MINUTES OF THE TRAFFIC AND TRANSPORTATION COMMISSION
JUNE 14, 2001
CALL TO ORDER:
Chairman Virginkar called the meeting to order at 7:05 p.m. in the South Coast Air Quality
Management District Headquarters Hearing Board Room, 21865 East Copley Drive, Diamond Bar,
California.
PLEDGE OF ALLEGIANCE:
The audience was led in the Pledge of Allegiance by Commissioner Leonard.
ROLL CALL:
Commissioners: Chairman Arun Virginkar, Vice Chairman Jack Istik, and
Commissioners Joseph Kung, Joyce Leonard and Roland Morris.
Also Present were: David Liu, Director of Public Works; Kirk Phillips, Associate
Engineer; John Ilasin, Assistant Engineer; Linda Smith, Development Services Assistant;
Sharon Gomez, Administrative Assistant, and Deputy Diane Dodd, DB/Walnut Sheriff's
Station.
II. APPROVAL OF MINUTES
A. Minutes of April 12, 2001.
VC/Istik moved, C/Kung seconded, to approve the April 12, 2001 meeting minutes.

IV PUBLIC COMMENTS: Ray Hallenbeck, 208 Navajo Springs Road, said that stop
signs at EI Encino Drive and Decorah Road and Del Sol Lane have not mitigated the speeding
vehicles in his area. In fact, the problem may be worse than it was prior to installation of the
stop signs. He explained why he believes that speed humps are needed. He presented a
petition signed by 57 residents of the area requesting installation of a speed hump.
Craig Klute 21217 Fountain Springs Drive, suggested that the Commission consider
implementation of Part 2 of Plan 1 of the Neighborhood Traffic Study - the installation of
chokers on Fountain Springs and Cold Spring as recommended by the traffic engineer.
Additionally, residents would like for the City to consider installation of traffic islands as part of
the Brea Canyon Road Project. He also asked for increased traffic and parking enforcement
in the area. Either enforce the signs around the high school or remove them.
V CONSENT CALENDAR: None
VI OLD BUSINESS:
A. Grand Avenue at Cleghorn Drive Traffic Concerns - Report by AE/Phillips.
Staff recommends that the Traffic and Transportation Commission receive public
comments and discuss the Traffic concerns at Grand Avenue and Cleghorn Drive and
consider a modification to the striping and include botts dots on the striping.
Janet Gagner, 1171 Cleghorn Drive, said she and her family have heard, seen and
personally witnessed hundreds of accidents at the corner of Cleghorn Drive and Grand
Avenue. Her tract is the only one in the City that does not have a traffic signal exit.
Instead of botts dots, she recommended three foot pegs (delineaters) to separate traffic
lanes. She believed that a public transportation connection between Chino Hills and
Valley Boulevard would help to alleviate the traffic on Grand Avenue.
DPW/Liu informed the attendees that the City Council will consider the installation of a
traffic signal at Clear Creek Drive as part of the FY 2001-2001 budget. Staff prefers to
install Botts dots as an initial mitigation measure and monitor their effectiveness.

B. Chaparral Middle School Traffic Concerns - Report by DSA/Smith.
Jan Keating, Principal, Chaparral Middle School, said it is imperative that the safety of
the school's students be preserved.

