MINUTES OF THE TRAFFIC AND TRANSPORTATION COMMISSION MEETING
NOVEMBER 9, 2017
CALL TO ORDER:
Chair Mehta called the meeting to order at 7:02 p.m. in the Diamond Bar City Hall Windmill
Community Room, 21810 Copley Drive, Diamond Bar, California 91765.
PLEDGE OF ALLEGIANCE: Commissioner Washington led the Pledge of
Allegiance.
ROLL CALL: Commissioners Ed Pechy, Lisa Washington, Vice
Chair Cynthia Quan and Chair Surendra Mehta
Absent: Commissioner Mahendra Garg was excused.
Also Present: David Liu, Public Works Director; John Beshay,
Associate Engineer, and Marcy Hilario,
Administrative Coordinator.
I. APPROVAL OF MINUTES:
A. Minutes of the October 12, 2017 Regular Meeting
C/Pechy moved, VC/Quan seconded, to approve the Regular Meeting Minutes
of August 10, 2017 as presented. Motion carried by the following Roll Call

C/Pechy said he recognizes the statistics are down mainly due to the slurry seal
project and asked if it had been completed. AE/Beshay responded that the slurry
seal area within designated Area 5 has been completed. C/Pechy said that as a
resident of that area he wanted to compliment all who were involved in the project
because it was done with extreme precision and as little inconvenience to the
residents as possible.
VC/Quan moved, C/Washington seconded to receive and file the Traffic Enforcement
Update for August, September and October, 2017. Motion carried by the following
Roll Call vote:

IV. OLD BUSINESS:
C/Pechy asked if since the last meeting staff had followed up with the speaker
regarding his concerns.
PWD/Liu said that AE/Malpica followed up with the speaker to explain the process,
gave him the package of forms and helped him to understand that from staff's
perspective he would need to take the initiative to do what he could to work with his
neighbors. Mr. Buller was pleased to learn that whatever the outcome, staff would
continue to partner with him and his neighbors to further explore traffic calming
devices.

VI. STATUS OF PREVIOUS ACTION ITEMS: None
VII. ITEMS FROM COMMISSIONERS: None Offered.
VIII. INFORMATIONAL ITEMS:
A. Traffic Signal Infrastructure Upgrades Project, Phase II through Phase III
—AE/Beshay — Phase II has been completed and the Notice of Completion will
be forwarded to the City Council on December 5th. For Phase III, plans and
specs are near completion and the project will likely go out to bid in late
November/early December,
B. Adaptive Traffic Control Signal System — RFP — AE/Beshay — Staff
continues to work closely with the consultant to finalize the RFP.

C. Copley Drive/Golden Springs Drive Intersection Enhancements —
AE/Beshay — Staff is reviewing the final plans and specs with construction
slated to commence in February 2018.
D. Area 5 Road Maintenance Project/Brea Canyon Cutoff Improvements —
AE/Beshay —All work has been completed and the prime contractor is working
to complete the punch list items.
E. City Entry Monument Sign Design Concepts —AE/Beshay— Final plans and
specs are near completion for two locations (Diamond Bar Boulevard south of
Temple Avenue and along Golden Springs Drive west of Calbourne Drive) and
the project will likely go out to bid in early December.
F. Lemon Avenue Interchange Project — PWD/Liu — the asphalt paving along
Lemon Avenue and Grand Avenue has been completed. The contractor is
working on completing installation of the rock blanket and final striping along
the median as well. Lanes are targeted for opening just prior to the
Thanksgiving holiday. Freeway ramps remain under construction and are on
schedule to be completed spring of 2018.
G. SR57/60 Confluence Project— PWD/Liu — referred to the handouts regarding
the several upcoming closures for the ongoing SR57/60 construction provided
to Commissioners prior to tonight's meeting. These closures will significantly
impact Diamond Bar traffic and LA emergency vehicle response time. Closure
#1 — full closure along SR60 between Diamond Bar Boulevard and Brea
Canyon Boulevard beginning Tuesday, November 14th at midnight to
Wednesday, November 15 at 3:00 a.m. for installation of the Caltrans
overhead sign. Closure #2 — a 55 hour full closure of Grand Avenue from
Baker Parkway in Industry down to the SR60 eastbound onramps and closing
of the westbound at Grand Avenue on & off ramps beginning Friday,
November 17 at 10:00 p.m. through Monday, November 20th at 5:00 a.m.
Closure #3 — long term closure of the westbound onramp at Grand Avenue
beginning Saturday, November 18 until February 2018. The WB off ramp will
be impacted as well (open for a right turn into Walnut/closed for left turn into
Diamond Bar).
H. Grand Avenue/Golden Springs Intersection Improvements Update —
PWD/Liu — staff continues to work with the consultant to finalize the
landscaping plans as part of the City's intersection improvement.
Morning Canyon Road Rehabilitation Project —AE/Beshay—The corrective
work has been completed and will be checked next week by the project
management team.
J. TR 63623 — Southpointe Residential Development/Larkstone Park —
AE/Beshay — Phases I through IV of the homes have been finalized.
Larkstone Park is going through final inspection this week and should be open
early 2018.

K. Diamond Bar Ranch Shopping Center (Old Kmart) — Development Update
AE/Beshay — Chipotle and Coffee Bean plan to open prior to the end of 2017.
Ross plans to open in February 2018 and The Habit plans to open early next
year.
L. Diamond Bar Strategic Plan Quarterly Update — PWD/Liu — On a quarterly
basis, staff provides an update to the City Council. This report includes July,
August and September 2017 and includes a three-year forward looking table
that includes a total of 35 action items, four of which have been completed, 30
are in progress and one has not yet begun. In 2018-19 there are 24 action
items and in 2019-20 fiscal year there are a total of 20 action items, 14 of
which are in progress and 6 that have riot yet commenced. He highlighted
items of concern to the Commission.
Chair/Mehta commented that the opening of Sprouts has been a real boom to
the community. Many people like to shop there and in speaking with the
manager he learned that the traffic at the Diamond Bar Sprouts is nearly the
same percentage as Chino Hills which is good to know.
VI. SCHEDULE OF FUTURE CITY EVENTS: As noted in the agenda.
Chair/Mehta asked if staff was considering going dark for the December Commission
meeting. Following discussion, Commissioners unanimously concurred to go dark for
the December 14, 2017 Traffic and Transportation Commission meeting.
ADJOURNMENT: There being no further business to come before the Traffic and
Transportation Commission, Chair/Mehta adjourned the meeting at 7:40 p.m. to January 11,
2018.
