MINUTES OF THE TRAFFIC AND TRANSPORTATION COMMISSION MEETING
JANUARY 11, 2018
CALL TO ORDER:
Chair Mehta called the meeting to order at 7:00 p.m. in the Diamond Bar City Hall Windmill
Community Room, 21810 Copley Drive, Diamond Bar, California 91765.
PLEDGE OF ALLEGIANCE: Vice Chair Quan led the Pledge of Allegiance.

A. Minutes of the November 9, 2017 Regular Meeting

STATUS OF PREVIOUS ACTION ITEMS:
A. Cold Spring Lane Commercial Vehicle Parking Restrictions — AE/Malpica
reported that staff is proposing to install seven (7) signs on Cold Spring Lane
in accordance with the exhibits provided to the Commission. This action is
being proposed to notify truck drivers of Commercial Vehicle Parking
Restrictions as requested by a resident during the November 2017 meeting.
In addition, staff requested that the Diamond Bar Plaza property management
notify its tenants of the proposed signs. Once staff has received Commission
concurrence for the installation, staff will order and install the signs the first
week of February.
B. Palomino Drive — No Truck Signs — AE/Malpica explained that the City's
Traffic Consultant recommends installation of "no oversized vehicles"
signage 20 feet east of the Smart & Final driveway exit. This will prevent
truck drivers from making a right turn into the residential area when exiting.
With Commission concurrence, staff will move forward to install the signage,
which the City has in stock.
Chair/Mehta recommended staff install a no -right -turn or left -turn -only at the
exit. SCE/Young responded that staff wants to make certain that whatever
signage is installed is "regulatory" so that it can be enforced. Staff will
determine whether there is a regulatory sign that reads "no right turn for

trucks" because, in this instance, the restriction is specific to trucks as
opposed to the regulatory sign that indicates a "no right -turn" for all vehicles.
VC/Quan asked if staff would consider installing signage further down
Palomino Drive within the residential area because she has seen trucks in
those areas. Staff will look into this request.
VII. ITEMS FROM COMMISSIONERS: None Offered.
VIII. INFORMATIONAL ITEMS:
A. Traffic Signal Infrastructure Upgrades Project - Phase III — AE/Malpica —
Staff is finalizing plans for this project which is tentatively scheduled to be
advertised by the end of January with commencement of construction two
months later.
B. Adaptive Traffic Control Signal System — AE/Malpica — Staff expects to
issue the RFP to select a vendor by the end of January with selection of the
contractor within the next couple of months.
C. Copley Drive/Golden Springs Drive Intersection Enhancements —
AE/Malpica — Staff held the bid opening on January 4th. The apparent low
bidder is P.T.M. General Engineering Services, Inc. Riverside, with a bid
amount of $138,318, which is $10,000 over the Engineer's estimate. The
contract will be taken to the February 6th City Council meeting for
consideration. Construction is slated to begin within the following two
months.
D. City Entry Monument Sign Design — AE/Beshay — The final monument
design including full median improvements is near completion. The project is
anticipated to go out to bid by early February.
E. Pathfinder Road Rehabilitation (LA County) — AE/Beshay — Pathfinder
Road within city limits, between Peaceful Hills Road and Canyon Ridge Road,
will be cold milled and resurfaced with asphalt. This project is being
completed in conjunction with LA County as a cost-saving measure while they
are rehabilitating Fullerton Road and Pathfinder Road within their jurisdiction.
The project will start within LA County jurisdiction Friday, January 12th and
the estimated start date within the City of Diamond Bar limits will take place
by the end of February. The entire project is expected to be completed in
early April
F. Lemon Avenue Interchange Project — SCENoung — Construction
continues. The lanes on Golden Springs Drive were opened on the weekend
of November 17th. Similarly, the lanes along Lemon Avenue are being
opened as paving continues. The paving of the ramps is the next milestone

for the project. Yesterday, the contractor and ACE approached Caltrans to
request a special modification to the freeway lane closures. The proposal is
for six 55 -hour number 3 and 4 lane closures (Friday evening to Monday
morning) in both the eastbound and westbound directions along the SR -60 in
order to fully and appropriately pave the ramps. This will provide sufficient
safety room for the workers and equipment. If approved, the first closure will
take place on the weekend of January 26th. Once the ramps are fully paved,
there will be additional work to get the new traffic signal at the eastbound
on/off ramp fully functional prior to opening of the ramps. The goal is to have
the westbound on-ramp and eastbound off -ramp opened sometime in March,
if construction progresses as scheduled barring weather delays.
G. SR -57/60 Confluence Project — SCE/Young — Construction continues. The
closure along Grand Avenue for the westbound on-ramp and right -turn
restriction for the westbound off -ramp continues. Staff has seen very minimal
impacts to Diamond Bar due to these long term closures following an initial
learning curve, especially for truck traffic.
H. Grand Avenue/Golden Springs Drive Intersection Improvements Update
— SCE/Young — The landscape design continues. Post and Rail and steel
panels were added to the medians along Grand Avenue as part of the design.
As a result of that change, the designer has engaged an electrical engineer
to complete a design to accommodate lighting for the steel panels.
Morning Canyon Road Rehabilitation Project — SCE/Young — Staff met
with the contractor this morning to address some of the areas in the pavement
that still do not meet specifications. The contractor will propose a repair
scheme to the City to fix the areas of concern and apply a Type I slurry over
the entire length of the project limits. What was originally applied is actually a
parking lot seal coat, which did not meet the City's specifications.
J. TR 63623 — Southpointe Residential Development/Larkstone Park —
AE/Aoun — Both items are underway. The Southpointe Development is in
Phase VI of ten (10) for the homes. Once completed, buyers will be able to
move into Phase VI. With respect to Larkstone Park, the contractor has the
final punch list of items to correct in order to bring the park up to conformance
and proceed through final approval. Larkstone Drive, leading to the
development and the park, is proceeding through final improvements.
K. Diamond Bar Ranch Shopping Center (Sprouts) — Development Update
AE/Aoun — Sprouts has been open for a while and Ross is opening soon. On
Tuesday, The Coffee Bean will open under a Temporary Certificate of
Occupancy, pending minor site corrections. Chipotle will open soon
thereafter. The McDonald's rehab is well underway and will be finished
sometime in the next two months.

IX. SCHEDULE OF FUTURE CITY EVENTS: As noted in the agenda with the addition
of the January 20, 2018 Winter Snow Fest.
VC/Quan stated she would not be present for the February T&T meeting.
ADJOURNMENT: There being no further business to come before the Traffic and
Transportation Commission, Chair/Mehta adjourned the meeting at 7:40 p.m.
