HomeMy WebLinkAbout11/8/19901 1 MINUTES OF THE TRAFFIC AND TRANSPORTATION COMMISSION MEETING OF NOVEMBER So 1990 CALL TO ORDER: Chairperson Ortiz called the meeting to order at 6:02 p.m. at Diamond Bar Library, 1061 S. Grand Avenue, Diamond Bar, California. PLEDGE OF The Commission and Staff were led in the ALLEGIANCE: Pledge of Allegiance by Commissioner Chavers. ROLL CALL: Chairperson Ortiz, and Commissioners Chavers and Gravdahl present. Commissioner Moesser arrived at 6:07 p.m. Commissioner Beke excused. Also present were Deputy City Engineer Jack Istik, Captain Lee McCown, Sergeant Mike Rawlings, Administrative Analyst Tseday Aberra and Secretary Barbara Dedeaux. APPROVAL OF Approved minutes of October 11, 1990. MINUTES: COMMITTEE COMMENTS: Commissioner Gravdahl was approached by residents concerning the traffic problems at Golden Springs Elementary School. He talked to the principal, Tom Mangham, who has provided the Commission with a letter addressing these problems as well as copies of literature handed out to parents. Mr. Mangham is asking for increased enforcement. This item will be agendized for the December meeting. DCE/Istik stated staff has received requests from some of the other schools with similar traffic problems and a proposal has been sent to the City Manager to address these problems. Sgt. Rawlings added the Sheriff's Department is also aware of the problems the schools are experiencing and also would like to address the situation as a whole. He will contact the principal to set up an assembly to talk to the students. Capt. McCown would like to get with staff and the commission to develop a program for behavior modification. The traffic units will, however, go out to the schools. 0 Traffic and Transportation Minutes November 8, 1990 Todd Chavers noticed a problem at Summitridge Park where the lack of signage leads persons to believe they can park in an area which is the fire lane in the upper level. Staff will investigate and report back at December meeting. AA/Aberra informed the Commission of bicycle lane grants filed with LACTC on November 2 and one to be filed before November 30 to Caltrans. The Commission would like to receive a copy of the applications. PUBLIC COMMENTS: Charlene Scott, 2249 Lark Spring Terrace - Lark Spring Terrace is narrow and one neighbor parks his recreational vehicle on the street which greatly diminishes the access. She provided a letter requesting assistance and pictures to the Commission. This item to be discussed at the December meeting. PHOTO RADAR Capt. McCown is formally presenting the Policy on the Use of Photographic Radar from The Sheriff's Department. There are still several legal, technical and political difficulties associated with the use of Photographic Radar devices. Some of these include: - The unit has not been tested by the International Chiefs of Police (IACP), the National Highway Traffic Safety Administration (NHTSA), or the National Bureau of Standards (NBS) . - From a legal standpoint, there is a question of the legality of the unit. Under California law, a citation issued using this device is not a Notice to Appear requiring court appearance. - When citations are ignored, additional work is needed to obtain a valid complaint. - Driver identification Texas, 25 percent of the were sufficiently unclear driver or the vehicles. 2 is a concern. A large speeding vehicle outside the camera range may cause the radar to activate indicating that a closer slower moving vehicle was speeding. - During the Texas testing police found intensely negative reaction to the use of the device. Based on the above information, it is the opinion of the Sheriff's Department that the Photographic Radar Devices are unsuitable for use by the department. SELECTION OF VICE It was agreed by the Commission to continue CHAIRPERSON this item to the December meeting. DISCUSSION: SPEED BUMPS The report, A Speed Bump Study, from the City of San Jose Department of Public Works Transportation Division was received and filed. ITEMS VB,VC & VD DCE/Istik requests the items concerning Quail Summit/Rolling Knoll Circulation, and requests for stop controls at the intersection of Brookwood Drive and Summitridge Drive and the intersections of Castle Rock Road and Sunbright Drive at Fountain Springs Road be continued to the December meeting as the traffic count data was not received in time to prepare staff reports for this meeting. The Commission agreed. Mark Seigel, 1342 Rolling Knoll Drive, asked if the units which give a read out of speed could be used in this area. Capt. McCown will look into borrowing the San Dimas unit. TIN DRIVE & DCE/Istik informed the Commission of a request DIAMOND BAR BLVD. from CM/Van Nort to conduct a study for a traffic signal at the intersection of Tin Dr. and Diamond Bar Boulevard. He asked does the ' Commission want staff to proceed with traffic counts and other data for this location. 