MINUTES OF THE ADMINISTRATIVE DEVELOPMENT REVIEW
JUNE 30, 1994
CALL TO ORDER
Community Development Director James DeStefano called the meeting to order at
6:10 p.m-. at Diamond Bar City Hall, 21660 E. Copley Dr., Diamond Bar, CA.
ROLL CALL
Present: Community Development Director James DeStefano, Associate
Planner Robert Searcy, and applicant Frank Piermarini.
Absent: None.
CDD/DeStefano announced this meeting was a continuance from Monday, June
27, 1994, at 6:00 p.m. at South Coast Air Quality Management District. That
meeting was adjourned to June 30, 1994, 6:00 p.m. at Diamond Bar City Hall,
Suite 190.
MINUTES
1. Amendment and approval of minutes was tabled until the next regular meeting
of the Administrative Development Review.
CONTINUED PUBLIC HEARING
2. Administrative Development Review No. 94-4. A request to construct a new
two story single family residence. The new structure will be approximately
7,512 sq. ft. The project site is a vacant lot located at 2839 Wagon Train
Lane.
AP/Searcy reported that this is a request to construct a two-story single-family
residence of approximately 7,500 square feet on a lot of approximately one
acre. The property is zoned R-1/40,000, and the proposed project conforms to
the draft General Plan. The subject property is an irregular, rectangular shape.
Though there are oak trees on the property, the proposed plan would not
impact them, and there are no other significant trees or plants on the property.
The residence would have two two -car garages, one on each side of the main

entrance. On the main floor would be a kitchen, dining room, living room,
music room and library. The second floor would have a master bedroom, three
additional bedrooms, a recreation room, a deck, and a bridge which opens to
the kitchen on the first floor. A pool and spa are proposed for the backyard,
separated from the pad area by a series of walls. The applicant has submitted
a preliminary landscaping plan for the project. The proposed development is
compatible with both the lot size and shape and the prevailing character of .the
neighborhood.
Frank Piermarini asked staff about their findings relating to the Department of
Fish and Game Requirements. AP/Searcy responded that the project would
have no direct impact upon fish or wildlife as regulated by DF&G, and informed
Mr. Piermarini of the appropriate fees for such cases.
CDD/DeStefano sought clarification from AP/Searcy about the building
restrictions on a part of the property. AP/Searcy responded that the restrictions
related to construction of structures, which has not been proposed as a part of
this project.
CDD/DeStefano asked about the flat grass area below the proposed pool, and
AP/Searcy informed him that it would not be retained by a wall but would
naturally level off.
Responding to CDD/DeStefano, Mr. Piermarini stated that the wet bar proposed
for the family room would contain no cooking facilities, nor would the coffee bar
proposed for the second -floor master bedroom.
Mr. Piermarini stated that the height of the building did not exceed 35 feet.
CDD/DeStefano asked Mr. Piermarini about the exact depth of the front yard
setback, to which Mr. Piermarini responded with 34 feet.
Mr. Piermarini stated that, although there is dirt stockpiled on the site, it has not
yet been graded.
CDD/DeStefano asked about the apparent inconsistency between the site and
landscape plans concerning the gazebo in the rear of the property. Mr.
Piermarini responded that the area in question was not a gazebo, but a
barbeque area. He assured staff that any inconsistencies in thel plans would be
remedied.

CDD/DeStefano suggested a change to the Conditions of Approval involving
condition 3 on page 4, extending the grant period from one to two years. A
request for an extension of time could be submitted to the City 60 days prior to
the expiration of the grant.
In response to Mr. Piermarini's question, CDD/DeStefano outlined the costs
involved in such an application for an extension of time.
CDD/DeStefano closed the public hearing.
CDD/DeStefano approved ADR 94-4, with the findings of fact and conditions as
listed, including the indicated amendment.
PUBLIC COMMENTS
In response to Mr. Piermarini's question, CDD/DeStefano explained the procedure for
the cancellation of the extension of time relating to another project.
ADJOURNMENT
With no further business to conduct, CDD/DeStefano adjourned the meeting at 6:25
p.m.
