This permit allows discharge of storm water into rivers and oceans under controlled conditions 2. Examples of storm water programs under the permit include street sweeping, catch basin cleaning, public education, site inspections, litter receptacles at all bus stops, etc. 3. Other requirements further include: a) Incorporation of post construction treatment control Best Management Practices (BMP's) to infiltrate, treat, or filter the so called "first flush" storm water runoff (b) Total maximum daily loads (TMDL's): numeric limits for trash, bacteria, sediments, pesticides, metals, and other constituents of storm water 4. Potential fine of $27,500 per day by the Regional Water Quality Control Board for non- compliance ♦ Environmentally sound - prevents pollutants traveling to ocean and/or rivers for every residents quality of life ♦ Curb miles missed because of parked vehicles -the sweeper must pull away from gutter ♦ Increased debris tonnage and diversion not entering storm drain system 1. Sept. 01/Jan. 02 173 Tons or 346,000 lbs. 2. Sept. 02/Jan. 03 216 Tons or 432,000 lbs. 3. 25% increase 43 Tons or 86,000 lbs. ♦ Effective street cleaning for a cleaner environment and appearance and neighborhood improvement to protect and preserve the integrity and property values Community Notification and Educational Program ♦ Press Releases Newspapers, March 22, 2002 ♦ Friendly Reminder Notices (Grace Period) prior to actual citation, from June after signage was completed until September 13, 2002 ♦ Informational articles in other publications, Beginning in April 2002 to September 2002, include Community Newsletter, Windmill, Zip Code, Weekly ♦ Cable/DBTV, Info -To -Go, Web -site, continuous from March 2002 ♦ Three city wide mailings/letters for 18,500 households/residents: First, March 29, 2002 (letter/exhibit with day and times of prohibition); second, September 2002 newsletter (insert with frequently asked questions/answers, map and information; and third, January 2003 newsletter (back page, 2003 sweeping calendar. ♦ Outreach to other organizations, three mailings: June 27, September 3, 2002, and January 2003 including Homeowners Associations, Management Companies, Diamond Bar's recreational clubs, Diamond Bar's churches ♦ Diamond Bar Schools, three mailings: June 27, September 3, 2002, and January 2003; and individual meetings at each school for needs assessment ♦ Postings at the library and bulletin boards, Beginning May 1, 2002 to date ♦ Frequently asked questions and answers 2003 Schedule ♦ Bi -weekly sweeping except in months of heavy debris ♦ 2003 schedule- weekly in months of January and December ♦ Enforcement precedes a holiday. There is no enforcement after the holiday because signage is inconsistent with service (one-two days later than original schedule) Zones/Areas - Days/Times, 5'/2 hours per week each area ♦ Five Areas Monday through Friday -determined the day after trash pick up ♦ Morning posting - 7:30 a.m. —1:00 p.m. ♦ Afternoon posting — 11:30 a.m. to 5:00 p.m. ♦ 1'/2 hour overlap to allow for operations (i.e. months with heavy debris requires more time, two sweepers in the city, weather conditions) Street Sweeper Specifications ♦ Sweep the day after trash pickup ♦ Standard of Performance, primary objective: pickup all debris to ensure free flow of gutter water for clean streets ♦ Sweeper Speed is 5-10 miles per hour ♦ Initial bid was for 5 service areas — same areas are used by trash vendor ♦ Current price is based on the curb -mile cost maximizing equipment and labor from 6:00a.m. to 5:00 p.m., 5 days a week City has 300 curb miles including street curbs, parkway medians and improved alleys ♦ Composting of debris (Diamond Bar composts 98% of the debris) ♦ Equipment must comply with regional air quality mandates and requirements Community Signage ♦ Signs with red flags for visibility — July 2002 ♦ Size 17" x 22" Regulatory Sign with anti -graffiti coating ♦ "Except Holidays" - Eight holidays are recognized per Resolution No. 2002-20 ♦ Per CVC 22507.6, signage can be placed at entrances. Entrance means the intersection of any street or streets comprising an area of restricted parking for street -sweeping purposes on the same day or days and hour with another street not subject to such parking restriction (Chino Hills and Anaheim use signage at entrances) ♦ Preferential