HomeMy WebLinkAbout02/08/2018 - Minutes - Regular MeetingCITY OF DIAMOND BAR MINUTES OF THE TRAFFIC AND TRANSPORTATION COMMISSION MEETING FEBRUARY 8, 2018 CALL TO ORDER: Chair Mehta called the meeting to order at 7:00 p.m. in the Diamond Bar City Hall Windmill Community Room, 21810 Copley Drive, Diamond Bar, California 91765. PLEDGE OF ALLEGIANCE: Commissioner Washington led the Pledge of Allegiance. ROLL CALL: Commissioners Mahendra Garg, Lisa Washington, and Chair Surendra Mehta Absent: Commissioner Ed Pechy and Vice -Chair Cynthia Quan were excused Also Present: David Liu, Public Works Director; Kimberly Young, Senior Civil Engineer; John Beshay, Associate Engineer, Christian Malpica, Associate Engineer, Fabian Aoun, Assistant Engineer, and Marcy Hilario, Administrative Coordinator. I. APPROVAL OF MINUTES: A. Minutes of the January 11, 2018 Regular Meeting C/Garg moved, C/Washington seconded, to approve the Regular Meeting Minutes of January 11, 2018 as presented. Motion carried by the following Roll Call vote: AYES: COMMISSIONERS: NOES: COMMISSIONERS: ABSENT: COMMISSIONERS: 11. PUBLIC COMMENTS: Garg, Washington, Chair/Mehta None Pechy, VC/Quan Gail Dunn, 20124 E. Walnut Drive South, lives near the Sikh Temple where Walnut Drive East turns in to Flintgate Drive. She is concerned about the City of Industry's proposal to build 25 homes across from her house because parking is already scarce. She asked if the City could do permit parking on the Diamond Bar side of the street and install speed bumps in the street to slow down drivers. February 8, 2018 PAGE 2 T&T COMMISSION IV V VI. PWD/Liu responded that staff was recently made aware of the proposed 25 single family development and has been monitoring the planning efforts and coordinating with Industry staff and their consultants. As the speaker mentioned, this item was before the City of Industry Planning Commission earlier this week and was continued to next Tuesday. Staff is aware that parking is potentially an issue. Staff will continue to monitor the proposed development and stay informed of what is being proposed and work with neighborhood residents. If traffic mitigation measures are found to be necessary, staff will bring its recommendations to the Commission. ITEMS FROM STAFF: A. Traffic Enforcement Update: 1. Citations: November & December 2017, January 2018 2. Collisions: November & December 2017, January 2018 3. Street Sweeping: November & December 2017, January 2018 Mrs. Dunn, 20124 E. Walnut Drive South spoke again to address her concerns about citations on east Walnut Drive south. Several cars are left parked on the street during street sweeping days and they never get cited. PWD/Liu said staff would look into the matter and would be in touch with the resident. C/Garg moved, C/Washington seconded to receive and file the Traffic Enforcement Update for November & December 2017 and January 2018. ITEMS FROM COMMISSIONERS: 1,70" Chair/Mehta stated that when he takes a right or left turn into the Sprouts parking lot, the driveway is not equally divided and he has seen drivers confused about which way to turn when leaving the center. There is no demarcation as to which lane allows February 8, 2018 PAGE 3 T&T COMMISSION a right or left turn. AE/Aoun responded that there is striping at the beginning of the driveway. When exiting, the striping indicates either straight and left, or right turns. - The striping is offset from the center of the decorative concrete because there are existing traffic loops for the signal, and vehicles were not moving forward enough to be detected by the loops. Therefore, the striping was installed as a temporary measure. Staff has required the development to install a video detection camera so that the loops are no longer needed. The camera has been installed and staff is in the process of modifying and programming it. Once programming is complete, the camera will detect the traffic if vehicles stay in the center of the driveway. Also, when completed, the striping will be removed so there will be no confusion. On the right side when exiting, there will continue to be two lanes because there has to be both a left and right turn lane. Staff will verify that the driveway width can accommodate two lanes to exit while staying centered. VIII. INFORMATIONAL ITEMS: A. Traffic Signal Infrastructure Upgrades Project, Phase II through Phase III — AE/Malpica — The Plans and Specifications for Phase III have been completed and are currently under review. Upon completion of the review, the project will be advertised within the next couple of weeks. B. Adaptive Traffic Control Signal System — RFP — AE/Malpica — Staff is reviewing and completing the RFP and the project will be advertised in the next couple of weeks. C. Copley Drive/Golden Springs Drive Intersection Enhancements — AE/Malpica — Contract approval has been moved to the February 20th City Council meeting due to changes to the staff report. Chair/Mehta asked staff to discuss the changes at the intersection. AE/Malpica reported that during the morning hours, there are many westbound left turns from the Golden Springs Drive onto southbound Copley Drive. Currently, drivers