A. PRESENTATION OF 2010 YOUTH BASKETBALL SPORTSMANSHIP AWARDS:
This award recognizes the team's outstanding efforts in good sportsmanship that was
displayed and then rated throughout the just concluded youth basketball season. Seven
teams will be presented with awards. This award serves as an incentive for players,
coaches and fans to demonstrate positive support and to place the emotional and physical
well being of the children ahead of a personal desire to win.

CALL TO ORDER:
Chairman Herndon called the Parks and Recreation Commission meeting to order at
7:07 p.m. in the SCAQMD/Government Center Hearing Board Room, 21865 Copley
Drive, Diamond Bar, CA 91765.

2.1 RECREATION PROGRAM UPDATE — RS/Murphey

C/Owens asked if the skate park was used primarily by residents
and what age -range the users are. CDD/Rose responded to
C/Owens that there are individuals of all ages from other areas
coming to D.B. to use the skate park.
C/Low asked the percentage of D.B. residents to non-residents in
the basketball program. RS/McKitrick responded that he would not
be able to give a percentage for either program. If the youth
baseball league is any indication, that is about 50-50.
VC/Grundy asked how often the skate park suffers vandalism and
what kind of vandalism. CSD/Rose said the only real maintenance
is repair to chipped concrete usually caused by bicycles which are
not allowed. There has been no malicious vandalism other than
destruction of the rules sign. However, there has been major
graffiti reported and abated at the skate park in recent weeks. The
bronze plaques were stolen from the park but bronze plaques were
stolen all over D.B. so it was not limited to the skate park.
C/Owens asked if any of the adult basketball teams are sponsored
by D.B. businesses. RS/McKitrick responded no, that it had been
quite awhile since a team was sponsored and the last two teams
that were sponsored were not from D.B. CSD/Rose explained that
the reason business owners do not sponsor teams is because
there are new liability issues that the businesses face, especially if
the team members are employees.
2.2 Parks Report — PMS/Jordan
2.2.1 Power Point Presentation — Sycamore Canyon Park Trail —
PMS/Jordan
Chair/Herndon said he visited the trail this afternoon and was
concerned about some of the drainage. It appeared to him it might
be a problem and was glad that staff would monitor the situation.
Chair/Herndon asked if the City would have recourse with the
contractor if there was a problem. CSD/Rose responded that it
would depend on the problem. There was a lot of value
engineering done on this particular project which goes to City
Council for Notice of Completion on Tuesday. The drop off from
the trail to the bench drain is one of the areas that was supposed to
have been excavated at the level of the bench drain; however, in
an effort to keep the expenses down, the City decided not to export
any of that soil. The problems with the trail can be fixed by City staff
at a much lower cost than it would have cost for the contractor to
grade and export the soil.

Chair/Herndon said he noticed there was graffiti in the waterfall
area and some of the railings have been removed and are being
redone. PMS/Jordan confirmed that staff is in the process of
replacing the rails that were vandalized several months ago. The
graffiti issue will also be addressed. Chair/Herndon asked if the
chain link fences would be removed and PMS/Jordan confirmed the
fences directly opposite the observation deck would be removed.
There is a portion of chain link adjacent to the riparian habitat at the
turn to the waterfall that will remain and requires repair.
2.3 CIP Projects Update — CSD/Rose
2.3.1 Washington Street Mini Park — CSD/Rose reported that at its
February 16 meeting, the City Council approved Design Concept 3
as recommended by the Parks and Recreation Commission. The
City Council approved use of the tiles as recommended so it is
staff's intent to have the tiles at the April 17 City Birthday Party so
the decorating can commence. Staff also felt it would be easier to
use paw print molds in the concrete when it is poured. The Council
supported bringing the entire cost of the construction forward as
part of the FY 2010-2011 budget. Staff does not expect to hear
about grant awards until after construction begins because of the
timeframe of the grants. The estimated cost of the park is roughly
$600,000 to construct.
2.3.2 Sycamore Canyon Park Trail — Phase III — CSD/Rose stated that
this project was completed on February 15 and opened on
February 16.
2.3.3 Sycamore Canyon ADA — Restroom/Office Building — CSD/Rose
reported that there will be a dedication ceremony for Phase III and
the ADA Retrofit in April. Notices will be sent to all current and
former Commissioners who were involved in this project. The ADA
Retrofit is still under construction and expected to be finished in
about three to four weeks.
2.3.4 Sycamore Canyon Park Trail — Phase IV — CSD/Rose stated that
staff is still working on the Phase IV plans for the plateau area
behind homes on Rio Lobos. Construction is expected to
commence sometime this summer, with project completion in late
Fall, 2010.
2.4 Presentation on CPRS Conference — March 9 through 12 in Palm Springs
CSD/Rose asked for Commissioners to let him know if they plan to attend
so that he can confirm hotel reservations and check in. If Commissioners
need an advance for food, gas, etc. they will need to complete an expense
report and turn in their receipts to reconcile the advance. Cancellations
and changes should be done as quickly as possible so the City is not
billed for un -used rooms.

