City of Industry planning commission rejected the proposal and that the developer intends to appeal that decision to their city council. At this morning's meeting of City of Industry City Council's meeting, the couple who spoke here attended that meeting to remind the Industry City Council to not forget about the parking and traffic concerns they have expressed for some time. Staff wants to be sure that if there are any impacts or mitigation measures required as a result of the project, staff will work to address those impacts. XI. SCHEDULE OF FUTURE CITY EVENTS: As noted in the agenda. Chair/Quan pointed out upcoming events such as the E -Waste Roundup. She encouraged everyone to spring forward with their clocks this weekend. PWD/Liu pointed out that the March 20, 2018 City Council Meeting (Item D) has been adjourned to April 31d due to lack of quorum. In addition, the Mayor's State of the City will be held at the Diamond Bar Center on Wednesday, March 28th at 6:30 p.m. (Reception at 6:00 p.m.) PWD/Liu spoke about the updated Commissioners Handbook and pointed out various items and information contained within the document. PWD/Liu stating that beginning with the April agenda, the format will be revised to be consistent with the Parks and Recreation Commission and as much information as possible with respect to Informational Items will be given to the Commission in written report form. As in the past, Action items will be acted on separately with staff providing written reports and recommendations. Liu, Director of Public Works/City Engineer p SUBJECT: Castle Rock Road Neighborhood Traffic Management Program (NTMP) between Fountain Springs Road and Cold Spring Lane BACKGROUND/DISCUSSION: At the October 2017 Traffic & Transportation Commission meeting, a resident from Castle Rock Road expressed his traffic concerns along Castle Rock Road between Fountain Springs Road and Cold Spring Lane. Castle Rock Road is being impacted by school traffic during school rush hours. The neighboring schools are Castle Rock Elementary School which is located south of Cold Springs Lane and Evergreen Elementary School located north of Fountain Springs Road (see attached Vicinity Map). Staff reached out to the resident after the meeting to obtain additional details regarding his traffic concern and provided him with an information packet on the City's Neighborhood Traffic Management Program (NTMP). In February 2018 staff received a formal request for traffic calming tools along Castle Rock Road with a petition of 51% of the residents in the neighborhood in favor of launching the NTMP as required by the NTMP guidelines. For tonight's meeting, approximately 120 invitation letters were sent to the residents living along Hidden Pines Drive, Hipass Drive, Lasso Drive, Hideout Drive, Silver Cloud Drive, Sunbright Drive and Castle Rock Road (see attached Study Area Map). As part of tonight's presentation, staff will be introducing the program to residents along these affected streets and give them the opportunity to express their traffic concerns. Upon conclusion of the meeting, staff will follow up with speed and volume data collection based on the comment received and subsequently a conceptual plan of proposed tools for the roadway will be prepared. A second meeting will be held at a later date with the neighborhood to present the conceptual plan once it has been completed. RECOMMENDATION: It is recommended that the Traffic and Transportation Commission receive staff's presentation and public comments on the Castle Rock Road NTMP. Traffic Signal Infrastructure Upgrades Project— Phase III The project was advertised for bid on February 20, 2018. On March 12, 2018, five (5) bids were received. Elecnor Belco Electric, Inc. submitted the lowest bid in the amount of $389,928. The engineer's estimate is $409,000 with a schedule of ninety (90) working days. The contract was presented to the City Council at their regularly scheduled meeting on April 3, 2018. B. Adaptive Traffic Control Signal System (ACTS) The Request for Proposals (RFP) to furnish, install, and integrate an ATCS along Diamond Bar Boulevard, Golden Springs Drive and Grand Avenue was released on March 6, 2018. On March 30, 2018, four (4) proposals were received. Staff is scheduled to review all proposals on April 12, 2018. Upon selection of the qualified vendor, a contract is tentatively scheduled to be presented at the May 1, 2018 City Council meeting for consideration. C. Copley Drive/Golden Springs Drive Intersection Improvements Staff held the pre -construction meeting with the contractor on March 22, 2018. The contractor is expected to begin construction in June 2018 due to material procurement and complete the project by mid July 2018. D. City Entry Monument Sign Project The bid opening was held Thursday, April 5th, and we received a total of