HomeMy WebLinkAbout8/10/2000CITY OF DIAMOND BAR MINUTES OF THE TRAFFIC AND TRANSPORTATION COMMISSION AUGUST 10, 2000 CALL TO ORDER: Vice Chairman Virginkar called the meeting to order at 7:10 p.m. at the South Coast Air Quality Management District Hearing Board Room, 21865 East Copley Drive, Diamond Bar, California. PLEDGE OF ALLEGIANCE: The audience was led in the Pledge of Allegiance by Commissioner Kung. ROLL CALL: Commissioners: Vice Chairman Arun Virginkar and Commissioners Joseph Kung and Joyce Leonard -Colby. Chairman Roland Morris and Commissioner Jack Istik were excused. Also Present were: David Liu, Director of Public Works; Rose Manela, Associate Civil Engineer; Frank Hess, Public Works Supervisor; John Ilasin, Engineering Technician; Sgt. Bill Flannery, Walnut/D.B. Sheriffs Station and Sharon Gomez, Administrative Secretary. I APPROVAL OF MINUTES: A. Minutes of June 8, 2000 - Continued to September 14, 2000. 2. Minutes of July 13, 2000. C/Leonard-Colby moved, C/Kung seconded, to approve the Minutes of July 13, 2000 as corrected. Motion carried by the following Roll Call vote: AYES: COMMISSIONERS: Kung, Leonard -Colby NOES: COMMISSIONERS: None ABSTAIN: COMMISSIONERS: VC/Virginkar ABSENT: COMMISSIONERS: Istik, Chair/Morris II COMMISSION COMMENTS: None Offered. AUGUST 10, 2000 PAGE 2 T&T COMMISSION III PUBLIC COMMENTS: V OLD BUSINESS: 3. Installation of a stop sign on Eldertree Drive at Kiowa Crest. AE/Manela presented staffs report. Staff recommends that the Traffic and Transportation Commission receive public comments and discuss the re -installation of a stop sign on Eldertree Drive at Kiowa Crest. DPW/Liu stated that approximately 45 area residents about tonight's meeting. C/Kung moved, C/Leonard-Colby seconded, to re -install a stop sign on Eldertree Drive at Kiowa Crest. None IX ITEMS FROM COMMISSIONERS None offered. X ITEMS FROM STAFF: 1. Monthly Traffic Enforcement Update - July 2000. Sgt. Flannery introduced Team Leader Deputy Bill Song who presented the monthly traffic enforcement update for July 2000. XI INFORMATIONAL ITEMS: A. Future Agenda Items - as listed. 1. Status Report for the City of Diamond Bar Recreational Trails and Bikeway Master Plan. DPW/Liu stated that contained within the Commissioners' packets is the most recent effort of The Roth Group, the city's consultant, which contains the up to date information on the bikeway AUGUST 10, 2000 PAGE 3 T&T COMMISSION trails. The information for the recreational trails is pending. As a result, the scheduled joint meeting with the Parks and Recreation Commission will be scheduled for September. 2. Washington Street Permit Parking Status. DPW/Liu reported that today, the City of Industry installed parking signs along the easterly side (Metrolink) side of Brea Canyon Road which will accommodate approximately 65 vehicles and hopefully relieve overflow parking on Washington Street and other interior streets. The red curbing is still visible. The Park N' Ride lot will be expanded by 400 parking spaces as part of the rough grading for the Industry East Project. 3. Golden Springs Drive/Temple Avenue (Avenida Ranchero) Traffic Signal. DPW/Liu stated that this matter came to the city as a request from the residents who reside in the town homes on the northerly city limits border. Currently, staff is in communication with the City of Pomona because that intersection is within their jurisdiction and those jurisdicational issues will have to be resolved before further action can be taken. This matter will likely be scheduled as a future agenda item when these issues have been resolved. XII SCHEDULE OF FUTURE CITY MEETINGS AND EVENTS: As agendized. DPW/Liu stated that on Tuesday, August 15, the City Council will hold its first joint meeting with the Planning Commission. On September 5 a joint meeting with the Parks and Recreation Commission will take place. The City Council has requested a joint meeting with the Traffic and Transportation Commission for 4:30 p.m. on September 19, 2000 in Room CC -8, SCAQMD, 21865 E. Copley Drive. The Commissions list of goals and objectives will be scheduled on the agenda. If there are any other matters of mutual interest related to traffic and transportation issues those items can be scheduled for discussion. VC/Virginkar indicated that if for any reason Commissioners have a scheduling conflict, please submit your questions, comments and concerns in writing in advance of the meeting date. C/Kung requested a copy of the Traffic and Transportation Commission's list of 2000/2001 FY Goals and Objectives. DPW/Liu stated that the City Council will adopt its Goals and Objectives for the current fiscal year AUGUST 10, 2000 PAGE 4 T&T COMMISSION during at the August 15 meeting. The adopted list will be included in the Commissioners' September 14 packets. DPW/Liu informed the Commission that Mayor O'Connor has requested a copy of the attendance record for the Traffic and Transportation Commission. She is concerned about the Commissioners attendance. He indicated he will include a copy of the record in the September 14 Traffic and Transportation Commission meeting packet. DPW/Liu welcomed new Team Leader Walnut/D.B. Sheriffs Deputy Bill Song. The Commission welcomed Team Leader Deputy Bill Song and thanked Sgt. Flannery for his assistance to the Commission.
