MEETING OF MARCH 1, 1990
CALL TO ORDER: Chairman Ortiz called the meeting to order at
6:07 p.m. at City Hall, 21660 Copley Drive,
Suite 100, Diamond Bar, California.
PLEDGE OF The Committee and Staff were led in the Pledge
ALLEGIANCE: of Allegiance by Vice -Chairperson Rebeiro.
ROLL CALL: Chairperson Ortiz, Vice -Chairperson Rebeiro,
Committee Members Chavers, and Gravdahl
present. Committee Member Eustaquio absent.
Also present were City Engineer Ronald
Kranzer, Deputy Rich Clark and Secretary
Barbara Dedeaux.
APPROVAL OF Approved minutes of February 1, 1990.
MINUTES:
COMMITTEE COMMENTS: Committee Member Chavers informed the
Committee he will not be present at the April
5th meeting. He also passed out a copy of
articles from the ITE Journal, January 1990,
to Committee members which have information on
studies done by other cities concerning some
of the issues coming before the Committee.
Committee Member Gravdahl commented the
resident who had requested the timing of the
signal on Grand Avenue and Golden Springs
Drive (northbound on Golden Springs Drive) be
checked sent his thanks for the follow-up as
he can now make it through the signal before
the red light.
Also, the traffic officer, Bob Alford, when
citing violators of handicap parking at the
shopping centers, the stalls are not properly
posted and most of the violations he cites are
dismissed because of this.
Secretary Dedeaux responded that code
enforcement is working on this citing those
businesses not properly posted to get proper
signage posted and pavement markings painted.
CE/Kranzer added both are required in order to
have a violation stand in court. The code
will change mid -year and Building and Safety

will have the enforce the new code regulations
even though a project may have been filed
under the old code regulations.
Committee Member Gravdahl commented that K -
Mart has recently added four stalls which need
to be posted.
Chairperson Ortiz asked about Committee
liability. CE/Kranzer will have City Attorney
Andy Arczynski address this matter.
PUBLIC COMMENTS: None brought forth.
DISCUSSION:
TI 113 - GONA This item continued from 2-1-90, the
COURT AND COLIMA Committee asked for additional information
ROAD: to determine if sufficient width is available
to provide two through lanes and a right turn
only lane eastbound on Colima Road at Brea
Canyon Road. CE/Kranzer presented an exhibit
of this concept with dimensions which shows
adequate width is available. The on/off ramps
are controlled by the State and all others
have to conform to their guidelines. Staff
recommendation also included the area west of
the intersection and the shopping center
entrance at Gona Court, the condominium
complex ingress/egress, to provide a right
turn only lane into Gona Court. The Cross
Keys Home Owners Association desires a sign
posted "Do Not Block Intersection" and
pavement marking designating the barrier, and
to continue the "No Parking" up to Brea Canyon
Road.
Dottie Dennerson, President of the HOA, and
Joann Rogan gave testimony supporting staff's
recommendation.
With this presentation which clarified
Committee concerns, staff recommendation was
adopted by the Committee.
TI 112A - TRUCK CE/Kranzer gave staff report of consideration
ROUTE AND WEIGHT in regard to truck route and weight
RESTRICTIONS: restrictions. Staff recommendation is to adopt
weight restriction of 10,000 pounds on the

major streets which are Golden Springs Drive,
Pathfinder Road, Diamond Bar Boulevard, Grand
Avenue and Colima Road. The 60 and 57
Freeways are parallel highways which are the
routes trucks would use to get from one area
to the area. Those trucks having a destination
within the City are exempt. Signs will have
to be posted on Diamond Bar Boulevard at the
southerly end, also northerly at the two
freeways, Grand Avenue, which will need the
cooperation of San Bernardino County for
effective enforcement, Colima Road and Golden
Springs Drive. A section on Lemon Avenue from
the north which is the access from the
commercial City of Industry area to the
freeway and on Diamond Bar Boulevard from the
60 Freeway to the 57 Freeway would have to be
omitted.
It was moved by Chairperson Ortiz and seconded
by Vice -Chairperson Rebeiro to recommend to
City Council adoption of an ordinance
prohibiting any vehicle exceeding a maximum
gross weight of 10,000 pounds to use any of
the major city streets as recommended by
staff. Motion carried.
TI 112B - CE/Kranzer stated this item is open for
OVERNIGHT PARKING discussion. Staff recommendation is to
OF COMMERCIAL enforce the ordinance in effect due to the
VEHICLES: adoption of Los Angeles County Code which
restricts parking of commercial vehicles
between the hours 2:00 a.m. to 6:00 a.m.
Committee Member Gravdahl asked about the
weight restriction. Deputy Clark responded
the County limitation is 6,000 pounds and the
State is 10,000 pounds. Committee Member
Gravdahl said he would have no objection to
the 10,000 pound limitation.
Deputy Clark listed three alternatives of
existing ordinances available: 1) Traffic
officer citing parked vehicle would send a
report to the zoning officer which goes to
District Attorney. A letter is sent to owner
of the vehicle to comply within thirty days;
2) Parking restriction between 10:00 p.m. and