Chair/Herndon asked for an email reminder. VC/Grundy said he planned
to attend one day and make it a day trip and not use a hotel room. If other
Commissioners are interested in doing a one day attendance he would be
happy to carpool. He is most interested in attending the free exhibit hall
and would be willing to give his ticket to someone else who wants to
attend the conference.

5. ANNOUNCEMENTS: Chair/Herndon presented a bouquet of flowers to
C/Low as a small token of appreciation for her service on the Commission.
VC/Grundy expressed to C/Low that he really enjoyed working with her on the
Commission and was sorry that she would not be on the Commission for another
term. He hoped they would cross paths in the future and be able to work
together again. He wished her good luck in her future endeavors.
C/Owens said he too enjoyed working with C/Low on the Commission and
particularly appreciated her insights and attention to detail.
C/Liang said it was a privilege for him to work with C/Low on the Commission
and he wished her much luck in her future endeavors.
Chair/Herndon said he too felt that C/Low's shoes would be very difficult to fill.
Hopefully, the Commission can continue to keep an eye on artistic endeavors on
C/Low's behalf.
C/Low said she was very touched by her colleague's comments. She really
enjoyed serving on the Commission and remembered that VC/Grundy and
C/Liang welcomed her to the Commission very warmly and she appreciated their
actions on her behalf. It has been a very collegiate and enjoyable experience for
her and she has really enjoyed working with CSD/Rose and his very fun,
professional and responsive staff. She hoped that she had made a significant
contribution during her service and said she was very excited about art at the
new park. She announced that on Sunday, April 11 from 4:00 to 8:00 p.m., the
annual Friends of the Library Wine Soiree fundraiser will be held at the Diamond
Bar Center to benefit the library. She hoped all would attend and said she had
tickets available for those who wished to attend.

Commission, Chair/Herndon adjourned the meeting at 8:28 p.m.

