2. PUBLIC COMMENTS: "Public Comments" is the time reserved on each
regular meeting agenda to provide an opportunity for members of the public to directly
address the Council on Consent Calendar items or matters of interest to the public that
are not already scheduled for consideration on this agenda. Although the City Council
values your comments, pursuant to the Brown Act, the Council generally cannot take
any action on items not listed on the posted agenda. Please complete a Speaker's Card
and give it to the City Clerk (completion of this form is voluntary). There is a five-minute
maximum time limit when addressing the City Council.
3. RESPONSE TO PUBLIC COMMENT: Under the Brown Act, members of the
City Council may briefly respond to public comments but no extended discussion and no
action on such matters may take place.
4. PUBLIC HEARINGS:
4.1 A REQUEST BY LEWIS-DIAMOND BAR, LLC FOR APPROVAL OF A
GENERAL PLAN AMENDMENT NO. 2004 -01, ZONE CHANGE NO.
2004- 02, SPECIFIC PLAN NO. 2004-01, DEVELOPMENT AGREEMENT NO.
2004-01 AND AN APPROVAL OF AN ADDENDUM TO THE
PREVIOUSLY CERTIFIED MEDICAL PLAZA ENVIRONMENTAL IMPACT
REPORT (PLANNING COMMISSION RESOLUTION NO. 93-11 AND
TO THE PREVIOUSLY CERTIFIED ECONOMIC REVITALIZATION
AREA ENVIRONMENTAL IMPACT REPORT FOR A SITE
COMPRISED OF APPROXIMATELY 70 -ACRES GENERALLY
LOCATED AT THE SOUTHEAST CORNER OF GRAND AVE.
AND GOLDEN SPGS. DR. (ASSESSORS PARCEL NUMBERS —
8293-045-004, 8293-045-005, 8293- 045-006, 8293-045-007, 8293-045-008
AND 8293-045-009).

(a) ADOPT RESOLUTION NO. 2004 -XX: CERTIFYING THE
ADDENDUM TO THE ENVIRONMENTAL IMPACT REPORTS FOR THE
DIAMOND BAR MEDICAL PLAZA AND THE DIAMOND BAR
ECONOMIC REVITALIZATION AREA; AND FINDINGS AND STATEMENTS
OF FACT IN SUPPORT THEREOF, REGARDING DEVELOPMENT OF A 71 -
ACRE PARCEL LOCATED SOUTH OF GRAND AVENUE AND EAST
OF GOLDEN SPRINGS DRIVE, CONSISTING OF 200 MULTI-
FAMILY RESIDENTIAL UNITS AND UP TO 270,000 SQUARE FEET
OF COMMERCIAL, RETAIL AND INSTITUTIONAL USES —
The addendum to the previously approved EIRs for the D.B. Medical Plaza and
the D.B. Revitalization area reviews the proposed project impacts in
relation to the higher impacts already considered and approved in
the earlier EIR's.
Recommended Action: Adopt
(b) RESOLUTION NO. 2004 -XX: APPROVING GENERAL PLAN
AMENDMENT NO. 2004-01; AMENDING THE LAND USE ELEMENT
PERTAINING TO PLANNING AREA — 3 IN ORDER TO PERMIT HIGH
DENSITY RESIDENTIAL USES UPON A VACANT 14 ACRE SITE
GENERALLY LOCATED NEAR THE SOUTHEAST CORNER OF
GRAND AVENUE AND GOLDEN SPRINGS DRIVE IDENTIFIED AS A
PORTION OF PARCEL 2 OF PARCEL MAP 14819— The General Plan
Amendment changes a 14 acre portion of Planning Area 3 Specific
Plan/Progressive Office to High Density Residential permitting a
maximum of 200 dwelling units with an option to develop 50,000 sq. ft. of
office building upon 2.7 acres.
Recommended Action: Adopt.
(c) FIRST READING OF ORDINANCE NO. 0X(2004): APPROVING
ZONE CHANGE NO. 2004-02 FROM COMMERCIAL
MANUFACTURING PLANNED DEVELOPMENT (CM — PD — BE),
REGIONAL COMMERCIAL (C-3) AND HIGH DENSITY RESIDENTIAL (R-
4) TO SPECIFIC PLAN (SP) FOR PROPERTIES COMPRISED OF
APPROXIMATELY 70 -ACRES GENERALLY LOCATED AT THE
SOUTHEAST CORNER OF GRAND AVENUE AND GOLDEN
SPRINGS DRIVE AND IDENTIFIED AS ASSESSORS
PARCEL NUMBERS — 8293-045-004, 8293-045-005, 8293- 045-006, 8293-045-
007, 8293-045-008 AND 8293-045-009 - The zone changes proposed
in this ordinance align the zone to the new General Plan designation of SP
(Specific Plan) as proposed in (b).
Recommended Action: Approve first reading by title only.

(d) FIRST READING OF ORDINANCE NO. 0X(2004) APPROVING
THE DIAMOND BAR VILLAGE SPECIFIC PLAN (SPECIFIC PLAN NO.
2004-01) — The Specific Plan sets forth a planning area of mixed use to
include a combination residential, office, retail, restaurant, institutional and
related parking.
Recommended Action: Approve for first reading by title only.
(e) FIRST READING OF ORDINANCE NO. 0X(2004) APPROVING A
DEVELOPMENT AGREEMENT BETWEEN THE CITY AND LEWIS-
DIAMOND BAR, LLC FOR THE DIAMOND BAR VILLAGE
PROJECT - The proposed development agreement for the Diamond
Bar Village Project provides for development of the project over time in
its approved form and that the applicant will provide substantial
benefits as part of the development.
Recommended Action: Approve for first reading by title only.
