HomeMy WebLinkAbout4/5/19901 MINUTES OF THE TRAFFIC AND TRANSPORTATION COMMITTEE MEETING OF APRIL 5, 1990 CALL TO ORDER: Chairman Ortiz called the meeting to order at 6:07 p.m. at Diamond Bar Library, 1061 S. Grand Avenue, Diamond Bar, California. PLEDGE OF The Committee and Staff were led in the Pledge ALLEGIANCE: of Allegiance by Vice -Chairperson Rebeiro. ROLL CALL: Chairperson Ortiz, Vice -Chairperson Rebeiro, Committee Members Eustaquio, and Gravdahl present. Committee Member Chavers excused. Also present were City Engineer Ronald Kranzer'Sergeant Bill Ross, Deputy Rich Clark and Secretary Barbara Dedeaux. APPROVAL OF Approved minutes of March 1, 1990. MINUTES: COMMITTEE COMMENTS: Vice -Chairperson Rebeiro asked if the City has initiated a circulation element or transportation plan for the city especially in regard to taxi and senior citizen services. City Engineer, Ron Kranzer, responded that this will be a part of the general plan. VC/Rebeiro indicated he would like the Committee to be a part of the input to the general plan. Committee Member Eustaquio asked for confirmation of the date Chino Hills Parkway is to be opened and that she had received a copy of a letter by the committee to "Stop Grand Avenue". CE/Kranzer replied that September 1, 1990, is the target opening date. Chairperson Ortiz summarized the letter Committee Member Chavers left with his comments concerning the installation of a traffic signal at the intersection of Sunset Crossing Road and Golden Springs Drive. PUBLIC COMMENTS: None brought forth. 1 Traffic and Transportation Minutes APRIL 5, 1990 RESOLUTION Chairperson Ortiz presented Resolution NO. 90-1 No. 90-1 establishing the place, day and time of Committee meetings. Vice -Chairperson Rebeiro made a motion, seconded by Committee Member Eustaquio and carried by a 4-0 vote to adopt Resolution No. 90-1. DISCUSSION: TI 105 - QUAIL CE/Kranzer gave staff report of Quail Summit SUMMIT DRIVE/ Drive/Rolling Knoll Road cut -through traffic ROLLING KNOLL from Grand Avenue and Diamond Bar Boulevard. ROAD Vice -Chairperson Rebeiro moved and Eustaquio seconded to recommend to the City Council to install signing on Diamond Bar Boulevard advising "Right Lane Must Turn Right Local Access Only No Outlet", "Right Lane Must Turn Right" at Grand Avenue, "Through Traffic Two Inside Lanes" with appropriate pavement markings at three locations on Diamond Bar Boulevard, "Stop" on Quail Summit Drive at Winterwood Lane, "Caution - Park Entrance" on Forest Canyon Drive, "No Outlet" and large 1125 MPH" signs on Quail Summit Drive and Mt. Laurel Way just east of Diamond Bar Boulevard, to monitor the effect of these measures and return by mid-June to the Committee. Also, if these measures do not work or if felt initially not to be sufficient to present a program to City Council as public hearing either all or combinations of the following: 1. At the intersection of Quail Summit Drive and Rolling Knoll Road install a traffic diverter that would require all east bound traffic on Quail Summit Drive to turn right (south) and all southbound traffic on Rolling Knoll Road to turn right (west). 2. Barricade east half of Meadowglen Road at Silver Rain Road prohibiting traffic to enter Meadowglen Road. 3. Post westbound Grand Avenue. at Rolling Knoll "No Left Turn 4:00 to 7:00 p.m. Weekdays". 2 Traffic and Transportation Minutes APRIL 5, 1990 ----------------------------------------------------------------- TI 103 - SUNSET CE/Kranzer gave staff report and background CROSSING ROAD AND of request for traffic signal at Sunset GOLDEN SPRINGS Crossing Road and Golden Springs Drive. Vice - DRIVE, TRAFFIC Chairperson Rebeiro moved, Committee Member SIGNAL: Eustaquio seconded to recommend to City Council to install a traffic signal at the intersection of Sunset Crossing Road and Golden Springs Drive. Motion carried with a 4-0 vote. TI 123 - SEAGREEN CE/Kranzer gave staff report of request for DRIVE AND stop controls at the intersections of Seagreen GREYCLOUD LANE Drive and Greycloud Lane at Sylvan Glen Road. AT SYLVAN GLEN Chairperson Ortiz moved and Vice -Chairperson ROAD: Rebeiro seconded to recommend to City Council the installation of stop controls with appropriate pavement markings on all legs of the two intersections. Motion carried. TI 131 - CLEGHORN CE/Kranzer gave staff report of request from DRIVE AND GRAND City Manager, Robert Van Nort and Los Angeles AVENUE: County Sheriff's Department, Captain Thomas Vetter, directing the Traffic and Transportation Committee to review the intersection of Cleghorn Drive and Grand Avenue and make recommendations to hinder future traffic collisions and protect the private property. This matter was continued to the May 3rd meeting in order to allow the Committee to review the accident reports on file with the Sheriff's Department. LATE BUSINESS: LETTER CONCERNING Chairperson Ortiz summarized the major points PALOMINO DRIVE: of the letter received from Marie Sarna. Sgt. Bill Ross indicated that he and Dep. Clark had inspected the area and did not find any major violations. They talked to the owner of the motorhome, he was very cooperative and moved the motorhome off the street. The other cars parked on the front lawn need to be referred to Code Enforcement.
