MATTERS FROM THE AUDIENCE: Ahmed Alsawalhy, 2249 Evergreen Springs
likes to use the skateboard park and felt there should be lighting. Mr. Alsawalhy stated
that the skate park currently closes when the sun goes down. He shared that he works
after school until 5:00 p.m. and he would like to have more evening time to skateboard
with a curfew at 10:00 p.m. He felt that many of his friends (probably up to 250
additional individuals) would use the skate park if it was open later. He noted that the
Chino Hills skate park has lighting and allows use up to the 10:00 p.m. curfew.

2.1 RECREATION PROGRAM UPDATE — RS/Murphey
2.1.1 PowerPoint Presentation — Facilities Rentals — CSC/Knox gave the
PowerPoint presentation and responded to Commissioners'
questions.
2.2 Parks Report — PMS/Jordan
2.2.1 Power Point Presentation — Heritage Park — PMS/Jordan
Prior to his presentation, PMS/Jordan responded to
Commissioners' questions on last month's presentation regarding
Sycamore Canyon Park.
2.3 CIP Projects Update — CSD/Rose
2.3.1 Washington Street Mini Park — CSD/Rose reported that the
consultant is working on the construction documents with the
process expected to take about two months. Staff will be getting
about 500 tiles to include in the project.

2.3.2 Sycamore Canyon Park Trail — Phase III — CSD/Rose stated that
this project is complete and the Grand Re -opening is scheduled for
Saturday, April 10 at 10:00 a.m.
2.3.3 Sycamore Canyon ADA — Restroom/Office Building — CSD/Rose
reported that the restroom building is still under construction and
expected to be done the first week of April in preparation for the
April 10 Grand Re -opening.
2.3.4 Sycamore Canyon Park Trail — Phase IV — CSD/Rose stated that
staff is still working on the Phase IV plans for the plateau area
behind homes on Rio Lobos. Construction is expected to
commence sometime this summer and with project completion prior
to the end of the fall season.
2.3.5 Silver Tip Mini -Park — CSD/Rose reported that the April 24
Neighborhood Meeting will kick-off the project design work. CDBG
construction funds are budgeted for FY 2010/11. After the design
is completed, the project should move immediately into the
construction document phase.

C/Liang welcomed C/ Roberto.
C/Roberto said he was looking forward to serving on the Commission, his
initiation into public service.
C/Herndon welcomed C/Roberto and thanked residents and speakers for their
attendance this evening.
VC/Owens thanked CSD/Rose for coordinating his registration for the CPRS
conference that he found to be very informative and worthwhile. He asked that
staff include information about surrounding cities in its April report on skateboard
parks.
Chair/Grundy welcomed C/Roberto. He asked if the Council intended to present
former Commissioner Ruth Low with a City Tile. CSD/Rose said that Ruth Low
was presented a tile at a Council Meeting which she was not able to attend.
Chair/Grundy was sorry he would have to miss the Easter Egg Hunt and trail re-
opening since he would be out of the country on a cruise. He attended the
CPRS Conference and shared some information with his colleagues and staff.

He saw a new kind of Astroturf which he felt was a great innovation. It looks like
dead grass but actually contains simulated thatch that keeps the rubber pellets
from popping up. There was a play structure with the exterior skeleton designed
in the form of a ball with a three dimensional net and referred staff to the
catalogue "Berliner Sail Fabrics." He presented staff with several brochures on
outdoor exercise equipment designed like indoor equipment and made out of
rugged materials; plus information about drinking fountains and rock climbing
units. Another item that caught his attention was a company that does solid
terrain modeling which is a process that uses topographical maps to create
three-dimensional plastic molds of the terrain of the city which he felt might be
useful for planning for different areas of the city.
ADJOURNMENT: C/Herndon moved and VC/Owens seconded the motion to adjourn
the meeting. With no further business before the Parks & Recreation Commission,
Chair/Grundy adjourned the meeting at 8:29 p.m.