3 Traffic and Transportation Minutes November 8, 1990 ----------------------------------------------------------------- Commission directed staff to request counts which include gaps, speed and turn patterns and also collision history. SHADOW CANYON DR. DCE/Istik advised the Commission of a request & DIAMOND BAR BLVD. from the Diamond Bar Country Estates Association for a traffic signal at the intersection of Shadow Canyon Drive and Diamond Bar Boulevard and as directed by CM/Van Nort to conduct the necessary study. The study is underway and staff is asking the Commission for their input. Commissioner Chavers commented that timing coordination will be necessary as there are two exiting signals within close proximity to this intersection. Collision history and how would its installation be funded are also requested. The Commission needs to prioritize traffic signal installation as the public will want to know why a certain signal went in before one they may feel is more crucial. TRANSIT PROGRAMS Commissioner Gravdahl reported the Diamond Bar Holiday Shuttle will be in operation from November 23rd to December 31st running every hour from 10:00 a.m. to 7:00 p.m. He would like to include the schools in the Rideshare program as fees for bus transportation recently increased and many parents are transporting their children themselves. Commission will develop literature and possibly schedule assemblies with the schools to assist in starting a rideshare program. Commissioner Moesser had to be excused but provided a copy of the letter to the Chamber of Commerce on the proposed bus service which Chairperson Ortiz asked be included in the minutes: To: Board of Directors From: Business Development Committee Subject: Diamond Bar City's Traffic and Transportation Commission's Bus Service Proposal 4 Traffic and Transportation Minutes November 8, 1990 ----------------------------------------------------------------- Diamond Bar City's Traffic and Transportation Commission, (TTC), has been discussing a proposal to offer bus services to the community at least once per week between the hours of 10 a.m. and 2 p.m. at the cost of $2.50 per passenger. Since this type of service could benefit the City's merchants, on October 11, 1990, the TTC presented to our committee notes on its discussed proposal. The TTC's ideas were also reviewed at the Diamond Bar City/Diamond Bar Chamber of Commerce Economic Development Retreat held on October 30, 1990. Based on the TTC's proposal, plus the suggestions made by our Committee as well as by those attending the Retreat, we request that the following be presented to the TTC: 1. Applaud the TTC's initiative to organize bus services on a pilot basis for a period of 6 months, one day per week, at $2.50 per fare. 2. Suggest that the Chamber and City propose to the businesses and professional services who would benefit from the bus services, a program which may minimize the $2.50 fare. While the program's details must be worked out, basically what has been discussed is to offer discounts to patronizing bus riders of $.50 or $1.00 in some form, which may be used at face value in lieu of bus fare. 3. Suggest that the Chamber and the City encourage the developers of the various Centers affected by the bus services, to provide benches and protected areas for those using the bus services. 4. Point out to the TTC that while the idea is great, its success will depend highly on the visibility given to the program; therefore, propose that a staff person or a consultant be assigned for a brief period of time to develop a marketing 5 Traffic and Transportation Minutes November 8, 1990 ------ plan to which the Chamber will be happy to contribute and support if feasible to do so. The Commission agreed to bring this item back to the December meeting for further discussion. LIGHTED STREET As directed by CM/Van Nort the correspondence SIGNS from Joseph Tilem was reviewed. Staff will contact Mr. Tilem to attend the January meeting for a presentation of internally illuminated street signs. INFORMATION ITEM: PATHFINDER ROAD DCE/Istik reported that the Pathfinder Bridge BRIDGE WIDENING Widening was funded and designed prior to the formation of the Commission. It is funded by Prop A and FAU funds. Engineering has expressed concern for the location of the Park and Ride lot which will generate U-turn movements. LATE BUSINESS: JOINT MEETING A joint meeting with Council is scheduled for Tuesday, November 13, 1990, at 3:00 p.m. at the Walnut School District Board Room located at 880 S. Lemon Avenue, Walnut, to discuss Capital Improvement Projects. At the direction of Council, the proposed parking prohibition on both sides of Grand Avenue from the northwesterly City Limit to the easterly City Limit and on the eastside of Diamond Bar Boulevard from Grand Avenue to Quail Summit Drive be scheduled for the December meeting and the affected businesses and the Allegro Condominiums Homeowners Association be notified that they may be in attendance. Commissioner Gravdahl asked that staff look into why there are missing bus benches at some locations in the City. He has seen some people sitting on the sidewalk while waiting for the bus to arrive.
