HomeMy WebLinkAbout4/21/1999CITY OF DIAMOND BAR MINUTES OF THE ADMINISTRATIVE DEVELOPMENT REVIEW APRIL 21,1999 CALL TO ORDER: Deputy City Manager James DeStefano called the meeting to order at 5:40 p.m. in Suite 190, City Hall, 21660 E. Copley Drive, Diamond Bar, California. ROLL CALL: Present: James DeStefano, Deputy City Manager and Sonya Joe, Development Services Assistant, CONSENT CALENDAR: None PUBLIC COMMENTS: None CONTINUED PUBLIC HEARING: 1. Administrative Development Review No. 98-41 (pursuant to Code Section 22.72.020.C. and 22.72.060) is a request to construct a 7,332 square foot, two-story, single family r residence with a three car garage. (Continued from April 13, 1999) PROJECT ADDRESS: 1939 Derringer Lane (Tract No. 30091, Lot 75) Diamond Bar, CA 91765 PROPERTY OWNER: Salim and Maria Hanna 3 Chesterton, Chesterfield, MO 63170 APPLICANT: Elie Abinader 4400 East 7th Street #111, Long Beach, CA 90804 DCM/DeStefano stated the public hearing was continued to this date in order to allow staff the opportunity to review the revised plans that were submitted by the applicant on April 8, 1999, and to provide a status report with respect to whether this project was eligible for review by the Deputy City Manager acting as Hearing Officer. DCM/DeStefano reopened the public hearing. DSA/Joe presented staffs report. Staff recommends that, provided the applicant addresses and meets the preliminary recommendations, Administrative Development Review No. 98-41 be resubmitted for consideration by the Deputy City Manager for approval. DCM/DeStefano asked Elie Abinader if he understands the issues put forth by staff. Elie Abinader responded that he does not see any problem with meeting staffs recommendations. -r -- - ,.. �z _ _ _ APRIL 21, 1999 PAGE 2 DCM/DeStefano explained that staff is concerned that the ultimate design will meet the City Code's maximum height limit of 35 feet. To that end, staff needs to insure, through the project's conditions, that the project not exceed the 35 foot height limit. To accomplish this condition is to review°cross-sections as opposed to elevations - structural design as opposed to an architectural design with an artistic interpretation of the existing grade, and to have height limits verified by the City's building and engineering staff. The applicant and staff discussed the layout and consideration to meet the proposed conditions of approval. The applicant responded to DCM/DeStefano that this project received approval from "The Country Estates" Architectural Review Committee. DSA/Joe explained to the applicant's structural engineer the 35 foot height code requirement. The applicant indicated he will submit revised plans to staff by April 28, 1999, for consideration on May 11, 1999. DCM/DeStefano continued Administrative Development Review No. 9841 to 6:00 p.m., May 11, 1999, in' the SCAQMD Auditorium, 21865 E. Copley Drive, Diamond Bar, California. PUBLIC HEARING: None With no further business to conduct, DCM/DeStefano adjourned the Administrative Development Review at 6:05 p.m. to Tuesday, May 11, 1999 at 6:00 p.m. in the South Coast Air Quality Management Auditorium, 21865 E. Copley Drive, Diamond Bar, California. Respectfully, James DeStefano y Deputy City Manager DCM/DeStefano explained to the applicant's structural engineer that they should consider reducing the front yard setback to 26 feet. He said he would encourage a reduced foot setback if it would result in either a reduction of the height of proposed walls or in the number of walls. In addition, when the structural work is completed and the number of walls or height of the walls is reduced, the bulk and mass of the structure should be reduced which may result in a cost savings to the applicant.