Recreation Program Update

Community Recreation Guide
The Spring 2010 Community Recreation Guide was mailed to the residents of Diamond
Bar the first week of March, along with a mailing list of approximately 250 non-residents.
It is also available to be picked up at City Hall, Diamond Bar Center, Heritage Park
Community Center, Pantera Park Activity Room and Diamond Bar Public Library.
Contract Classes
Winter 2010 —Winter 2010 classes have ended. This session had a total of 815
participants in 122 classes. The total revenue for the Winter session was $54,004.
Most popular classes for Winter were: Tennis for all ages, Evening Pilates, Hatha Yoga,
Baby Ballet, Kajukenbo for all ages, Jazzercise, Karate for all ages, Belly Dance,
Ballroom Dance, and Salsa Dance. Winter 2009 had 957 participants in 141 classes
with revenue of $65,135.00.
Spring 2010 — The Spring Community Recreation Guide is available and registration is
open! So far there are 191 participants registered in 210 classes. The new classes are:
Youth Flag Football, Youth Beginning and Intermediate Volleyball, Beginning Piano for
youth and adults, Making the Team cheer tryout, Hip -Hop dance, Communication and
Leadership, Prom Make Up, Prom Hairstyles, Ballet Pilates, Stretch and Tone Barre
Workout, and Papercraft and Rubber Stamping. Craig Davis is a new instructor who is
teaching piano classes for youth and adults. He has been playing the piano since he
was 6 years old, has his degree in music from Cal State Fullerton, and has been
teaching piano for over 3 years. His classes are at the Diamond Bar Center on
Wednesdays, there are 9 students enrolled in his classes so far.
Youth Programs
Tiny Tots — The spring session registration is off and running. This session begins on
March 22 and ends 12 weeks later on June 11. The theme for the session is "Ready,
Set, Learn." During this session the Tiny Tots will go on an excursion to La Habra
Children's Museum. There are 20 students with waiting lists for both Pantera Park and
Heritage Park 4 and 5 five year old classes. Both classes have at least six on the
waiting lists. Heritage Park 3 year old class has 13 and Pantera Park has six at the time
of this report.
DB 4Youth "In Action" — DB 4Youth is participating in Give a Day, Get a Day at
Disneyland. On Friday, February 19 and Saturday, February 20 they collected 82 bags
of groceries and toiletries at the food drive for Shepherd's Pantry food bank in Glendora
at Albertsons on Diamond Bar Blvd. All 82 bags were delivered to Shepherd's Pantry
on March 2. Twenty-two DB 4Youth members are waiting to receive their voucher for a'
day at Disneyland. DB 4Youth "In Action" has decided on decorations and has
designed the invitation for the "Las Vegas Magicians" for the next 6th 7th and 8th grade
dance scheduled for May 14. You will see the youth at the City Birthday Party operating
a game booth in the Teen Action Zone and helping out the Diamond Bar Community
Foundation in their information booth.
Summer Day Camp — Summer Camp staff has met four times with the next meeting
planned for Friday, March 26. Staff is coming up with creative ideas like building bottle
rockets out of 2 liter bottles for the campers to do on the days they are at camp. Day
Camp begins on June 7 and ends eleven weeks later on August 20. At the CPRS
conference attended by C.S. Coordinator Meyers, there were many great ideas for
summer. One session was all ice breaker camp games that will add to the camaraderie
of the staff and give the campers a new outlook on old games. Thank you to
Commissioner Grundy for the suggestion about the Skillastics Activity Kits. Staff is
looking into how we can integrate them into camp. The Summer Day Camp Director's
Manual that staff is preparing is in full swing and should be completed by the end of
April. The manual will help guide the director through planning and implementing the
Summer Day Camp program.
Volunteens —The 2010 Volunteen applications are available as of Thursday, February
28. Completed applications are arriving daily at City Hall and the Diamond Bar Center.
Volunteens work throughout the summer in five different programs, tiny tots, youth
sports, senior programming, summer day camp and concerts in the park/movies under
the stars. Interested applicants may find applications on the City of Diamond Bar
website, at City Hall and at the Diamond Bar Center. Applications are due no later than
4:30pm on Friday, April 16, 2010. Interviews will be scheduled for the last week in April
and the first week in May.
Youth and Adult Sports
Adult Basketball —The winter 2010 season is scheduled to end on April 18. Games
are played at Diamond Bar High School and South Pointe Middle School. There are 32 .
teams in the league this season. Included in the $360 registration fee are 10 league
games plus a qualification game, scorekeepers, and championship awards. Teams also
pay $20 per week for the officials.
Adult Volleyball — The current session will conclude on March 29. There are 21
participants enrolled in the program. For only $40, participants receive 10 weeks of play
on two courts of action from 7-9pm at South Point Middle School.
Table Tennis — The Table Tennis program continues play at Heritage Park on Tuesday
(average of 11 participants), Thursday (average of 12 participants), and Sunday
(average of 15 participants) evenings. Open play takes place from 7:30-11 pm on
Tuesdays and Thursdays, while Sunday is open from 6:30-10pm.
Youth Basketball — The 46 teams in the program played their final games on March
13. The coveted Sportsmanship Award was given to seven teams this season. Each
winning team is invited to attend this Parks & Recreation Commission meeting..
Youth Indoor Soccer — Registration has begun for the youth indoor soccer program.
There are currently 95 children enrolled in the program. Games begin April 10 and
continue through June. Participants will practice and play games on Saturdays at Mt.
Calvary Lutheran School. The $84 registration fee includes a jersey, trophy, and eight
games.
Skate Park — The skate park averages 14 users per hour on weekdays, with 21 users
per hour on the weekend. Field attendants check in on the skate park a few times each
day, from 4pm - Dusk on weekdays, and from Sam - Dusk on the weekends.
Adult Excursions
Saturday, March 13, 2010 — Whale Watching at Newport Harbor- SOLD OUT!
Staff escorted a SOLD OUT excursion to Newport Beach to go whale watching on
Saturday, March 13. The picture perfect day started out with a relaxing bus ride to
Newport Beach where participants ate lunch on their own. After lunch they boarded the
boat for a 2.5 hour whale watching tour. On the tour they saw a grey whale; it even
showed its tail. They also saw several pods of dolphins and a family of sleeping sea
lions. The return ride home was made even better by the snack. Participants received
all this for only $39 per person.
Sunday, April 18, 2010 — Cirque D'Or at the Cerritos Performing Arts Center
Cirque D'Or brings to life the centuries-old customs of China with a family friendly,
spellbinding showcase of acrobatic feats, spectacular traditional dance, breathtaking
costumes and ancient and contemporary music. Nominated for the New York Drama
Desk Award, the Golden Dragon Acrobats are sure to be a crowd pleaser. Excursion
includes roundtrip transportation, admission to the show and a snack on the way home.
There are currently 12 participants enrolled and 33 spaces open.
Sunday, May 2, 2010 — Carlsbad Village Street Faire
Be a part of the largest one day street faire in the nation. The 36t" Annual Carlsbad
Village Street Faire will take place with over 900 vendors selling food, crafts, household
products, unique items and art. The international food court will serve everything from
Thai to Hawaiian food. There is something there for everyone, from a beer and wine
garden to a kid's area. Of course there will be live entertainment and plenty to see.
The street fair is right next to the Carlsbad Premium Outlets. Excursion includes
roundtrip transportation, admission to the faire and a snack for only $21 per person.
There are currently 19 participants registered and 26 spaces open.
Saturday, June 19, 2010 — Griffith Observatory with Lunch at the Tam O'Shanter
Inn
Enjoy a fun, early summer afternoon in Los Angeles. The day starts with a relaxing bus
ride to the Tam O'Shanter Inn restaurant. Your three course meal includes salad,
entree, and dessert. After lunch you are whisked away to the Griffith Observatory
where the afternoon is yours to spend perusing the Observatory. The day concludes
with a bus ride home and a snack. For $41 per person participants receive lunch,
admission the Observatory, a snack and roundtrip transportation. There are 14
participants signed up and 31 spaces open.

