JOINT MEETING
September 28, 2000
CALL TO ORDER: PR/Chair/Finnerty and T&T/Chair/Mozris called the Joint Meeting
of the Parks and Recreation and the Traffic & Transportation Commissions to order at 7:10 p.m. in the
SCAQMD Headquarters Building, Room CC -8, 21865 E. Copley Drive.
PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Parks and Recreation
Commissioner Jeff Hull.
ROLL CALL: Parks and Recreation Chairman Annette Finnerty, Vice Chairman
Patty Anis and Commissioners Hull and St. Amant.
Commissioner Marty Torres was absent.
Traffic and Transportation Vice Chairman Arun Virginkar and
Commissioners Istik and Kung.
Chairman Roland Morris and Commissioner Joyce Leonard -Colby
were absent.
Staff Members Present: Bob Rose, Community Services Director; David Liu, Director of
Public Works; Gary Olivas, Recreation Superintendent; Marsha Roa, Community Services Assistant; John
Ilasin, Assistant Engineer, and Marisa Somenzi, Community Services Administrative Secretary.
MATTERS FROM THE AUDIENCE: None Offered.
Marlene Roth, The Roth Group, introduced Joe Foust, Civil and Transportation Engineer, who is part of the
consulting team responsible for completing a survey of the bike routes.
CITYWIDE COMPREHENSIVE TRAILS MASTER PLAN - Recreation Trails and Bicycle Routes -
Presentation by Marlene Roth, The Roth Group.
Marlene Roth explained that the City has been broken into three areas to create a map that is at a scale of
about 1 inch equals 600 feet. Aerial maps have been used as a base for purposes of orientation. The
discussion today includes determining a time -frame for the work that is being done. Are there facilities
that are available now that can be used and easily implemented without a large expenditure of funds or
with funds that are already included in the capital improvement budget. These types of facilities are
' termed "immediate." Secondly, there might be improvements, trails or routes that can be implemented
in an intermediate time -frame (5 to 10 years) and that are possible to achieve. Thirdly, there would be

future activities which would be things that the City would ideally like to have but at the present time it
does not appear feasible to implement them. These items should be made a part of the map and the
commitment so that other decisions are made in context.
Joe Foust explained the standards for bike trails. The criteria for a Class I facility is an off street
separate bike path 8 feet wide with two foot shoulders on each side. The Class II facility, a striped bike
lane on a street, is 5 feet wide. If the lane includes parking, it must be 13 feet wide - 8 feet for the
parking lane and 5 feet for the bike lane. Most residential streets are 60 feet wide and will not
accommodate 26 feet of parking and bike lane. Class III is a bike route which is signed and there are no
street markings. Bike routes were designed in accordance with CalTrans roadway designs which is state
law.
Joe Foust reported on the results of the evaluation of the existing bikeway routes on Diamond Bar
Boulevard, Golden Springs Road, Brea Canyon Road and Grand Avenue. The results are contained in
' Exhibit E of the report. These routes represent combinations of the City's existing Class II and Class III
bikeways. These existing bikeways showed the need to have consistency along the routes.
T&T/C/Istik suggested that staff contact the City of Industry to determine connectivity potential.
Marlene Roth responded that she has information available from other municipalities which she will
share at the next meeting.
FUTURE MEETING SCHEDULE:
The Commissions concurred to schedule their next meeting for November 9, 2000 at 7:30 p.m.
Following discussion of future public meetings, the Commissions concurred to determine what community
meeting dates are scheduled and attempt to determine dates that will not be shared by other meetings.

ADJOURNMENT: There being no further business to come before the joint session of the Parks and
Recreation Commission and the Traffic & Transportation Commission, PR Chair/Finnerty adjourned the
meeting at 8:26 p.m. to the regular meeting of the Parks and Recreation Commission of October 26 and T&T
VC/Virginkar adjourned the meeting at 8:26 p.m. to the regular meeting of the Traffic and Transportation
Commission on October 12 at 7:00 p.m. The next joint meeting of the Parks and Recreation Commission and
the Traffic and Transportation Commission is scheduled for November 9, 2000 at 7:30 p.m. in Room CC -8 of
the SCAQMD Headquarters Building, 21865 E. Copley Drive.
