Brea Canyon Road, Diamond Bar, California. The purpose is to address/discuss open issues, current and future, including but not limited to, Pantera Park, the proposed Industry Materials Recovery Facility, and traffic. Werner Council Member Recycled paper CITY OF DIAMOND BAR "QUICK CAP" MINUTES TOWN HALL MEETING FEBRUARY 10, 1996 CALL TO ORDER: M/Ansari called the meeting to order at 9:12 a.m. at Heritage Park Community Center, 2900 Brea Canyon Road, Diamond Bar, CA. 2. PLEDGE OF ALLEGIANCE: Oscar Law led the Pledge of Allegiance. 3. ATTENDEES: Councilmembers Harmony, Herrera, Werner, MPT/Huff, M/Ansari STAFF PRESENT: Terrence L. Belanger, City Manager; David Liu, Deputy Public Works Director; James DeStefano, Community Development Director; Lynda Burgess, City Clerk; Kellee Fritzal, Administrative Assistant; Joe Dunn, Jones Intercable; Troy Butzlaff, Assistant to the City Manager and Larry Luter, Deputy, Walnut Sheriff. 4. MATERIALS RECOVERY FACILITY: CM/Belanger reported that the City of Industry is currently preparing its third Environmental Impact Report. D.B. is very concerned about the site chosen by Industry and has strongly opposed its development. D.B. and Walnut have joined forces to hire an environmental consultant and have contracted for special legal services to oppose the proposed location. The EIR is expected to be released in late Feb., early March. Staff and the consultants will be working on a review of the EIR. An extension of the review period will be requested so that D.B. and Walnut can adequately respond to the EIR. Craig Clute - Mentioned that he has heard of other proposed sites for the MRF. M/Ansari - Reported on the proposed MRF at EI Sobrante which will utilize prisoners from Chino to operate. Will begin construction within the next 6 to 7 months. In addition, Pomona is planning to build a MRF on the site of the old General Dynamics plant which will be operated by Taormina. In addition, Temple City is considering constructing a MRF. CM/Belanger - Location of project alternatives: Homestead, near Hacienda; Carrier, west of Azusa; Birtcher site to the west of Azusa; another near Valley at Azusa; Catellus near Metrolink and the Machlin site which was the original Industry proposal. Locally -elected State legislators continue to oppose Industry's MRF. Oscar Law - The City of Industry owns property in Tres Hermanos and have expressed interest in developing projects in that area that D.B. would be opposed to. Are we talking about a proposed political tradeoff? C/Harmony - He understood that Industry already has what it wants for Tres Hermanos. Stated that there was already a specific plan on the property. C/Werner - There is no specific plan on the property. The Council, nearly 4 years ago, participated with Industry in an economic analysis to explore land use and opportunities. There are no current land use policies other than what's reflected in D. B.'s General Plan. M/Ansari - Recent Four Corners Committee meeting - City Engineer for Industry talked about Tres Hermanos and stated that they had hoped to develop a large reservoir in that area but those plans were dropped. Still considering both potable and reclaimed water facilities. MPT/Huff - D.B. has been very clear that Industry's plans for Tres Hermanos is unsuitable for us. C/Harmony - Specific plan included reservoirs, the high school, a golf course, etc. CM/Belanger - Not a specific plan but a conceptual document that presented 3 alternative concepts for use of the property with a variety of goals for D.B. One of the goals was to identify an ideal high school site. No land use decisions have been made and no concepts have been selected. Industry purchased the property for Redevelopment Agency use for potable and non -potable water. Eastside Reservoir was developed which eliminated the Water District's need to develop a facility in Tres Hermanos. Conceptual plans are available but there are no commitments that accrue by D.B. or Industry as a result of this report. C/Harmony - re Bramalea agreement - does not the conceptual report for Tres Hermanos obligate the City similar to the agreement with Bramalea? CM/Belanger - Bramalea was a negotiated agreement. Tres Hermanos was a conceptual plan that did not obligate either party to perform in any way. C/Harmony - Would like staff to speak about the City's plans for Sunset Crossing. M/Ansari - Announced Commissioners in attendance: Don Schad, Planning; Joe Ruzicka, Chairman, Parks & Recreation Commission; Mike Goldenberg, Vice Chairman, Parks & Recreation Commission; Jack Istik, Chairman, Traffic & Transportation Commission; Dexter MacBride, former Councilmember recently elected to the Board of Trustees for Mt. Sac. Re the MRF: Of local concern is a new state-of-the-art facility in San Marcos which has recently been closed because they did not receive as much material as anticipated. CM/Belanger - Have to demonstrate a waste stream that will support such a facility. Industry can probably construct without providing a guaranteed waste stream from other cities. The EIR will spell this out more clearly. Jack Istik, 22607 Dry Creek Rd. - The MRF sounds better to call it a recycling facility but he felt that it would only be a rail transfer station for the San Gabriel Valley and maybe other areas as well. Industry has identified alternate sites because they are required to by law. Regarding Sunset Crossing, it is intended that funds be raised to expand the YMCA into a facility that can accommodate older children and adults rather than just small children. CM/Belanger - re proposal for Sunset Crossing - every General Plan version provided proposals for the western terminus with closing off access through to Industry. Proposals will be made for some type of park use as well as providing for parking for the Little League facility. Expansion of the YMCA and construc- tion of a skateboard facility are being taken into consideration. P & R Commission will consider all concepts and make recommendations to the Council. The intent is to make sure that traffic does not come through from Industry and destroy the neighborhood. Regarding traffic, the City has supported improvement of the freeway corridors to alleviate traffic impact on City streets. Have succeeded in getting HOV lane approved from 57 to 60 which will begin construction this year. Most important to D.B. are improvements to 57/60 interchange which has been approved for the 1996 improvement program. Council has met with legislators and appeared before CTC to make sure that the interchange project remains funded in the 1996 STIP which would begin construction in 2001. Re: local improvements - D.B. from Grand north will be resurfaced in the coming year. Undergrounding of utilities is currently being conducted by Edison. Resurfacing Pathfinder from D.B. Blvd. to Shaded Wood will be included as plans for resurfacing other roadways. Traffic study recently contracted for is the area near Quail Summit, Mt. Laurel, etc. which has experienced severe cut -through problems. Two workshops are anticipated to be held for the community to have input into the process probably beginning in April. Jack Istik - re: Sunset Crossing - consider narrowing to 40' width to give the street a "neighborhood" look. Many vehicles turn west on Sunset Crossing expecting access to the 60 fwy. CMlerner - Request CalTrans to provide better signage for the offramp located at Sunset Crossing. Perhaps involve them in the cost for resurfacing the street. Karl Fekete, 2220 Evergreen Springs, lives across from D.B. High. Complained about constant noise from high school. Thanked City for what has been done so far. C/Werner - Traffic issues could perhaps be addressed through school sub- committee. Large number of student automobiles trying to find parking in the area. Doesn't seem to be much effort by the School District to provide traffic management. Also include the Sheriffs Department in discussions. Craig Clute - Has seen very little cooperation from either school district regarding traffic issues near the schools. If the City is going to put up traffic control signs, there needs to be a means to enforce them. Wanted to know when more side- walks will be constructed in the neighborhoods surrounding D.B. High. Project on Brea Canyon cutoff has taken too long which causes traffic problems. Expansion of Park -N -Ride at 57/60 - what is status? Pathfinder bridge pedestrian walkway. C/Herrera left the meeting at 10:30 a.m. C/Werner - the sidewalks were on a list of public works deficiencies which were identified by the County when the City incorporated. No commitments were made by the City as to the completion of Brea Canyon cutoff. Still on City's improvement list. CM/Belanger - Fallowfield question - County project but staff doesn't know why it is not activated to provide relief for those exiting the fwy. 57/60 Park -N -Ride - will ask CalTrans as to what the current plans are since they requested City support quite some time ago. Brea Canyon Rd. at Cool Springs and Fountain Springs - has taken longer because there has been a desire to deal with the existing thoroughfares, particularly resurfacing. Issue has been incorporating the existing trees into the design for sidewalks, etc. Staff currently preparing a longer-term capital improvement program of at least 4 years which will include these projects. Oscar Law - Complimented David Liu and Kellee Fritzal in their dedication to work with the community. Re sidewalks - lives across from High School and approx. 