two (2) bids. Staff is in the process of reviewing the bids before presenting to City Council for approval. E. Pathfinder Rehabilitation (LA County) The cold milling and the final paving of the road have been completed along Pathfinder Road between Peaceful Hills Road and Canyon Ridge Lane, within City of Diamond Bar jurisdiction. This project is being completed in conjunction with Los Angeles County as a cost saving measure since they are rehabilitating Fullerton Road and Pathfinder Road within their jurisdictional limits. The project is anticipate to be completed Mid -April. F. Citywide Drainage Improvement Project — Phase I and Phase II The award of the project was approved at the April 3'd Council meeting to wright Construction for the total base bid amount of $400,873.20, plus a contingency amount of $40,087.32, for Contract Change Orders to be approved by the City Manager, for a total authorization amount of $440,960.52. Construction will start in late April. G. Lemon Avenue Interchange Project The WB on-ramp and EB Off -ramp are scheduled to be opened in the near future. The simultaneous closure of the EB off -ramp at Brea Canyon Road will also occur once the new EB off -ramp at Lemon Ave. is opened. The existing EB on-ramp at Brea Canyon Road will remain open until the new EB on-ramp at Lemon Ave. is opened in summer. Paving of the new EB on-ramp will take place this weekend with a 55 -hour closure of the #3 & #4 eastbound lanes between Fairway and Brea Canyon Road beginning 9:OOpm on Friday, April 6th to 5:OOam Monday, April 9th. H. SR -57/60 Confluence Project Phase I — New WB Slip Ramp: The new WB slip ramp was able to resume construction with Edison working on the relocation of their facilities. This ramp is expected to be opened in the fall, barring any further unforeseen circumstances. z Phase II — Reconstruction of the existing WB off -ramp and WB loop on-ramp: The WB loop on-ramp at Grand Ave. along SR 57/60 was re -opened on Monday, March 26th. Vehicles traveling northbound on Grand Ave. are now able to access the WB on-ramp. However, access to the ramp is still closed for vehicles traveling southbound on Grand Ave. Detours are in place for vehicles to use Grand Crossing to Baker Parkway to Brea Canyon Road to the WB on-ramp at that location for vehicles using southbound Grand Ave. Additionally, the WB off -ramp at Grand Ave. is still restricted to right turn only. All restrictions for the WB on-ramp and off - ramp are expected to be removed by late April or May. Grand Avenue/Golden Springs Drive Intersection Improvements Referred to as Phase IIA for the SR 57/60 Confluence Project, the final design continues with construction scheduled to begin in January 2019. Industry will finalize all plans and specs and is preparing to go out to bid in June 2018. The landscape design for this project is scheduled to be presented to the City Council at a study session on April 17tH J. Morning Canyon Road Rehabilitation Project The contractor requested repair of the roadway to be completed in late spring/early summer. Cold weather, rain and shade trees in the parkway do not provide adequate conditions for the repair work and the contractor has asked to be able to do it in the warmth of late spring/early summer when the curing process would be much faster. When work is completed, the City will file the Notice of Completion. K. TR 63623 — Southpointe Residential Development/Larkstone Park The first 7 phases of the housing development have been finalized. The developer has modified the access gate on Morning Sun Drive to ensure it is an entrance only gate. Residents of the South Pointe Development will be able to enter the development from Morning Sun, but not exit. Larkstone Park is close to completion. Final inspections are taking place over the next month to review the final changes. L. Diamond Bar Ranch Shopping Center (Sprouts/Chipotle/ Coffee Bean/ Ross/ The Habit) & McDonald's Development The Habit Pad has been approved to begin grading. No update has been received regarding who could be occupying the empty tenant spaces next to Ross and Sprouts. McDonalds is nearing completion as well. Opening day has been pushed to the middle of April. M. Diamond Bar Blvd. Complete Streets Corridor The conceptual design with two alternatives has been completed. Staff will be presenting both alternatives as well as the public input received at the September 2017 open house to the City Council at a study session on April 17th. The goal is to receive direction from the City Council on the preferred alternative in order to complete construction drawings and specifications. Once the final Plans, Specs and Estimates are submitted, staff will diligently work on grant funding opportunities to fund the approximately $4.7 Million Project. Construction is currently programmed to begin in FY19-20.
