Low Mayor Carol Herrera Mayor Fro Tem Jimmy Lin Council Member Nancy A. Lyons Council Member Steve Tye Council Member The City of Diamond Bar respectfully opposes Senate Bill 827 (SB 827), which would exempt certain housing projects from locally developed and adopted standards and bypass the City's state required General Plan. We are currently undergoing a comprehensive General Plan Update, which is paying special focus to the transit -oriented development opportunities within a half -mile of a Metrolink station. SB 827 would seriously undermine our genuine efforts to encourage high- quality, higher -density transit -oriented housing opportunities that comport with the character and standards of our community. The proposed legislation also eliminates local discretionary authority when making determinations regarding height limitations, densities, parking requirements, and state mandated requirements within one-half mile of a "major transit stop," or along a "high- quality transit corridor". Particularly troubling is SB 827's ability to give developers and transit agencies the authority to exempt themselves from locally developed and adopted limitations, requirements, and standards. For these reasons, the City of Diamond Bar opposes SB 827. Sincerely, Mayor Ruth M.
