Lee, Senior Planner QPQ SUBJECT: Review and Discussion of Development Review and Tentative Tract Map No. PL2010-163 Summary As a discussion item for the Planning Commission, attached are the conceptual plans for a new three story professional office building at the north end of Diamond Hills Plaza located at 2705 Diamond Bar Blvd. The purpose of the study session is to solicit comments and/or concerns from the Commission, as well as the public, regarding the proposed three story building at this site. Staff has a concern with the scale and massing of the building and its visual impact on Fountain Springs Road. Both staff and the applicant are seeking early feedback from the Commission regarding the building's form prior to focusing on the architectural details and ultimately scheduling a public hearing for project approval. Mfm In November 2005, the Planning Commission approved the following entitlements: Zone Change to change the zoning from Neighborhood Commercial (C-1) to Community Commercial (C-2); Conditional Use Permit for the renovation and addition to the shopping center, and conversion of a portion of one of the buildings to include a drive-thru caf6; Development Review to renovate the fagade of the existing shopping center, construct a new three story medical office building and a two story retail/office building; and Variance to increase the building height for the towers of the main building from 35 feet to 49 feet, the new three story medical office building from 35 feet to 54 feet, and the new two story retail/office building from 35 feet to 40 feet.. The two story retail/office building was approved on the vacant pad where the current three story building is being proposed. The context, scale and massing of the building will be discussed during the study session. Several alternatives explored for this project are described below: 1. Shifting the building back an additional 10 feet to a total of 20 feet from the front property line. This is not a viable option because the shopping center owner is not willing to eliminate additional parking spaces as a result of shifting the building farther back; 2. -,Ro-tating,-.the--building -tQ-.back -up to, the existing .two story building ,-a-t-,the ,,,c.o,.r,ner,-of Diamond Bar Blvd. and Fountain Springs Rd. This is not feasible because the proposed building would not fit within the parameters of the lot; 3. Moving the building to the north of the shopping center, adjacent to the former theatre building. This is not feasible due to existing utility easements along the north property line; and 4. Stepping back the third story to reduce the building mass along Fountain Springs Road.