Senior Excursions
March 13, 2010 - International Orchid Show — This was a sold out trip of 45
passengers to Santa Barbara for an annual event. Not only do you see more varieties
than you have ever seen but you can actually purchase many of them.
Lunch was on their own so the price for the trip was only $16.
March 25, 2010 -Pala Casino —This excursion is another one that sold out quickly. 45
passengers are off to a new casino venue for the city. This is a $16 ticket price
because lunch is on their own.
Senior Special Events
March 17, 2010 St. Patrick's Dance
The room was transformed to a sea of green with 125 participants at this dance. Dinner
was catered by Bashful Butler and consisted of chicken in a green sauce, green beans,
pesto mashed potatoes, a green salad and green coconut cake for dessert. Music was
provided by Keith Johnson, DJ. There were a dozen raffle prizes given away as well.
Senior Groups and Clubs
Four senior clubs regularly meet and hold events at the Diamond Bar Center and
Heritage Park Community Center:
• The Diamond Bar Chinese Senior Association has 260 members and meets the
second Saturday of each month.
• The Diamond Age Seniors has 220 members and meets each Monday, Tuesday,
Wednesday, and Friday.
• The Sunshine Seniors has 250 members and meets the second and fourth Sunday
of each month and every Saturday.
• The Diamond Bar Senior Citizen's Club has 372 members and meets each
Tuesday with approximately 200 at each meeting.
Special Events
27th Annual Easter Egg Hunt — The City of Diamond Bar and the Diamond Bar
Breakfast Lions Club are proud to invite you and your family to join us at our 27th Annual
Easter Egg Hunt on Saturday, April 3, 2010. This FREE fun -filled day starts at 10am at
Pantera Park (738 Pantera Drive). Separate egg hunting areas will be set up for
children based upon their age. Children should remember to bring their own basket to
carry their eggs, and to be on the lookout for a special appearance by the Easter Bunny
and the "peeps"! Also a pancake breakfast will be operated by Fire Explores Post 19
starting at 8:30am.
City Birthday Party — The City will celebrate 21 years of incorporation on Saturday,
April 17, 2010 from 11 am-5pm (carnival rides and teen action zone games until 6pm) at
Pantera Park.
Food, game and ride vendors meetings were held on Tuesday, March 16 at the
Diamond Bar Center to gear up for this year's annual celebration. Non-profit
organizations who are operating a food booth gained useful information on event
procedures and health department requirements. The highlight of the meeting was a
discussion about all the delicious food everyone would be selling.
The game and ride vendors meeting also proved to be very helpful for the participating
organizations. The meeting covered event logistics, ticketing information and revenue
sharing. Every organization that attended the meeting received an opportunity to pick
their game or ride to operate. Overall both meetings were successful for the
participating organizations and the City.

