HomeMy WebLinkAbout6/12/2008CITY OF DIAMOND BAR MINUTES OF THE TRAFFIC AND TRANSPORTATION COMMISSION MEETING JUNE 12, 2008 CALL TO ORDER: Chairman Mok called the meeting to order at 7:05 p.m. in the South Coast Air Quality Management/Government Center Hearing Board Room, 21865 Copley Drive, Diamond Bar, California 91765. PLEDGE OF ALLEGIANCE: Commissioner House led the Pledge of Allegiance. ROLL CALL: Commissioners Kevin House, Liana Pincher, Michael Shay, Chairman Kenneth Mok Vice Chairman Jimmy Lin arrived at 7:09 p.m. Also Present: David Liu, Public Works Director; Kimberly Molina, Associate Engineer; Christian Malpico Perez, Associate Engineer, and Marcy Hilario, Senior Administrative Assistant. APPROVAL OF MINUTES: 14. Minutes of the May 8, 2008 regular meeting. C/Pincher moved, C/Shay seconded, to approve the May 8, 2008 minutes as presented. Motion carried by the following Roll Call vote: AYES: COMMISSIONERS: House, Pincher, Shay, Chair/Mok NOES: COMMISSIONERS: None ABSENT: COMMISSIONERS: VC/Lin 11. PUBLIC COMMENTS: Jennea Wall said she came before the Commission Earlier this year requesting a crossing guard at the intersection of Diamond Bar Boulevard at Mountain Laurel. The crossing guard was hit toward the end of the school year and she is asking if the Commission would consider a "no right turn" on red at that intersection. In addition, several parents noticed that there were a number of days when the crossing guard was not present. She also said she was having a difficult time getting off of the freeway at Grand Avenue because drivers coming down Grand Avenue are impeding the intersection. Staff was made aware of the accident and is in the process of designing a right turn on green signaling from southbound Diamond Bar Boulevard to westbound Mountain Laurel. JUNE 12, 2008 PAGE 2 T&T COMMISSION IV. V VI ITEMS FROM STAFF: A. Received and Filed Traffic Enforcement Updates for: 1. Citations: 2. Collisions: 3. Street Sweeping: March, April & May 2008 March, April & May 2008 March, April & May 2008 C/Pincher asked staff about "spotty" parking enforcement and PWD/Liu responded that the Sheriffs Department has difficulty hiring additional CSO's. Diamond Bar has only one full-time CSO (Community Services Officer) who does nothing but ticket on street sweeping days. The current officer is doing the best possible job to balance fairness by visiting streets alternately. PWD/Liu responded to C/Shay that lack of a CSO has nothing to do with the budget and to C/House that the CSO is paid by the City. PWD/Liu introduced new staff member Christian Malpico Perez who will manage the new Traffic Management Center. STATUS OF PREVIOUS ACTION ITEMS — None ITEMS FROM COMMISSIONERS C/House said at alPoly Pomona and reportyed the very ed ove n what he learned. y 10th Traffic Commissioner's thanked the workshop held at CaIP y City for allowing him to attend. C/Pincher talked about reading the City Newsletter and felt there were many important articles for residents. She would like to have other items included as reminders such as disallowment of cars parked on lawns; the fact that Waste Management will make special pickups four times a year (spring cuttings, etc.); reminders that homeowners are responsible for upkeep of their parkways; etc. C/Pincher also mentioned that the south side of Pathfinderfrom Evergreen Springs to Diamond Bar Boulevard needs maintenance. C/Shay agreed with C/Pincher's comments. VC/Lin reiterated that the traffic volume has decreased. He complimented the traffic enforcement activities in the City. INFORMATIONAL ITEMS: A. NTMP — Sunset Crossing Road and Prospectors Road — SENee stated that the final design plans are complete and staff is fine-tuning its application to Caltrans in order to obtain permission to advertise the project, a two-month process. JUNE 12, 2008 PAGE 3 T&T COMMISSION B. Traffic Signal Interconnect Links — Phase I — SE/Yee reported that the project is underway. C. Verizon's FIOS Project— SE/Yee said the project has been in progress since late April. D. Grand Avenue Street Improvements — Phase III — SE/Yee reported that the low bid for the project came in at $1.2 million. On June 3`d, City Council awarded the contract; construction slated to commence the end of June/beginning of July. E. Lemon Avenue Red Curb — SE/Yee explained that the City Council approved a resolution for installation of 150 feet of red curbing to improve the line -of -sight at the Walnut Valley School District driveway on Lemon Avenue. F. Industry's Grand Avenue Bridge Widening/Interchange Project — PWD/Liu stated that two weeks ago, the City of Industry provided Diamond Bar with a Draft Project Report. Diamond Bar has compiled a list of comments to convey to the City of Industry. G. Lemon Avenue On/Off Ramps Project — SE/Yee related that the project team is looking for direction from the City Council on July 15th for one of the preferred alternatives. Commissioners are invited to participate in the July 15th Study Session. I�. SR57/60 Feasibility Study— PWD/Liu reported that about two weeks ago staff received information regarding right-of-way impacts and construction cost for the three alternative solutions. I. Diamond Ride (Dial -A -Cab) Program — PWD/Liu stated that staff would provide its report to Council on June 17th for review and discussion. J. 2007-2008 CDBG Curb Ramp Project —AE/Molina reported that 13 bids were received at the June 5th public bid opening with the lowest bidder being CJ Construction with a bid of $39,062.50. At its June 17th meeting, Council will consider awarding the contract to CJ Construction. Construction is slated to commence the beginning of July with completion scheduled for the beginning of August. H:. NTMP — Palomino Drive — AE/Molina stated the preliminary set of completed plans was forwarded to the Fire Department for approval and today staff received approval. L.. Residential —Area 4/Arterial, Zone 2 SlurrySeal Project—AE/Molina explained that the Engineer estimated the project at a cost of $1.77 million. Plans and bids were advertised on April 29, 2008 as an ARAM and chip seal project in conjunction with the Slurry Seal Project. Bid opening was scheduled for May 29th and was extended by addendum to June 5t due to projected cost increases. A second addendum was issued extending the bid opening to June 11thdue to changing the project from ARAM to rubber chip seal. Bids were opened with a low bidder of $1,696,123.90. After review of the low bidder's documents staff discovered that per code, the bidder did not list one of its sub contractors. The City Attorney determined that the first bidder be declared non-responsive and the City award to the second bidder, American Asphalt South whose bid was $1,712,430.50. Staff will present this contract to City Council for consideration on June 17th JUNE 12, 2008 PAGE 4 T&T COMMISSION M. Chino Hills Parkway Street Rehab Project — AE/Molina stated that on Wednesday, June 4th the City received five proposals. The proposals have not yet been reviewed. VII.