Parking Districts and permits are not excluded from Street Sweeping signage ♦ Average price per sign is $130 -material and installation Street Sweeping Enforcement ♦ Citation is issued to vehicle parked on the street prior to the street being swept, but are not issued to those moved onto the street after sweeping ♦ Parking penalty is $50, infraction of Municipal Code Section 10.08.080, failure to obey a parking sign, penalty amount adopted May 4, 1999 ♦ 4,521 citations issued from September 2002 through January 2003 (Approximately 2%voided or dismissed) ♦ Potential fine amount for the above citations is $190,549, (Potential gross fines 4,521 @$50 =$226,050 less expenses for consultant and administration -estimated amount of $35,501) ♦ Estimated program costs to date for signage, education, vehicle, and enforcement are $75,000 2 ♦ Appeal process through JDS: Administrative dismissal/voids by deputy review, written declaration or appeal in person. Ticket must be paid. A refund will be issued if citation is overturned in the appeal. Lack of signage is not a defense. Resident Concerns The Public Works Division has logged 166 calls regarding the program from 4/4/02 to 2/12/03, 84 calls prior to enforcement and 82 after September 16, 2002 17% of the calls - regarding lack of signage ♦ 10% of the calls - regarding the area around the schools ♦ 9% of the calls — request for alternate side sweeping ♦ 7% of the calls - from residents that have too many vehicles for on-site parking ♦ 5% of the calls — from residents wanting a permit for contractors, realtors, etc. ♦ 3% of the calls - from residents of condominium complexes with parking restrictions on-site ♦ Examples of the remaining calls include: Fine excessive; requests for schedule; general information about program; dissatisfaction with the sweeper; confusion about holidays and enforcement Areas for Evaluation/Follow-up ♦ Schools ♦ Washington St. ♦ Commercial cul-de-sac streets of Penarth Avenue & Pinefalls Avenue N/O Lycoming ♦ Multi -family Windwood Condominium complex (Windwood Drive and Silver Fir Drive) ♦ Multi -family condominium complex Meandering Creek Drive and Monument Canyon Drive Options ♦ Sign Revisions 1. SIGNAGE - Residents feel that signage is inadequate with regard to number of signs placed and with regard to what signage reads. Residents would like to see a sign posted on every street and they would like for signs to be more specific with regard to Holidays. To date Public Works has received 28 calls about signage from the following areas: Missionary Ridge Road, White Star Drive, Big Falls Drive, Deersprings Drive, Eaglenest Drive, Wynnewood Drive, Glenclaire Drive, C' 7 Deer Crossing Road, Prospect Valley Road, Maple Hill Drive, Shaded Wood Road, Cottonwood Cove, Briar Creek Road, North Pintado, Looking Glass Drive, Overlook Ridge Road (Eleven of these c lls were received prior to September 16, 2003, and 17 calls were received after September 16, 2003) 2. PARKING ALLOWANCE AROUND SCHOOLS - Pan rents would like more allowance and consideration given to accommodate their drop-off and pick-up schedules. Volunteer parents want more consideration given to them as far as being able to park close to school site. /C To date Public Works has received 16 calls about parking allowance around schools from the following areas: 6 Castlerock Road, Evergreen Spring, Fernhollow, Kiowa Crest, Maple Hill Road, Beaverhead, Sunbright Drive, Tambo PI., Meadow Falls Drive, Ballena Drive, Del Sol Lane, Dean Conklin (Administrative Director Educational Services, WVUSD) (Eight of these calls were received prior to September 16, 2003, and eight calls w ived after September 16, 2003) .� re rece k At J, '4 3. ALTERNATE SIDE STREET SWEEPING - Residents strongly in favor of alternate side street sweeping. Residents feel that alternate side street sweeping would aleviate the problem some families have with owning three or more cars. C G To date Public Works has received 15 calls about alternate side street sweeping from the following areas: Foxglen, High Bluff Drive, Alder Lane, Wagon Trail, Garzon Place, Clear Creek HOA, Looking Glass, Decorah Road (Ten ofhese calls were received prior to September 16, 2003, and five calls were received after September 16, 2003) 3 `4 4. TOO MANY CARS PER HOUSEHOLD - Many families own more than two vehicles.