Recreation Program Update

Community Recreation Guide
The Spring 2010 Community Recreation Guide was mailed to the residents of Diamond
Bar the first week of March, along with a mailing list of approximately 250 non-residents.
It is also available to be picked up at City Hall, Diamond Bar Center, Heritage Park
Community Center, Pantera Park Activity Room and Diamond Bar Public Library. The
Summer 2010 Community Recreation Guide has been compiled and is currently at the
printer. It is set to hit homes the first week of May with the May edition of the City News.
Contract Classes
Spring 2010 — The Spring session is in full swing. So far there are 589 participants
registered in 200 classes. The most popular classes for Spring 2010 are: PiYo, tennis
for all ages, Hatha Yoga, Cardio Kickboxing, Karate for all ages, youth basketball, youth
baseball, Kajukenbo for all ages, youth soccer, youth piano and Pilates.
Sandra Sheng, a former Miss Diamond Bar, has teamed up with Recreation Services to
offer Prom Make Up and Prom Hairstyle seminars. Sandra is interested in teaching the
youth and giving back to the community. A great way for her to do so is to help reduce
high school dance costs by teaching the girls how to do their own hair and make-up.
Her classes are on April 24 and 25 at the Diamond Bar Center.
Summer 2010 — The summer guide is our largest guide of the year and is filled with
new classes, camps and other fun activities for all ages. This summer's new classes
are: Parent and Me Jump and Balance, Kindermusik, LegoTM Pre -Engineering Camp &
LegoTM Engineering Camp, Strength and Conditioning, Introduction to Gymnastics, Kids
Safety, The ABCs of Singing, Concentration for A+ Grades, Bio Blast Action and
Reaction, Essay Writing for Exams and Tests, Yoga Fit, Self Defense Seminar, Creative
Writing, Adult Voice, Ergonomics 101, Health and Wellness, and Nutrition and Your
Health.
Youth Programs
Tiny Tots -- The spring session is in full swing. This session began on March 22 and
ends 12 weeks later on June 11. The theme for the session is "Ready, Set, Learn."
During this session the Tiny Tots will go on an excursion to La Habra Children's
museum. There are 20 students with waiting lists for both Pantera Park and Heritage
Park 4 and 5 five year old classes. Both classes have at least six on the waiting list.
Heritage Park 3 year old class has 16 and Pantera Park has 13 at the time of this
report.
DB 4Youth "in Action"-- At the time of this report DB 4Youth "In Action" was preparing
for the board elections. There are 28 candidates running for six positions. You will meet
the board as we recognize the outgoing board at this meeting of the Parks and
Recreation Commission. DB 4Youth "In Action" will be very visible at the City Birthday
Party. They are operating the 2 bounce houses, working in the go green and they are
helping the Diamond Bar Community Foundation in their information booth. They are
joining the Diamond Bar Community Foundation on a team for Relay for Life. If you are
interested in supporting their team you will find them online at
http://main.acsevents.oro/site/TR?fr id=20374&pu=entry . Diamond Bar Relay for Life is
scheduled to take place at Lorbeer Middle School on June 12 and 13.
Summer Day Camp -- Summer Camp staff has met five times with the next meeting
planned for Friday, April 23. New creative ideas include having the campers build their
own hobby horses and wooden slot cars. Staff is talking with Parks and Maintenance
Supervisor, Claude Bradley about how to make all their ideas come to fruition. His
support for the staff and the campers is really appreciated.
Day Camp begins on June 7 and ends eleven weeks later on August 20, The Summer
Day Camp enrollment is growing every day. There are a total of 1100 spots available.
At the time of this report a total of 747 spots were filled and the weekly enrollment was
as follows: Week 1- 34, Week 2 — 39, Week 3 — 56, Week 4- 82, Week 5 — 53, Week 6
— 68, Week 7 — 55, Week 8 — 99, Week 9 — 95, Week 10 — 74, and Week 11 — 93.
Volunteens -- The 2010 Volunteen applicationsare due by Friday, April 16. At the time
of this report 22 applications had been turned in. Volunteens work throughout the
summer in five different programs, tiny tots, youth sports, senior programming, summer
day camp and concerts in the park /movies under the stars. Interested applicants may
find applications on the City of Diamond Bar website, at City Hall and at the Diamond
Bar Center. Interviews will be scheduled for the last week in April and the first week in
May.
Youth and Adult Sports
Adult Basketball —The winter 2010 season is scheduled to end on April 18. There
were 32 teams in the league this season. The spring 2010 season will begin with
practice games on April 25. Games are played at Diamond Bar High School and South
Pointe Middle School. Included in the $360 registration fee are 10 league games plus a
qualification game, scorekeepers, and championship awards. Teams also pay $20 per
week for the officials.
Adult Volleyball — The current session began on April 12. There are 9 participants
currently enrolled in the program. For only $40, participants receive 10 weeks of play on
two courts of action from 7-9pm.
Table Tennis — The Table Tennis program continues play at Heritage Park on Tuesday
(average of 12 participants), Thursday (average of 12 participants), and Sunday
(average of 14 participants) evenings. Open play takes place from 7:30-11 pm on
Tuesdays and Thursdays, while Sunday is open from 6:30-10pm.
Youth Indoor Soccer — There are 133 children enrolled in the program, which began
April 10 and will conclude on June 5. Participants practice and play games on
Saturdays at Mt. Calvary Lutheran School. The $84 registration fee includes a jersey,
trophy, and eight games.
Picture Day is this Saturday, April 17. Parents can choose between a few picture
packages made available by Yary Photography, ranging in price from $12417. Pictures
will be taken at Mt Calvary Lutheran School.
Skate Park — The skate park averages 15 users per hour on weekdays, with 20 users
per hour on the weekend. Field Attendants check in on the skate park a few times each
day, from 4pm - Dusk on weekdays, and from 8am - Dusk on the weekends.
Staff surveyed 20 local skate parks regarding the use of lights and staff supervision. Of
the cities polled, 10 of their skate parks use lights. Staff is present at 5 of the 10 lighted
skate parks.
Adult Excursions
Sunday, April 18, 2010 — Cirque D'Or at the Cerritos Performing Arts Center
This excursion was cancelled due to low enrollment.
Sunday, May 2, 2010 — Carlsbad Village Street Faire — Be a part of the largest one
day street faire in the nation. The 36th Annual Carlsbad Village Street Faire will take
place with over 900 vendors selling food, crafts, household products, unique items and
art. The international food court will serve everything from Thai to Hawaiian food.
There is something there for everyone, from a beer and wine garden to a kid's area. Of
course there will be live entertainment and plenty to see. The street fair is right next to
the Carlsbad Premium Outlets. Excursion includes roundtrip transportation, admission
to the faire and a snack for only $21 per person. There are currently 39 participants
registered and 6 spaces open.
Saturday, June 19, 2010 — Griffith Observatory with Lunch at the Tam O'Shanter
Inn — Enjoy a fun, early summer afternoon in Los Angeles. The day starts with a
relaxing bus ride to the Tam O'Shanter Inn restaurant. Your three course meal includes
salad, entree, and dessert. After lunch you are whisked away to the Griffith
Observatory where the afternoon is yours to spend perusing the Observatory. The day
concludes with a bus ride home and a snack. For $41 per person participants receive
lunch, admission the Observatory, a snack and roundtrip transportation. There are 26
participants signed up and 18 spaces open.
Look out for summer adult excursions to Hollywood Bowl for the 4th of July, Pageant of
the Masters, John Williams and Music of the Movies at the Hollywood Bowl and Santa
Barbara Sea/Land Tour!