6:00 a.m. which requires posting; and
3) Parking between 2:00 a.m. and 4:00 a.m. for
half-hour only which seems to be most
effective.
It was moved by Vice -Chairperson Rebeiro and
seconded by Committee Member Chavers to
recommend to City Council to instruct the
Sheriff's Department to enforce the 2:00 a.m.
to 4:00 a.m., 30 minute maximum parking.
Motion carried.
OVERNIGHT PARKING: CE/Kranzer stated this item is open for
Committee discussion.
Chairperson Ortiz asked if this also has an
ordinance adopted under L.A. County Code.
Deputy Clark responded yes, but it would be
difficult to enforce as the City since
incorporation has allowed overnight parking.
Committee Member Gravdahl commented initiating
the street sweeping program would require
removal of vehicles from the street on street
sweeping day.
CE/Kranzer responded the City is looking into
a street sweeping program directly contracted
by the City instead of through L.A. County
where streets would be swept every 2 weeks.
In order to enforce this, however, posting is
required. He will check on the specific
posting requirements.
Motion by Chairperson Ortiz and second by
Committee Member Chavers to table this matter
until directed further by City Council.
DIAMOND BAR CE/Kranzer reported the State does not require
HIGH SCHOOL the School District to provide off street
PARKING: parking. The Committee has not received a
mass outcry from the residents in the area and
he doesn't think this is a major issue at this
time. He will be attending a meeting with the
School District on March 14th to discuss the
parking concerns at Walnut High School perhaps
what is discussed at that time will provide a

forum for discussion concerning the problems
at Diamond Bar High School.
Committee Member Chavers motioned and seconded
by Vice -Chairperson Rebeiro to table this item
until CE/Kranzer meets with the school
District on March 14th and possibly has more
information for the Committee. Motion
carried.
STATUS REPORTS
TI 106 -PATHFINDER Trial "construction zone" stop signs and area
ROAD AND BREA study for this intersection set for the second
CANYON ROAD: week in March.
Committee Member Chavers would like the
Committee to be informed of the date a day or
two in advance so he might arrange his
schedule to observe.
QUAIL SUMMIT/ Residents meeting to discuss strategies to
ROLLING KNOLL attempt to halt the cut -through traffic
RESIDENTS MEETING: postponed until meeting place secured.
The library is now accepting reservations for
their meeting room. CE/Kranzer needs to
return completed application and proof of
insurance for approval after which with five
days notice the Committee will be able to
reserve the room.
CE/Kranzer and Committee Member Chavers saw an
article in the Tech Transfer on this issue.
CE/Kranzer will get copies to Committee
Members.
LATE BUSINESS
TRAFFIC SIGNAL - CE/Kranzer reported this item was before the
SUNSET CROSSING Committee at the 1-9-90 meeting at which time
ROAD AT GOLDEN staff was directed to request traffic counts
SPRINGS DRIVE: and traffic accident history from L.A. County
in order to evaluate the warrant for a traffic
signal.
Jackie Fleming, Diamond Point Elementary
School PTA President, and Carol Haddock, PTA
' Boardmember, gave testimony in favor of the
installation of a signal at this location as

it is dangerous for the crossing guard and
children.
Committee requests additional information on
the visibility of the school zone signage and
pedestrian signals to review. CE/Kranzer
indicated that it is taking 6-8 weeks to
receive information from the various agencies
and will hopefully have everything in May.
CE/Kranzer gave the two PTA members some
locations of existing pedestrian signals as
examples.
Committee Member Gravdahl asked how situation
at the school has been since new signs were
installed. Jackie Fleming responded it is
going quite good, better than expected.
ADJOURNMENT: There being no further business, meeting was
adjourned at 7:58 p.m.