300' west of school bus stop. Seems that students dislike using sidewalks but rather hang out in the street instead which causes further traffic problems. Requested Sheriff to issue jaywalking tickets on occasion. Would like City to discuss this problem with the School District. Dexter MacBride - Thanked Council for the Town Hall meeting to obtain community input. Read recent letter to the Editor of the Tribune re Prop 203, the school construction bond on the March 26, 1996 ballot. Encouraged Council to place an article in the Windmill expressing support for Prop 203. Don Schad - Re Larkstone Park - acquire State trees from all over the country. Can be obtained for free. What is status on funds for trails? Supports preserving Sandstone Canyon by whatever means are necessary. Thanked Council and staff for Town Hall. CM/Belanger re: Larkstone Park - met w/Dr. Hockwalt last week. With construction of new school and removal of the portable buildings at South Pointe, it needs to be decided as to where the trade of 3 gross acres currently called Larkstone Park can be accomplished to put the park in a practical location. Council school district subcommittee needs to meet with district to explore the issue. Regarding funding for the trails, he stated that City made application for grant projects which are currently being reviewed by the State resources agency—should have answer by April. Mr. Clute - Re Pantera Park - where was the developer when the neighborhood was developed? Why didn't he develop the park? CM/Belanger - Pantera is approx. 23 acres which was dedicated by the property owner and the County received Quimby funds. Most of the money went to County parks and, while the City received the property, the City did not receive funds from the County. City should have received approx. $300,000 from the County for this park. $1.4 million in discretionary funds and $400,000 in non - discretionary funds have been set aside for development. Concept has been. approved by Parks & Rec. Comm., Planning Comm. and City Council. Two developers (Arciero and JCC) owe the City replacement trees which will be placed in this park. Karen Jefferson asked what type of trees would be placed in the park? CM/Belanger stated that trees indigenous to D.B. will be used. Oscar Law asked what happened to the planned meeting room on the site. CM/Belanger explained that the Planning Commission did not feel that this location was most appropriate for a community center based on input received from neighborhood residents surrounding the park. Jack Gutowski, Kiowa Crest - WVUSD has own security dept. Regarding incident at Krikorian theatre, he was concerned about Capt. Waldie's reaction to this. Were persons involved in the incident known gang members? Do we have a gang problems in this area? Do we have a proactive plan to deal with youth in this community? CM/Belanger - Incident at the theatre was not gang -related but involved a couple who had too much to drink and were inconsiderate of others inside the building. Two off-duty sheriffs tried to escort them outside and a scuffle took place. One instigator was from Compton; the other was from D.B. There have been occasions of gang involvement in D.B. including the recent incident at the Jack-in-the-Box at D.B. Blvd. and Grand. D.B. does not have gang activity to the extent that other cities have been impacted and -citizens should not be overly concerned. Deputy Luter - Clarified that the 2 deputies at the Krikorian tried to stay outside the incident as much as possible. Editor of D.B. High Newspaper - not all students avoid crosswalks, wear baggy clothes, look like gang members, etc. D.B.H.S. currently has a dress code which is enforced. Karen Jefferson - Her 2 sons had been harassed by the Sheriff but Deputies could not take a report when her son was assaulted. Sheriff needs to be more supportive of youth rather than a negative force. M/Ansari - Perhaps invite Capt. Waldie to the next Town Hall meeting to address some of these issues. C/Harmony - Citizens have expressed concerns that they get too many tickets by Walnut Sheriff and that the Sheriff should spend more time controlling crime rather than writing tickets. 4. ADJOURNMENT: M/Ansari adjourned the meeting at 12:00 noon.