Senior Excursions
April 8, 2010 - Getty Villa and Saddle Ranch Chop House — This was a sold out trip
of 45 passengers. The seniors have not been to the Getty Villa in a couple of years so
maybe that was the draw. The Saddle Ranch Chop House is in Hollywood and has
great food. The cost of the trip was $38.
April 29, 2010 - Fantasy Springs — This excursion is another one that sold out quickly.
45 passengers are off to a favorite casino in Indio. This is a $20 ticket price and lunch
is on their own. However, they do receive $15 on their players card.
Senior Special Events
April 15, 2010 Senior Volunteer Luncheon — This is a special annual event where we
serve our volunteers and treat them to a special afternoon in gratitude for all they do for
us. There were 25 volunteers in attendance as well as Mayor, Carol Herrera.
April 21, 2010 Senior Swing Into Spring Dance — On this night over 100 seniors will
be swinging to Global Affair. Dinner was catered by the Bashful Butler and the menu
was a pasta bar. Tickets were $15 each.
Senior Extended Excursions
In April there were three Diamond Bar attendees on the Charleston & Savannah
extended trip.
Senior Groups and Clubs
Four senior clubs regularly meet and hold events at the Diamond Bar Center and
Heritage Park Community Center:
• The Diamond Bar Chinese Senior Association has 260 members and meets the
second Saturday of each month.
The Diamond Age Seniors has 220 members and meets each Monday, Tuesday,
Wednesday, and Friday.
• The Sunshine Seniors has 250 members and meets the second and fourth Sunday
of each month and every Saturday.
• The Diamond Bar Senior Citizen's Club has 333 members and meets each
Tuesday with approximately 185 at each meeting.
Special Events
27th Annual Easter Egg Hunt — The City of Diamond Bar and the Diamond Bar
Breakfast Lions Club hosted the 27th Annual Easter Egg Hunt on Saturday, April 3, 2010
at Pantera Park. This FREE fun -filled event started at 8:30am with pancake breakfast
provide by Fire Explores Post 19 for $5. The group provided pancakes, eggs, hash
browns and sausages. The egg hunting began promptly at 10am. The hunt was for
children ages toddlers through 12 years old. Hunting areas were separated based upon
their age. Children had a blast hunting for eggs and enjoyed a special appearance by
the Easter Bunny and his friends the "Peeps"! Pictures with the Easter Bunny were.
available inside the tiny tot room for a nominal fee.
A Full Financial Summary and Evaluation will be available in the May commission
report.
City Birthday Party — The City will celebrate 21 years on incorporation on Saturday,
April 17, 2010 from 11 am-5pm (carnival rides and teen action zone games until 6pm) at
Pantera Park.
The Regional Chamber of Commerce - San Gabriel Valley will be operating the
Business Expo with 50 businesses! The City will operate the car show for the first time
with over 60 cars. Picnic games will be scheduled throughout the day (potato sack race,
tug-of-war and water balloon toss). 23 non profit service organizations will participate by
operating an information booth. In addition, 12 delicious food booths, 14 kidzone game
booths, 11 teen action zone games and 14 carnival rides will be operating during the
event.
This year's event will also feature a disaster preparedness expo with 5 different
organizations participating and 9 organizations participating in the "going green" area!
Lastly, be on the lookout for out for great entertainment on stage with 17 local groups
twirling, dancing, singing and cheering!

