HomeMy WebLinkAbout09/23/2004 PRC MinutesCITY OF DIAMOND BAR MINUTES OF THE PARKS & RECREATION COMMISSION HEARING BOARD ROOM OF S.C.A.Q.M.D.ITHE GOVERNMENT CENTER 21865 Copley Drive SEPTEMBER 23, 2004 CALL TO ORDER: Chairman Grundy called the Parks and Recreation Commission meeting to order at 7:10 p.m. in the SCAQMD/Government Center Building Hearing Board Room, 21865 Copley Drive, Diamond Bar, California 91765. PLEDGE OF ALLEGIANCE: Commissioner Lyons led the Pledge of Allegiance. 1. ROLL CALL: Present: Chairman Dave Grundy, Vice Chairman Nancy Lyons and Commissioners Ling -Ling Chang and Benny Liang Commissioner Marty Torres was excused. Staff. Bob Rose, Director of Community Services; Anthony Jordan, Parks and Maintenance Supervisor; Sara West, Recreation Supervisor II; Christy Murphey, Recreation Specialist; Margot Suarez, CS Coordinator, Summer Day Camp; Linda Valerio, CS Coordinator, Summer Day Camp and Marisa Somenzi, Administrative Assistant. SPECIAL PRESENTATIONS: Certificates of Completion and Stipends to Summer Volunteen Participants - Presented by CD/Suarez and CD/Valerio. RECESS: Chair/Grundy recessed the meeting at 7:20 p.m. for refreshments in honor of the Volunteens. RECONVENE: Chair/Grundy reconvened the meeting at 7:35 p.m. MATTERS FROM THE AUDIENCE: None Offered. CALENDAR OF EVENTS: As presented in the agenda. 1. CONSENT CALENDAR 1.1 Minutes for the August 26, 2004 Regular Meeting. SEPTEMBER 23, 2004 PAGE 2 P&R COMMISSION ClLiang moved, C/Chang seconded to approve the August 26, 2004 minutes as presented. Without objection, the motion was so ordered. VC/Lyons abstained and C/Torres was absent. 2. INFORMATIONAL ITEMS 2.1 Youth Master Plan update — CSD/Rose 2.2 Recreation Program Report — RSII/West VC/Lyons asked if the City got new books for the Tiny Tot Room at Heritage Park. RSII/West said that there were funds available and that she would check on the matter and report back with an update. VC/Lyons asked if she could have a VIP pass to the Haunted House this year so that she would not have to wait in the long line. RSII/West assured VC/Lyons that she would receive a VIP pass. Chair/Grundy asked how many people attended American Spirit Day. RSII/West believed that about 50-60 attended and that most of the attendees were from SCAQMD. VC/Lyons thanked the City for sponsoring two classes during the "Read Together Diamond Bar' October month long event. ClLiang wanted to know why so few participated in the American Spirit Day. CSD/Rose responded that since time had passed since the initial event fewer participated each year and in fact, most cities have stopped sponsoring these types of events. ClLiang thanked staff for all of their hard work. 2.3 Diamond Bar Community Foundation Oral Report — C/Chang C/Chang reported that the Foundation was concentrating on its November 13 fundraising dinner at the Diamond Bar Center. Members identified a project from the Parks and Recreation list and decided to focus on fundraising specifically for bleachers at Lorbeer as well as an orchestra shell for Sycamore Canyon Park. Tickets are $100 per person and $175 per couple. 2.4 C.I.P. Program Report — CSD/Rose a. Diamond Bar Center C/Chang asked if the Foundation was responsible for cleaning the tiles at the Center. She received a call from an individual who reported the area was dirty. CSD/Rose responded that staff cleans the tiles. There was a problem with the pipes so the tiles could not be hosed down and staff members have to use mops. He felt that when Valley Crest took over the landscape maintenance duties the area would be much better maintained. SEPTEMBER 23, 2004 PAGE 3 P&R COMMISSION b. Sycamore Canyon Park ADA Retrofit — Phases II and III f. Starshine Park ADA Retrofit g. Lorbeer Ball Field — Artificial Turf 2.5 Grant Request for Sports Complex Elaine Dove, grant writer and staff met today to discuss the grant request. Staff plans to solicit for funds for the Lorbeer ball field lights and artificial turf for the upper field. The grant is due November 5. CSD/Rose responded to VC/Lyons that the grant is a state application under Proposition 40, 3. OLD BUSINESS: Chair/Grundy asked for an update on the Stupa. CSD/Rose reported that City Staff felt the Stupa would be a good idea in conjunction with the global/world citizen theme of the library. Since the City expects to hear from the state regarding the library grant he asked the potential contributor Alice Yang to put the matter on hold until that time. CSD/Rose also reported that the YMCA had a plot of land adjacent to the Little League Field that may be available for construction and operation of the batting c ages p roposed t o b e d onated b y t he L ittle League and Girl's Softball organization. 4. NEW BUSINESS: None 5. ANNOUNCEMENTS: C/Liang and C/Chang said they enjoyed the America Spirit Day event and thanked staff for their contributions. VC/Lyons announced that the "Read Together Diamond Bar" 5k run was scheduled for 7:30 a.m. this Sunday at Pantera Park. Also scheduled was a 1 k for moms with strollers and kids with wagons, a 5k walk along with the 5k run. She worked with the Volunteens at the Day Camp for the "Create Your Own Secret Garden" activity day she felt was a very enjoyable event. She shared photographs with the Commissioners. She attended the Tuesday night City Council meeting and noticed that photographs were displayed during the Calendar of Events. She believed there should be a photograph of the five Commissioners for display. Chair/Grundy said that Pantera Park was soaked on Saturday and he failed to understand why it was so difficult to regulate the water. CSDIRose responded that in an effort to get rid of dry spots the water was increased during a week when D.B. experienced cooler weather. In addition, Valley Crest watered on Friday night, a practice that had been clearly discouraged. When he visited the park today it looked good and should be in good shape for this weekend. The field looks good from a distance but upon closer look one can see indentations made when the field was soaked. The maintenance company has taken full responsibility and said they would repair and reseed at their expense. SEPTEMBER 23, 2004 PAGE 4 P&R COMMISSION Chair/Grundy asked if staff knew about the swarm of bees that arrived at the park during a soccer game. One of the players was stung. CSD/Rose said he had not - - heard about the incident. Chair/Grundy asked that the matter of the Commission's December meeting be placed on the October 28 agenda for discussion. CSD/Rose stated that the Commission typically meets on the third Thursday in November. The December meeting could be held on its usual date (December 23), canceled due to lack of quorum or rescheduled to December 16. CSD/Rose asked if the Commission wanted ValleyCrest to appear at the October meeting. Chair/Grundy felt they should be present, especially if the problem continued. CSD/Rose said that ValleyCrest could also talk about maintenance of the Diamond Bar Center. The Commission concurred to invite ValleyCrest to the October 28 meeting.
