MINUTES OF THE ADMINISTRATIVE DEVELOPMENT REVIEW
JANUARY 10, 1994
CALL TO ORDER: Community Development Director James DeStefano called the
meeting to order at 6:10 p.m. at the South Coast Air Quality
Management District Auditorium, 21865 E. Copley Drive, Diamond
Bar, California.
ROLL CALL: Community Development Director James DeStefano and Planning
Technician Ann Lungu.,
MINUTES: CDD/DeStefano approved the minutes of November 22, 1993, as
presented.
Nov. 22, 1993
PUBLIC HEARING: PT/Lungu reported that ADR 93-20 is a request made by the
applicant, Mr. Piermarini, to construct a new 7,043 square foot
ADR 93-20 two story single family residence, located at 1821 Diamond Knoll
(lot #11) in "The Country", to include a four car garage, -swimming
pool, spa, covered patio, and retaining wall. The project is in the
R-1-10,000 zone, and complies with all the City's development
standards, except for the location ofthe pilasters in the front yard
setback. PT/Lungu noted that the applicant still needs to receive
architectural approval from "The Country". It is recommended
that the Community Development Director approve the project,
with the conditions listed within the resolution.
CDD/DeStefano declared the public hearing opened, and invited
those wishing to speak to come forward.
CDD/DeStefano explained to the audience that even though Mr.
Piermarini's subdivision has been approved by the Planning
Commission, per City Ordinance, all new single family homes must
undergo a public hearing review.
PT/Lungu explained that all the conditions set forth in the original
approval still apply, in addition to any conditions set forth during
this Administrative Development Review hearing.
CDD/DeStefano reviewed the elements of the proposed project.
Mr. Vakil, a neighbor, expressed concern that the proposed
retaining wall be made more aesthetically pleasing then the
existing crib wall.

Hearing no one else wishing to speak, CDD/DeStefano declared
the public hearing closed.
CDD/DeStefano, noting that the grant is proposed for a one year
period, which requires substantial construction to commence
during that time period, inquired of the, applicant if one year is
enough time to get the project underway.
Mr. Piermarini stated that he does not see a problem with
beginning substantial construction within the one year period, as
long as he would be allowed an extension if a problem occurred
with financing.
CDD/DeStefano approved ADR 93-20 with the findings of fact and
conditions listed in the staff report. CDD/DeStefano stated that,
for the record, this project is the implementation of a previously
approved final tentative subdivision, with no major issues with
respect to the General Plan. The City Attorney has reviewed the
issues pertaining. to the approval of administerial projects and
administrative development review hearings, and has issued
opinions in December of 1993 that further permit the approval of
this kind of project.
ADR 93-21 PT/Lungu reported that ADR 93-21 is a request made by the
applicant, Mr. Piermarini, to construct a new 8,126 square foot
two story single family residence, located on Diamond Knoll lot #1
in "The Country", to include a four car garage, 1,269 square foot
swimming pool enclosure attached to the home, two balconies,
and a retaining wall with a maximum height of five feet. The
project complies with all the City's development standards, except
for the structures within the 20 foot front yard setback. PT/Lungu
noted that the applicant still needs to receive architectural
approval from "The Country". It is recommended that the
Administrative Development Director approve the project, with the
conditions listed within the resolution.
CDD/DeStefano declared the public hearing opened and invited
those wishing to speak to come forward.
There being no one in the audience wishing to speak,
CDD/DeStefano declared the public hearing closed.

CDD/DeStefano approved ADR 93-21 with the findings of fact and
conditions listed in the staff report, and subject to his approval of
the enclosed swimming pool structure. � He stated that the City
Attorney's opinion indicated at the last hearing item applies to this
hearing item as well.
ADJOURNMENT: With no further business to conduct, CDD/DeStefano adjourned
the meeting at 6:40 p.m,