In honor of the City of Diamond Bar's designation as a Tree City U.S.A., children from
Pantera Elementary School will celebrate Arbor Day with special presentations and
participation in an exciting tree planting ceremony. The ceremony will include
recognition of the 2010 National Arbor Day Foundation Poster Contest winner for
Pantera Elementary School. Everyone is invited to join us for this special ceremony.
Up Coming Events
4th of July Blast
The event will take place on Saturday, July 4, 2010 at Diamond Bar High School, from
5-9:30pm. The day will kick off with a variety of entertainment including music from,
"Orange Colored Sky." Face painting, crafts, balloonist and Uncle Sam will also be
available. The night will conclude with a firework show starting at 9pm guaranteed to
light up the Diamond Bar sky.
A fundraising opportunity will be extended to non-profit community service organizations
in the Diamond Bar area. This fundraising opportunity benefits both the organization
and the City by selling dinner, desserts, snacks and/or refreshments to those in
attendance. Food vendor applications are schedule to go out the first week in May.
Concerts in the Park
The City of Diamond Bar will present the 20th Annual Concerts in the Park series this
summer. The series will begin on July 7th and run through August 18th on Wednesday
evenings from 6:30pm until 8:OOpm. The concerts are held at Sycamore Canyon Park,
22930 Golden Springs Road.
An invitation will be extended to non-profit community service organizations in the
Diamond Bar area to provide concessions at the concerts. This fundraising opportunity
benefits both the organizations and the City. All organizations must offer a complete
dinner meal and refreshments to be sold to those in attendance at the concert and
movie. Application will be available the first week in May.

