HomeMy WebLinkAbout9/11/2003CITY OF DIAMOND BAR MINUTES OF THE TRAFFIC AND TRANSPORTATION COMMISSION September 11, 2003 CALL TO ORDER: Chair Morris called the meeting to order at 7:05 p.m. in the South Coast Air Quality Management/Government Center Hearing Board Room, 21865 E. Copley Drive, Diamond Bar, California 91765. PLEDGE OF ALLEGIANCE: Chair/Morris led the Pledge of Allegiance and memorial to the September 11, 2001 tragedy. ROLL CALL: Present: Chair Morris, Vice Chair Pincher and Commissioners Kashyap, Torng and Virginkar. Also Present: David Liu, Public Works Director, Sharon Gomez, Senior Management Analyst; John Ilasin, Assistant Engineer; Debbie Gonzales, Administrative Assistant and Deputy Mark St. Amant. II. APPROVAL OF MINUTES: A. Minutes of August 14, 2003. VC/Pincher moved, C/Kashyap seconded to approve the August 14, 2003 minutes as presented. Without objection, the motion was so ordered with Chair/Morris and CNirginkar abstaining. III. COMMISSION COMMENTS: None Offered. IV. PUBLIC COMMENTS: Jeanie Robertson, 23005 Happy Hollow Road, said she found it difficult to maintain a maximum speed of 25 mph speed limit for northbound traffic on Prospectors Road from Golden Springs Drive to the SR 57 because of the topography. She felt the speed should be increased to 35 mph. Chair/Morris explained that Prospectors Road is a residential street and the speed limit for residential streets in California is 25 mph. PWD/Liu concurred with Chair/Morris. As a matter of information, staff is currently updating its citywide speed survey data and is looking at the specific conditions along that particular stretch of roadway. V. CONSENT CALENDAR: None VI. ITEMS FROM STAFF A. Traffic Enforcement Update — Report by Deputy St. Amant - Received and filed on the following items: September 11, 2003 PAGE 2 1. Citations: July 2003 2. Collisions: July 2003 3. Radar Trailer Development 3. Results of Traffic Operations 4. Results of Traffic Operations 5. Future Deployment of the Radar Trailer T&T COMMISSION B. Presentation and demonstration by Fortel Traffic, Inc. Officials. Fortel introduced a multipurpose sign designed for calming traffic. The equipment displays a vehicle's actual speed and is designed to alert the motorist of their speed and to encourage them to slow down. Vll. OLD BUSINESS: None VIII. NEW BUSINESS: A. Multi -way Stop Signs at S. Palo Cedro Drive/Eaglenest Drive. SMA/Gomez presented staff's report. Staff recommends that the Traffic and Transportation Commission concur with staff's recommendation to install Multi -way Stop Signs at the intersection of S. Palo Cedro Drive and Eaglenest Drive. Robert Bruns, 144 S. Palo Cedro Drive, spoke in favor of the stop sign installation to mitigate speeding traffic on the blind hill. Irene Davis, 157 S. Palo Cedro Drive was concerned about having a stop sign installed in front of her residence. SMA/Gomez stated that staff considers the residential landscape and driveway to avoid potential conflicts when stop sign installation is considered. C/Virginkar moved, /Torng seconded, to approve staff's recommendation to install Multi -way Stop Signs at the intersection of S. Palo Cedro Drive and Eaglenest Drive. Stop Signs on High Knob/Seagreen Drive. SMA/Gomez presented staff's report. Staff recommends that the Traffic and Transportation Commission concur with staff to consider Stop Signs (from one-way stop to three-way stop) on High Knob Road and to consider the installation of 50 feet of centerline striping on High Knob Road for channelization at the intersection. Chair/Morris acknowledged emails from residents Don Cerrina, 24234 Seagreen Drive, said that since moving into his home in July he has observed most traffic exceeding the speed limit on his street. Kai Ponte, 24226 Seagreen Drive, said he appreciated SMA/Gomez's study and recommendation on this matter. Chair/Morris thanked Mr. Ponte for his thoughtful input to the Commission. It is very helpful for the Commission to receive possible solutions to problems posed by residents. SMA/Gomez thanked Mr. Ponte for his input. It is likely that the City's Engineer would be taking steps to install traffic calming measures and that the Commission would not have to revisit this matter. She said she would stay in touch with Mr. Ponte regarding future mitigation. Christine Valenciana, 24205 High Knob Road, was glad that the Commission was considering this matter and grateful to her neighbor for bringing this to the City's attention. She thanked SMA/Gomez for response to residents' concerns. She was pleased that staff was considering a traffic signal at the intersection. Her property and vehicles have suffered considerable damage due to speeding vehicles. Due to the topography and speeding vehicles, there is a serious problem in her neighborhood. She felt speed humps would be more effective than stop signs. Chair/Morris felt it would be helpful to educate the City's drivers. CNirginkar suggested instituting an educational program like the one used by the City of Garden Grove. Chair/Morris asked staff to agendize discussion of traffic education. VC/Pincher wondered if "Neighborhood Watch" could help educate residents. C/Torng suggested residents consider requesting installation of a speed hump. September 11, 2003 PAGE 4 T&T COMMISSION C/Virginkar moved, C/Torng seconded, to approve staff's recommendation for Stop Signs (from one-way stop to three-way stop) on High Knob Road and to installation of 50 feet of centerline striping on High Knob Road for channelization at the intersection. IX. STATUS OF PREVIOUS ACTION ITEMS: X. ITEMS FROM COMMISSIONERS: Chair/Morris commended staff on their attention to detail and response to residents in light of the current financial constraints. XI. INFORMATIONAL ITEMS: Staff reported on the following items: A. Diamond Bar High School Traffic Signals/Circulation B. CalTrans 57/60 interchange improvements C. Adel/Gerndal Neighborhood Traffic Management Meeting VC/Pincher felt that the meeting was very positive and an excellent example of true neighborhood involvement. XII. SCHEDULE OF FUTURE CITY EVENTS — as agendized.
