Lyons Council Member Steve Tye Council Member February 14, 2018 The Honorable William Burke Chair of the Governing Board South Coast Air Quality Management District 21865 Copley Drive Diamond Bar, CA 91765 Dear Dr. Burke: The City of Diamond Bar would like to express its opposition to the South Coast Air Quality Management District’s (SCAQMD) Proposed Rule 1410 (PR 1410). Diamond Bar has consistently appreciated the stewardship and openness to integrating new technologies into the marketplace, including new hybrid and clean air vehicles, electric lawn mower technology, and participating in City events focusing on education and outreach efforts. While the spirit of PR 1410 is focused on improved air quality, it comes at considerable cost to Diamond Bar residents, businesses, and the California economy that would be significantly and negatively impacted by changes enacted under the proposed rule. Based on initial estimates, job losses could be in the tens of thousands, gasoline prices could increase by up to $.25 per gallon, and fuel shortages could occur due to the lack of local production of California formulated fuel that is vital to keeping our economy moving. Clean air and safety are important to our residents and businesses, but having jobs and a functioning economy are significantly important as well. For these reasons, the City of Diamond Bar respectfully opposes PR 1410 and urges you to reconsider the position of the SCAQMD on this important rule.
