Diamond Bar Economic Revitalization Plan
Town Hall Meeting
Saturday, May 3, 1997, 9:00 a.m.
S.C.A.Q.M.D. Auditorium, 21865 East Copley Drive, Diamond Bar, CA
CALL TO ORDER: Mayor Huff called the meeting to order at 9:12
a.m.

Tem Herrera, Mayor Huff
Also present were: Terrence L. Belanger, City Manager; Frank Usher, Assistant
City Manager; James DeStefano, Community Development Director; Kellee
Fritzal, Assistant to the City Manager and Lynda Burgess, City Clerk.
3. WELCOME/INTRODUCTION: Mayor Huff welcomed everyone present and
pointed out that the meeting was being
broadcast live and would be re -broadcast at a
later date.
Jim Oswald, MIG, Inc. gave a presentation regarding the purposes of the
meeting and the format that would be followed.
CM/Belanger explained that redevelopment provides an opportunity for a city to
revitalize its infrastructure. Studies were conducted following adoption of the
General Plan to determine whether redevelopment was viable in D.B. The
conclusion of the redevelopment study was that redevelopment would be viable
in D.B. and a redevelopment plan and preliminary report were presented to the
City Council. The area is primarily industrial and commercial but there are two
homes within the area that are basically in industrial areas. There will be no
additional property taxes but current taxes would come back to the City in a
greater share. Money returned to the City must be used on projects that benefit
the properties involved.
Felice Acosta, Rosenow Spevacek, stated that a feasibility analysis was
conducted by her firm in mid-1996. The results clearly showed that there was a
significant economic decline within the proposed areas and indications of
economic blight. Residential areas are healthy with continuing economic growth
even during a period of real estate decline. She emphasized that
redevelopment does not and cannot raise taxes.
CDD/DeStefano gave an overview of redevelopment successes in other cities to
illustrate the use of redevelopment tools.
Felice Acosta - what is the redevelopment plan? The Plan document is not a
general plan or specific plan but is a legal document --spells out agency's powers
and authorities. It contains the legal description of the project area and the map
and states that the Land Use Plan for redevelopment is the City's General Plan.
The plan sets forth generalized goals and objects as well as a general list of
projects. It also points out time frames and other limits. Financing method is tax
increment financing but agency can also get grants, gifts or donations from the
general public. Also limits how much outstanding debt the agency can have at
one time. Powers and responsibilities provided in the Redevelopment Plan:
Allows agency to acquire property through any legal means; provides the power
to pursue owner participation; provides cooperation with other public agencies
such as school districts; provides for assistance to businesses or persons for
relocation. This plan has no plan for relocation of anyone. The agency further
has the power to demolish, rehabilitate, clear property, construct public
improvements, prepare sites and remove hazardous waste. Tax increment
revenue is created by property taxes that is created by the increase in value
produced by revitalization efforts. Increases in assessed valuation come from
new construction, rehabilitation and property sales. Tax revenue is shared with
all taxing agencies including the City. Agency must incur debt in order to collect
tax increment revenue. Agency only has 20 years to incur debt and cannot
borrow any more money or issue bonds.
Martha Bruske - Biggest concern is sound and sight barriers. How are areas
within the City that are "not in the project area" going to be kept from becoming
slums.
Felice indicated that these "not a part" areas are primarily residential and were
determined to need redevelopment the least. The City will have the resources to
deal with deterioration of residential communities with its housing funds. Will be
addressing infrastructure problems in areas surrounding the "not a part" areas.
Mrs. Bruske asked why parks and canyons are included in the Plan. Felice
stated that the parks are included because this is a 30 -year plan and there are
limited facilities currently in the parks. Can include certain park projects within
the Plan for financing.
C/Werner stated that upper Sycamore Canyon and Sandstsone Canyon are not
parks --they are properties that are privately owned.
Mrs. Bruske - What is to be done with the Corporate Center --seems to be
excluded from the project area. CM/Belanger stated that it is included within
project area and pointed out its location on the map.
CM/Belanger pointed out that the redevelopment plan is strictly dictated by the
Legislature and that new laws prohibit agencies from doing such things as
create auto malls, etc.
A question and answer period ensued wherein members from the audience
expressed concerns about the impacts of redevelopment on their
neighborhoods.
Closing statements were made by both Mayor Huff and Agency Chairman
Werner.
