Lyons Council Member Steve Tye Council Member March 27, 2018 The Honorable Jim Wood Assembly Committee on Health State Capitol Room 6005 Sacramento, CA 95814 RE: SUPPORT FOR AB 3162 Dear Assemblymember Wood: The City of Diamond Bar strongly supports AB 3162 which would reform outdated regulations related to the licensing of residential drug and alcohol treatment facilities. The proposed legislation would clarify existing law and enable the Department of Health Care Services (DHCS) to effectively regulate and enforce its policies. It is of utmost importance to preserve the integrity of our residential neighborhoods and the communities in which we serve. Although sober living facilities provide valuable rehabilitation and support services in a therapeutic environment, placing these facilities within close proximity to one another could potentially have a negative impact on neighborhoods. DHCS should be able to effectively enforce its policies, and clarify existing law to develop a balance of sober living facilities within residential neighborhoods. For these reasons, the City of Diamond Bar supports AB 3162. Sincerely, Mayor Ruth M.
