HomeMy WebLinkAbout1/18/1997CITY OF DIAMOND BAR EMERGENCY PREPAREDNESS AND �T EMERGENCY MANAGEMENT TOWN HALL MEETING Saturday, January 18, 1997, 9:00 a.m. WELCOME- Mayor Bob Huff called the meeting to order at 9:08 a.m. PLEDGE OF ALLEGIANCE - Councilmember Harmony led the Pledge of Allegiance. ATTENDANCE- Mayor Huff, Mayor Pro Tem Herrera, Councilmembers Ansari, Harmony and Werner. Also present were: Staff - Terrence L. Belanger, City Manager; Frank Usher, Assistant City Manager and Lynda Burgess, City Clerk. Other agency members - Lieutenant Beene, Walnut Sheriff Dept.; Sgt. Dave Rash, Walnut Sheriff Dept., Assistant Chief Gary Lockhart, L.A. County Fire Protection District; Captain Chuck Gutierrez, L.A. County Fire Protection District; Jerry Roach, OES, Area "D;" Mel Sugarman, American Red Cross; Joanne Leone, PUSD. OVERVIEW OF CITY'S EMERGENCY STRUCTURE & ASSIGNMENTS - CM Belanger - structure of City's emergency operations - EOC Director, Council Advisory Committee, Public Information, Legal Advice, Finance and Administration, (SEMS Organizational Chart) CITY'S ROLE IN COORDINATION OF EMERGENCY RESPONSE & INFORMATION, & SEMS - ACM/Usher - City's role is to provide initial organization and response to the community. City's are required to operate under the Standardized Emergency Management System (SEMS). Plan will be brought to Council for review and adoption in the near future. Provides for staff an organization structure and for each functional category, provides standardized checklist for those things that must be done. Will be a full-scale exercise for staff within the next month. COUNTY -WIDE SHERIFF EMERGENCY OPERATIONS - Lt. Dennis Beene pointed out that since the L.A. Riots in 1992, 113 lives have been lost and over $3 billion in damage has been incurred due to disasters in the area. County EOC has been using the SEMS systems since approximately 1986. EOC is usually activated when resources are beyond the normal capabilities of the agency. WALNUT STATION EMERGENCY RESPONSE- Sgt. Dave Rash, Walnut Sheriff, stated that the Walnut Station is the regional EOC and will handle D.B., San Dimas and Walnut. Service population will be between 6-7 million people served by 245 Dep. Sheriffs. Must consider persons with "special considerations" or circumstances when a JANUARY 18, 1997 PAGE 2 TOWN HALL MTG disaster takes place. Families must develop plans including where to meet in the event of a disaster. C/Werner - what about airline disasters? Suggested that everyone keep their gas tanks over half way full because gas pumps do not operate without electricity. C/Harmony - Asked whether there is current technology indicating where earthquake epicenters are without waiting for an hour to one and a half hours. Rash - DBARS can help provide that information. Reminded all that he is available to consult with through the Sheriff Station. CM/Belanger stated that the Sheriff Dept. has 2 pagers which indicate earthquakes 3.0 and over and shows where the epicenter is. Said information is available within minutes. COUNTY -WIDE AND LOCAL FIRE OPERATIONS - Asst. Chief Lockhart, L.A. County Fire Dept. - Emergency responses are not restricted to City boundaries. Staff 139 fire stations throughout the District. The resources in all stations are available during disasters. In response to C/Ansari regarding water resources, Chief Lockhart stated that, in the 1994 earthquake, a lot of water tanks failed causing a lack in firefighting water and drinkable water. A lot of bottled water was donated for persons to drink. Built above- ground water mains in a lot of areas. MPT/Herrera - Where are County bulldozers kept? Chief Lockhart stated that the transports do not move the equipment very quickly but that the bulldozers are used all over the count for disasters. When no disasters occur, the bulldozers are used for other projects such as routine maintenance. C/Werner - what areas in D.B. are most susceptible? Chief Lockhart - public facilities (schools, etc.), institutions, hotels, large office buildings, etc. INDIVIDUAL/FAMILY EMERGENCY PREPAREDNESS- Capt. Chuck Gutierrez - individuals and families are not properly preparing for a disaster. 50% of businesses without a plan did not return after being destroyed in the Whittier quake. Persons should be prepared for up to 7 days without assistance from emergency agencies. Displayed City emergency kit prepared for all employees. AREA OPERATIONS - Jerry Roach, OES, Area "D" - Four phases - preparedness, mitigation, recovery and ? JANUARY 18, 1997 PAGE 3 TOWN HALL MTG CARE AND SHELTER - Mel Sugarman, Red Cross - Work with "Disaster Action Team" in disasters. Help persons find new homes if their's is destroyed. Can help with first month's rent, utilities and locating furniture. SCHOOL DISTRICT OPERATIONS - Joanne Leone, PUSD - 36 schools in district, 4 within D.B. New high school will add one more to D.B. Schools have been outfitted with emergency supplies by the district. Clyde Evans, WVUSD - Earthquake preparedness - each school required to have a written disaster plan based on the fact that some students will need extra care. Ground control committee - all gates at schools to be locked, students only released to parents or designated friends. Food service committee - supplies generators for microwaves and refrigerators. Annual district -wide drills held with fire drills each month. Annual radio communication inspection. Schools inventory neighbors and local stores to provide support if necessary. C/Herrera thanked both School district representatives for their presentations. Debby O'Connor - Will students from elementary schools be moved to Lorbeer and how? Ms. Leone - that used to be the plan, but now students will stay at their own schools. Ms. O'Connor pointed out that food service for Lorbeer is provided by a contractor. How will they be taken care of? Ms. Leone - Will check this out. David O'Connor - would Districts release their radio frequencies? Ms. Leone - sure that it can be made available. CM/Belanger - Do the Districts jointly plan for disasters? Evans - Would probably link through the Red Cross to coordinate with PUSD, if necessary. Ms. Leone - Would work through the SEMS plan. Lloyd Stoa - Any training available to Volunteer Patrol? Could patrol receive the kit also? Oscar Law - There are plans for a senior building and a community center. Will have a basement to contain the DBARs radios and emergency supplies. Want to work with Edison to set up windmills to generate electricity for power to run whatever is needed.