Movies "Under the Stars"
Movies "Under the Stars" will take place on Wednesday evenings at dusk after Concerts
in the Park. The movies will run from July 7th through August 18th. All movies will be "
PG" rated and are family oriented. A shuttle service between the golf course and
Sycamore Canyon Park will be operating. Please come and join us for this whole night
of fun!

Facility Rentals
Diamond Bar Center — The Diamond Bar Center was the location for a total of 52
private, business and non-profit rentals during the month of March. There were 17
church rentals, 4 yoga sessions and 2 Toastmasters meetings. There were also 4
weddings, 6 business meetings, 3 banquets, 3 memorial services and 3 birthday
parties. There were 2 league registrations, a senior program, a Boy Scout meeting, a
graduation and a high school fundraiser. There was also 1 wedding anniversary, a
wedding rehearsal, an awards dinner, and a baptismal reception. A total of $59,267 in
rental fees was collected during the month of March for Diamond Bar Center rentals. In
2009 a total of $54,280 in revenue was collected.
Heritage — There have been 15 rentals of Heritage Park Community Center for the
month of April. Rentals include a church, an ongoing meditation class, 4 birthday parties
and a wedding reception. Total revenue for these rentals is $3,402.50. The revenue for
March 2009 was $2,970.
Pantera — There have been 6 rentals of the Pantera Park Activity Room for the month
of April. There were two Toastmasters meetings, 2 Birthday Parties, a church activity
and a meeting. Total revenue for April is $660. The revenue for April 2009 was $405.
Picnic Reservations — As of April 14th, there have been 26 picnic reservations made
for the month of April. There have been 7 reservations for Pantera Park, 5 for Ronald
Reagan Park, 2 Peterson Park, 7 Sycamore Canyon, 1 for Maple Hill Park and 4
Heritage Park. The revenue of these picnic rentals is $725. The revenue for April 2009
was $800.

During the previous month, the Maintenance Staff has been working on various
projects throughout the City. The following is a brief recap of some of the more
significant projects.
Diamond Bar Center
• Repaired/re-sealed leaking air conditioning ducts. (Fisher Air)
• Cleaned water return inlets on water feature.
• Replaced ballasts in two (2) hall sconce lights.
• Repaired motor court column up light circuitry in #5 ballast.
• Repaired Mecho shade switch in GVBR section D.
• Installed new boiler control switch. (Bear State)
• Installed new granite counter top in main lobby. (Contractor)
The DBC was closed for maintenance during the week on March 22. The
following items were completed during this time:
• Sanded and refinished stage in GVBR.
• Cleaned and treated all carpeted areas. (DFS)
• Cleaned ballroom chairs.
• Cleaned windows.
• Cleaned ceiling vents in the Oak, Maple and Sycamore rooms.
• Cleaned ceiling can lights in the GVBR.
• Completed installation of electrical box floor cover plates in the GVBR,
and Pine room floors.
• Repaired "open ground" on stage floor outlet.
Heritage Park
• Replaced rusted out barbeque head in picnic area.
• Fabricated and installed (welded) electrical cover plate on light pole.
Maple Hill Park
• Replaced basketball nets.
Pantera Park
• Re-lamped six (6) walkway lights. Replaced three (3) walkway light
ballasts.
• Unplugged women's room toilet and men's room urinal.
Paul C. Grow Park
• Repaired drinking fountain.
Peterson Park
• Re-lamped one (1) walkway light.
Ronald Reagan Park
• Replaced ballast and bulb on building light.
• Replaced photo cell for security lights.
• Repaired women's room toilet.
Sycamore Canyon Park
A volunteer group from The Church of the Valley worked on various projects
including painting the trail head fence, painting the drinking fountain and
landscape control box. Volunteers also assembled and installed two (2) park
benches at the trail head and one (1) at the DBC.

