HomeMy WebLinkAbout2/22/20011 1 1 PARKS & RECREATION TRAFFIC & TRANSPORTATION JOINT MEETING RECREATIONAL TRAILS AND BICYCLE ROUTE MASTER PLAN FEBRUARY 22, 2001 CALL TO ORDER: P&R/Chair/Finnerty and T&T/Chair/Morris called the Joint Meeting of the Parks & Recreation and the Traffic & Transportation Commissions to order at 7:15 p.m. in Room CC -8 of the SCAQMD Headquarters Building, 21865 E. Copley Drive. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Parks & Recreation Chairman Annette Finnerty, ROLL CALL: Parks & Recreation Chairman Annette Finnerty, and Commissioners Jeff Hull, Mark St. Amant and Marty Torres. Vice Chairman Patty Anis was excused. Traffic & Transportation Chairman Roland Morris, Vice Chairman Arun Virginkar and Commissioners Joyce Leonard and Joseph Kung. Commissioner Jack Istik arrived at 7:20 p.m. Staff Members Present: Bob Rose, Community Services Director; David Liu, Director of Public Works; Gary Olivas, Recreation Superintendent, Marsha Roa, Community Services Assistant; Kirk Phillips, Associate Engineer and Marisa Somenzi, Administrative Secretary. Also Present: Marlene Roth, The Roth Group MATTERS FROM THE AUDIENCE: None Offered. CONSENT CALENDAR: 1.1 Approval of Minutes of the January 25, 2001 Joint Meeting of the Parks & Recreation Commission and the Traffic & Transportation Commission. P&R/C/Hull moved, T&T/VC/Virginkar seconded, to approve the minutes as presented. Motion carried with T&T/C/Leonard and T&T/C/Kung abstaining. RECREATIONAL TRAILS AND BICYCLE ROUTE MASTER PLAN - Presentation by Marlene Roth, The Roth Group 1) Finalize plan goals and consider prioritization. FEBRUARY 22, 2001 PAGE 2 JOINT MEETING PARKS & REC COMMISSION/ T&T COMMISSION Marlene Roth stated that in general, workshop participants agreed with the overall plan goals. Commissioners concurred with the draft prioritization. Marlene Roth urged the Commissioners to recommend that the City Council approve a public information brochure showing the trails as well as, existing schools, existing parks, city hall, etc. San Juan Capistrano paid $8,000 to $9,000 for 5,000 copies including the artwork. P&R/C/Hull suggested that local Realtors be asked to participate in the cost of the brochure. Marlene Roth recommended that the Commissioners suggest to the City Council that alternative funding sources, such as local businesses and service organizations, be considered for support of master plan recommendations. P&R/C/St. Amant stated that one of the workshop participants suggested selling advertising on trash cans along Diamond Bar Boulevard to pay for master plan recommendations. T&T/Chair/Morris believes safety concerns should be addressed in the brochure. For instance, are steep grades and grade crossings, etc. safe for bicycle riders. 2) Confirm recommended bicycle routes and proposed classifications. The Commissioners concurred to state that secure bicycle storage facilities and showers are desirable at business locations. 3) Confirm proposed trail locations/designations. Commissioners concurred that recreational trails should not be limited to use except for no motorized vehicles. 4) Identify and confirm trailhead locations. 5) Identify and confinn bicycle route rest stop locations. P&R/Chair/Finnerty said that in addition to those proposed, she would like a rest stop on Diamond Bar Boulevard at Steep Canyon Road. P&R/C/Torres said he would like a rest stop at Pantera Park at the top of the hill adjacent to the water tower. 6) Review cost elements for trails/routes and features. FEBRUARY 22, 2001 PAGE 3 JOINT MEETING PARKS & REC COMMISSION/ T&T COMMISSION T&T/C/Leonard suggested hiking trail/bike trail type A features be incorporated into the Copley Drive/SCAQMD area. 7) Discussion of issue of joint use or exclusive use of trails for cross-country (off- road) bicycling and recreational cross-country jogging or hiking. FUTURE MEETING SCHEDULE: The Commissions concurred to schedule their next joint meeting for March 8, 2001 at 7:00 p.m. Marlene Roth asked Commissioners to be thinking about possible topics they may wish to speak on when the consultant and Commissions make their presentation to the City Council.