can make a left turn on a green arrow and green ball (protective/permissive). The signal will be modified to be a "protective" only signal. In addition, there will be ramp modifications, video detection cameras to enhance detection, a new CCTV camera to monitor real time traffic and timing modification to accommodate traffic volumes coming into the westbound left -turn pocket. There will also be some minor restriping, modifications to the median on the west side of the intersection, and replacement of current signs with up-to-date signage including a "no -right turn on red" sign for northbound vehicles. In general, the purpose of the scope of work is to change the signal from "protective/permissive" to "protective" only. D. City Entry Monument Sign Design Concepts —AE/Beshay— Final Plans and Specifications are near completion with bid opening in early March and start of construction in April. February 8, 2018 PAGE 4 T&T COMMISSION E. Pathfinder Road Rehabilitation (LA County) — AE/Beshay — This project is being managed by L.A. County. He provided a map of the area and pointed out the location the project encompasses. The area will be cold milled and resurfaced with AC pavement. The estimated start date within the City of Diamond Bar is set for the end of February, with completion slated for early April. Chair/Mehta asked about benefits of this project. AE/Beshay explained that it is a grind and overlay which means brand new pavement surfacing. F. Citywide Drainage Improvement Project — Phase I and Phase II — AE/Beshay — This project has three locations: A) Golden Springs Drive, west of Platina Drive, B) Brea Canyon Road north of Sapphire Canyon Road, and C) Hipass Drive at Castle Rock Road. This project is to improve the groundwater conditions at these three locations. Plans and Specifications are near completion with bid opening in early March and construction beginning in April C/Garg asked for more detail regarding Phase 1 and Phase Il. AE/Beshay responded that there are two locations in Phase 1 (A&B) and one location (C) in Phase 11. G. Lemon Avenue Interchange Project— SCENoung —Beginning this weekend (tomorrow at 10:00 p.m.) there will be a series of closures that will be taking place over the next few weekends. The closures will consist of the number 3 and 4 lanes along the SR -60 in either the eastbound or westbound direction depending on the weekend. In addition, there will be some ramp closures to pave the westbound and eastbound ramps at Lemon Avenue. Starting Friday, February 9th, along the westbound direction of the SR -60 between Brea Canyon Road and Fairway Drive, the number 3 and 4 lanes (two lanes on the right side) will be closed continuously until 5:00 a.m. on Monday, February 12th. In addition to the lanes being closed, the Brea Canyon Road westbound on-ramp will be closed so that concrete trucks can be staged on the on-ramp in order to pave the new westbound on-ramp at Lemon Avenue. Traffic modeling has projected that traffic may back up, up to 10 miles along the SR - 60. Therefore, Diamond Bar may experience heavy congestion on the City roadways during this time. While the notice ACE released identifies detours, there will not be signed detour routes within Diamond Bar, which means that traffic will have to find its own way through the streets should drivers choose to exit the freeway. The good news is that the Traffic Response System is in place to automatically adjust signal timing along the major corridors of the City (Golden Springs Drive, Grand Avenue and Diamond Bar Boulevard) should the threshold volumes be met. In addition to the Traffic Responsive System, staff and the City's engineering consultant, who lives locally, will be monitoring traffic throughout the weekend during the closure. There are no closures next weekend due to the Presidents' Day holiday. The closures will resume the weekend of February 23rd and will consist of the following: The number 3 and February 8, 2018 PAGE 5 T&T COMMISSION 4 lanes will be closed along the SR -60 in the eastbound direction and the Fairway Drive eastbound on-ramp in unincorporated L.A. County/Rowland Heights will be closed. The following weekend of March 2"d, the eastbound 3 and 4 lanes will be closed as well as the eastbound Brea Canyon Road off ramp. If there is a need to continue paving the new eastbound on-ramp at Lemon Avenue, there will be a closure on the weekend of March 9th as well. Because the Brea Canyon Road on-ramp will be closed, the signal at westbound Brea Canyon Road on and off -ramps will be on red -flash for the weekend beginning Friday, February 9th at 10:00 p.m. The intent of these closures is to get the ramps paved and the plan is to open the new westbound on-ramp and eastbound off -ramp along Lemon Avenue sometime in March. Once the eastbound Brea Canyon Road ramps are closed, there will need to be additional signal timing modifications for the ramp signal along Golden Springs Drive and the eastbound ramps, as well as construction of sidewalks and curb and gutter. The project is on schedule to be completed by this summer. H. SR57/60 Confluence Project — SCENoung — Construction continues. The westbound on-ramp