Arbor Day Celebration

In honor of the City of Diamond Bar's designation as a Tree City U.S.A., children from
Pantera Elementary School will celebrate Arbor Day with special presentations and
participation in an exciting tree planting ceremony. The ceremony will include
recognition of the 2010 National Arbor Day Foundation Poster Contest winner for
Pantera Elementary School. Everyone is invited to join us for this special ceremony.
Up Coming Events
4th of July Blast — The event will take place on Saturday, July 4, 2010 at Diamond Bar
High School, from 5-9:30pm. The day will kick off with a variety of entertainment
including music from, "Orange Colored Sky." Face painting, crafts, balloonist and Uncle
Sam will also be available. The night will conclude with a firework show starting at 9pm
guaranteed to light up the Diamond Bar sky. Grass Seating- so don't forget your chairs,
blankets, and picnic dinners.
Concerts in the Park — The City of Diamond Bar will present the 20th Annual Concerts
in the Park series this summer. The series will begin on July 7th and run through August
18th on Wednesday evenings from 6:30pm until 8:OOpm. The concerts are held at
Sycamore Canyon Park, 22930 Golden Springs Road.
Free Parking & Shuttle from the Diamond Bar Golf Course parking lot will begin at
5:30pm.

Movies "Under the Stars" — Movies "Under the Stars" will take place on Wednesday
evenings at dusk after Concerts in the Park. The movies will run from July 7th through
August 18th. All movies will be "PG" rated and are family oriented. A shuttle service
between the golf course and Sycamore Canyon Park will be operating. Please come
and join us for this whole night of fun!

Facility Rentals
Diamond Bar Center — The Diamond Bar Center was the location for a total of 41
private, business and non-profit rentals during the month of February. There were 1.7
church rentals, 4 yoga sessions and 2 Toastmasters meetings. There were also 5
weddings, 4 business meetings and 3 birthday parties. There was 1 memorial service, a
high school fundraiser, a banquet and a book club meeting. There was also 1 wedding
anniversary, an engagement party and a private party. A total of $37,181 in rental fees
was collected during the month of February for Diamond Bar Center rentals. In 2009
there was $48,203 collected.
Heritage — There have been 12 rentals of Heritage Park Community Center for the
month of March. Rentals include a church, an ongoing meditation class, a senior
program and 3 birthday parties. Total revenue for these rentals is $1,987.50. The
revenue for March 2009 was $2,310.
Pantera — There have been 3 rentals of the Pantera Park Activity Room for the month
of March. There were two Toastmasters meetings and one Birthday Party. Total
revenue for March is $200. The revenue for March 2009 was $40.
Picnic Reservations — As of March 16th, there have been 19 picnic reservations made
for the month of March. There have been 6 reservations for Pantera Park, 5 for Ronald
Reagan Park, 3 for both Peterson Park and Sycamore Canyon and 1 for both Maple Hill
Park and Heritage Park. The revenue of these picnic rentals is $600. The revenue for
March 2009 was $525.