Steve Carr, Counselor, Chaparral Middle School, reviewed traffic problems at the
school, issues related to the basic traffic problem and offered the following solution: 1)
Place a "Yield" sign on Spruce Tree Drive at Iron Bark Drive for people attempting to
make a right turn onto Iron Bark Drive.
David Little, 22910 Aspen Knoll Drive, explained why he disagrees with the installation
of a "Yield" sign. He cannot exit his neighborhood and there is no outlet at Spruce Tree
Drive and Mountain Laurel Way. Traffic backs up to the top of the hill. In 1998 he
suggested the installation of three way stop signs at Spruce Tree Drive and Mountain
Laurel Way as well as, Iron Bark Drive and Spruce Tree Drive. A "Yield" sign is not fair
to the residents. The first priority is safety for the students and the second important
issue is respect for the residents.
Steve Tye, Chinook Place, said he believes Mr. Little's solution of three way stop signs
at Iron Bark Drive and Spruce Tree Drive and Mountain Laurel Way and Spruce Tree
Drive would do a great deal to relieve the problem. In addition, he recommended a left
turn signal leaving Mountain Laurel Way and entering Diamond Bar Boulevard.
Following extensive discussion of various options, the Commissioners concurred to
request staff to prepare an analysis of all options at the July meeting. The
Commissioners requested that minutes of the meetings during which this issue was
discussed should be included in the report.
DPW/Liu said that in staff's opinion, mitigation requires the full cooperation of residents,
students, parents and the school district. Staff feels that the mitigation measures
suggested this evening will result in some improvements. The school district's
resources are limited. However, that does not mean that the City should not continue
to work with the school district toward a more satisfactory resolution.
C. Sunset Crossing Road Speeding Concerns - Report by AE/Phillips.
Mr. Hallenbeck reiterated his concerns about speeding vehicles in his neighborhood.
He asked for traffic statistics.
Following discussion, C/Leonard moved, VC/Istik seconded, to accept staff's
recommendation to have increased enforcement on the posted 30 MPH limit on Sunset
Crossing Road between Del Sol Lane and Diamond Bar Boulevard as well as,
additional placements of the speed trailer on an "as needed" basis to monitor the
Navajo Spring Road, Decorah Road, Sunset Crossing Road area.
DPW/Liu responded to VC/lstik's question regarding consideration of a 25 MPH speed
limit on Sunset Crossing Road, that the street does not meet the CVC requirement for
being a residential street. In his opinion, if Bower Cascade Place at Sunset Crossing
Road does not meet the all -way -stop warrant, Navajo Spring Road will not meet the
warrant. Staff can present other options for consideration such as Botts dots or speed
humps along Navajo Spring Road.

VC/Istik requested discussion of speed humps in response to the residents' petition.
The Commission concurred to request staff to agendize this matter for discussion.
VII NEW BUSINESS:
1. Neil Armstrong School Traffic Concerns/Circulation - Report by DSA/Smith.
Erwin Hildenhagen has two foster children currently attending Neil Armstrong School.
Over the past 11 years he has had 195 foster children attending Neil Armstrong. The
last six months the traffic has been very bad - double parking, parking in the crosswalk,
making illegal u -turns, etc. He believes enforcement should be increased in the area.
He does not believe a crosswalk will help the situation. A crossing guard might help,
but enforcement is the most important aspect of curing the situation.
C/Leonard moved, C/Morris seconded, to recommend re -installation of a ladder type
crosswalk at Clearview Crest Drive at Chicora Drive with necessary red curbing as
recommended by staff and approval of a crossing guard for the crosswalk at Clearview
Crest Drive at Chicora Drive as well as, heavier enforcement at peak school hours as
recommended by staff. Motion carried by the following Roll Call vote:

VIII STATUS OF PREVIOUS ACTIONS ITEMS: DPW Liu reported that at its May 15
meeting the City Council adopted the Recreation Trails and Bicycle Route Master Plan. On
June 5 the City Council approved the Brea Canyon Road Streetscape Project plans and
specifications. On June 12 the Planning Commission found the Capital Improvement Program
to be in compliance with the General Plan.
IX ITEMS FROM COMMISSIONERS: C/Morris recommended a joint meeting
between staff, school officials and law enforcement to discuss school enforcement related
issues for a better understanding of enforcement resource availability.
C/Leonard suggested the school districts be encouraged to appoint a task force to include law
enforcement, AAA, school officials, etc. to promote more education in the schools about
school traffic related issues, encourage parents and residents to consider other routes to and

from the schools and residences, and speak realistically about enforcement.
Chair/Virginkar is concerned that when residents voice their concerns about the lack of traffic
enforcement there is no feedback about the City's activities. Month after month residents
come before the Commission to voice their concerns about lack of enforcement and the
Commission has no information available to respond to indicate that enforcement has been
increased in certain areas of concern. He would like for the City to be accountable to the
residents and provide direct response to their requests.
DPW/Liu suggested the Commission send a memorandum to the City Council about its wishes
regarding traffic enforcement.
DPW/Liu reported that CM/Lowry has asked Captain Yim to prepare a public safety program
for D.B. Staff members will be designated to work with the Sheriff's Department,
neighborhood residents, community groups, etc.