at Grand Avenue remains closed. Originally, it was projected to be opened in February; however, the contractor now estimates that it will not open until mid-March. Similarly, the westbound off -ramp right - turn -only restriction at Grand Avenue will stay in place until mid-March. The new westbound slip ramp along Grand Avenue that is under construction is still on track to be opened by the end of the calendar year, which has been delayed due to SC Edison poles that are currently in the ramp location. The poles need to be relocated out of the construction area. I. Grand Avenue/Golden Springs Intersection Improvements Update — SCENoung — This project is still in design phase for the landscape improvements. Staff asked the consultant to include steel panels and accent lighting in the medians. As a result, the consultant sent the plans out to an electrical engineer for design. Once completed, the design can be finalized and sent to the City of Industry, since it is their project that is taking place within Diamond Bar's jurisdiction. Industry intends to have the project go out to bid and be under construction sometime this summer. J. Morning Canyon Road Rehabilitation Project — SCE/Young — Staff continues to work with the contractor to get the final road repair underway. She has asked that the contractor complete this project by February 22nd Once the repair plan is submitted and approved, the contractor will make the repairs as ordered so that the project can be finalized and closed. K. TR 63623 — Southpointe Residential Development/Larkstone Park — AE/Aoun — The residential development has opened six of the 10 phases for residents to move in, and the developer is currently working on construction of phases 7, 8 and 9. For Larkstone Park, the contractor is completing the punch list items which should be finished this month, allowing for further plan check and opening of the park by the middle of this year. February 8, 2018 PAGE 6 T&T COMMISSION L. Diamond Bar Ranch Shopping Center (Sprouts) — Development Update AE/Aoun—Construction continues. The Habit recently resubmitted plans and is moving forward with plan check. There is no current estimated date for construction. McDonald's is moving forward quickly with the building under construction and grand opening planned by April. Sprouts, Chipotle, and Coffee Bean & Tea Leaf are opened. There is not yet a potential opening date for Ross. M. Diamond Bar Strategic Plan Mid -Year Update — PWD/Liu — Staff provides an update of the City's Strategic Plan to the City Council on a quarterly basis. The current update is a mid -year update for the period from July 2017 to December 2017. Copies were provided to each Commissioner. The update is provided in table form that includes a total of 79 action items. The vision that was created for this strategic plan is "Celebrating our roots, Building a thriving future". Under this vision are three overarching goals: 1) Responsible stewardship of public resources, 2) Open, engaged and responsive government, and 3) Safe, sustainable, healthy community. Under each of these goals are the corresponding action items. For the current Fiscal Year 2017-18, out of the 35 action items listed for this year, 10 have been completed, 24 are in progress and 1 item has not yet been started. For year two of this plan, there are a total of 24 items, and of those 24, 3 have been completed, 17 are underway and 4 have not yet been started. For year 3, Fiscal Year 2019-20, there are a total of 20 items, one of which has been completed, 15 are underway and 4 are not yet started. These action items sum up the commitment of the City to continue providing services that the residents and businesses expect. Under the goal of Safe, Sustainable and Healthy Community, progress continues on the SR -57/60 Confluence Project, as well as the Lemon Avenue Project. PWD/Liu pointed out other projects that are underway that are listed under the umbrella of Safe, Sustainable and Healthy Community. Staff will continue to provide the Commission with monthly updates on the projects that are in process. This three-year plan is a working document and staff continues to provide updates and status to the Commission and the City Council moving forward. Chair/Mehta asked the status of the missing SR -57/60 connector. PWD/Liu responded that as of June 2017, the Supplemental Needs Study has been completed, which is a cost -benefit analysis. Diamond Bar is working to convince the state to make some local improvements at the Diamond Bar Boulevard on and off ramp locations within the next two to three years. Staff believes this would increase capacity to a certain extent. Second is to convince the state to conduct a more detailed engineering study such as a Project Study Report for the missing components. Moving forward, Diamond Bar is doing everything possible as a City while making sure that Caltrans and Metro are aware this should be on their action plan. February 8, 2018 PAGE 7 T&T COMMISSION Chair/Mehta thanked staff for the updates and for moving forward with these projects which will make life easier for Diamond Bar residents and others who travel through Diamond Bar.