CIP Projects Up -date:
1. Washington Street Mini -Park — The Consultant, Dave Volz Design, is still working on the
construction documents for this project. Construction documents should be completed and ready
for plan check in about a month. Funds to construct the park, which should total about $600,000,
are being requested as part of the 2010111 FY budget. Staff is hoping to have this park under
construction by early fall, 2010. The tile decorating has been postponed until the ground breaking
ceremony, which has not yet been scheduled. The decorated tiles will be included in the rock
seating wall, facing the picnic area at the mini -park.
2. Dedication Ceremony for Trail and Restroom Building at Sycamore Canyon Park — There
were about 150 people in attendance at this dedication ceremony on a perfect Saturday morning
last weekend. The backpacks were especially popular and many people expressed their interest in
the Phase IV trail development on the mesa behind the homes on Rio Lobos.
3. Sycamore Canyon Park Trail — Phase IV — The construction documents for this project are just
about ready for the start of the plan check process. The goal is to have the project out to bid by early
summer and to complete construction by the end of fall, 2010.
4. Sycamore Canyon Park ADA Restroom and Office Project — The final walk-through for this
project was conducted on Thursday, April 14 and the final punch list was developed for the contractor
to complete. Work by the contractor is expected to be completed by the end of April. Notice of
Completion should be on the City Council's May 4 meeting agenda for consideration of acceptance.
5. Silver Tip Mini Park — There will be a neighborhood meeting on Saturday, April 24 at 10:00am
at Silver Tip Park to discuss potential improvements to the park with residents. Silver Tip Park is
located where Summitridge Drive and Longview Drive come together just past Coldstream Court.

Information About Potentially Lighting the Skate Park at Peterson Park
Background
At its meeting on March 25, 2010, the Parks and Recreation Commission requested information
from staff about the possibility of lighting the Skate Park at Peterson Park. The up -dated Parks
Master Plan, which is still in a draft format, does not include a recommendation for lighting the
Skate Park. The only recommendations for improvement to the Skate Park listed in the draft Parks
Master Plan is for bleacher seating with a shade structure. According to estimates provided in the
master plan, the cost of the bleacher seating with a shade structure is $95,000.
Discussion
Lighting the Skate Park will require a 4 -pole system. A 4 -pole system is estimated to cost
$150,000 to install. Other costs would include electrical engineering, project management and
required inspections, to name a few. Final estimated cost would not be known until the electrical
engineering work is complete.
Staff completed a survey of 20 cities with skate parks, 10 of which have lighting (please see
survey attached). Of the ten skate parks with lighting, only one has homes adjacent to the facility
The Skate Park at Peterson Park has single families just down the street and multi -family homes
immediately adjacent to it. One of the requirements for installing lights at a City facility is a public
meeting to obtain input from residents who live near the proposed project site.
Current Use of Skate Park
The Skate Park averages 15 users per hour on weekdays, with 20 users per hour on weekends.
Field Attendants (City staff) check the Skate Park a few times each day, from 4pm - Dusk on
weekdays, and from 8am - Dusk on weekends.