During the previous month, the Maintenance Staff has been working on various
projects throughout the City. The following is a brief recap of some of the more
significant projects.
Diamond Bar Center
• Replaced motor court planter light ballast.
• Installed weather stripping on Oak Room exterior doors.
• Repaired kitchen freezer door lock.
• Remounted partition motion sensor in the GVBR for the C/D portion.
• Replaced ceiling light ballast in GVBR room C.
• Rebuilt two (2) up light fixtures in the GVBR pre -function lobby.
• Continued installation of electrical floor box covers in the GVBR. Staff is
replacing inferior aluminum covers with sturdier brass plates. 26 of 44 new
covers have been installed to date.
• Replaced broken pedal on vacuum cleaner.
Heritage Park
• Replaced broken facility key.
• Re-lamped one pole light near exterior restroom buildings.
Maple Hill Park
• Re-lamped two (2) tennis court lights and replaced one (1) ballast.
Pantera Park
• Unplugged urinal in men's room.
• Repaired and re-lamped two (2) pole lights at the basketball courts.
• Repaired phone power cord in the Tiny Tot room.
Repaired vacuum cleaner.
• Repaired and re-lamped two (2) pole lights in the tennis courts.
• Re-lamped three (3) parking lot lights.
• Replaced cove base tile in men's room.
Paul C. Grow Park
• Replaced four (4) defective security lights on restroom building.
Peterson Park
• Pumped rainwater from playground.
• Re-lamped one (1) walkway light.
Ronald Reagan Park
• Pumped rain water from playground.
• Replaced one (1) exterior building light ballast.
Sycamore Canyon Park
• Worked with the California Conservation Corp to repair washed out
portions of the trail.
• Re-lamped four (4) pole lights at the trail head and replaced two (2)
ballasts.

Re: March 25, 2010 Meeting Date — CIP Projects Up -date Report
CIP Projects Up -date:
1. Washington Street Mini -Park — The Consultant, Dave Volz Design, is working on the
construction documents for this project. Construction documents should be completed in about
two months. Funds to construct the park, which should total about $600,000, will be requested as
part of the 2010111 FY budget. Staff is hoping to have this park under construction by early fall,
2010. Staff is preparing to conduct a tile decorating contest at the City Birthday Party on April 17.
Winners of this contest will have their tiles included in the rock seating wall, facing the picnic area
at the mini -park.
2. Sycamore Canyon Park Trail — Phase III — Construction of this project is now complete and
the trail was re -opened for public use on February 16. Staff is coordinating a re -opening ceremony
with Supervisor Don Knabe and the City Council for Saturday, April 10 at 10am. All
Commissioners are invited to attend this ceremony.
3. Sycamore Canyon Park ADA — Restroom / Office Building — This project is moving forward
and should be completed by late March or early April. The re -opening ceremony for the Trail will
include the grand opening of this facility as well. This ceremony will start at the trail head at
Diamond Bar Blvd, with attendees walking down the trail to the renovated building. A ribbon cutting
ceremony will then be held at the building.
4. Sycamore Canyon Park Trail — Phase IV — Design of this project is still underway. Several
changes had to be made to the plans due to existing soil conditions encountered during the
construction of the Phase III Trail. The goal is to start construction sometime this summer and to
have it completed before the end of Fall, 2010. Trail improvements planned for Phase IV include
an exercise course, benches, decomposed granite path, improved drainage, keystone walls,
timber stairs, trash receptacle, picnic table, Iodgepole fencing, interpretive panels, information
signage, irrigation system, and the planting of indigenous trees, shrubs and ground cover to create
a habitat for local fauna.
5. Silver Tip Mini Park — There will be a neighborhood meeting on Saturday, April 24 at 10:00am
at Silver Tip Park to discuss potential improvements to the park with residents. Silver Tip Park is
located where Summitridge Drive and Longview Drive come together just past Coldstream Court.
