Copley Drive SEPTEMBER 30, 2003 SPECIAL MEETING CALL TO ORDER: Chairman Hull called the meeting to order at 7:03 p.m. in the SCAQM/Gover 91765. n Center Building Hearing Board Room, 21865 E. Copley Drive, Diamond ar, Calif PLEDGE OF ALLEGIANCE: Commissioner Torres led the Pledge of Allegiance. ROLL CALL: Present: Chairman Hull, Vice Chairman Grundy and C Lul, Lyons and Torres Staff: Bob Rose, Director of Community Services; Kim Management Analyst; Teresa Arevalo, Senior Analyst, Ryan Wright, Recreation Superviso Somenzi, Administrative Assistant. MATTERS FROM THE AUDIENCE: None Offered. CALENDAR OF EVENTS: As presented. 1. CONSENT CALENDAR 1.1 Regular Meeting Minutes for August 28, 2003. C/Torres moved, VC/Grundy seconded, to approve the min 28, 2003 regular meeting as presented. Without objection, i so ordered with C/Lyons abstaining. 1.2 Transmittal of Draft Community/Senior Center Use Policy 1.3 Transmittal of Senior News nmissioners rews, S nior lanager ient and Marisa sofAL motion C/Lyons moved, C/Lui seconded, to receive and file 1.2 and 1.3. INFORMATIONAL ITEMS 2.1 Youth Master Plan update — SMA/Crews .2.2 Introduction of Teresa Arevalo, Senior Management Analyst 2.3 Recreation Program Report — RS/Wright a. Youth Day Camp Financial Summary b. Volunteen Youth Leadership Financial Summary c. Youth Excursions Financial Summary d. Program Summary Summer 2003 — Youth and Adult Sports C/Lyons hoped that Council would take time to study the negative comments regarding the Sycamore Canyon Park facility. She did not understand how anyone could find the facility to be "excellent." She felt staff members did an excellent job of administering the program. CSD/Rose explained that some people find the park surroundings an excellent atmosphere for day camp. C/Torres suggested the evaluation form contain specific questions that would seek specific comments about the physical plant. He felt the Sycamore Canyon Park facility upgrade should remain a high priority for the City. VC/Grundy also felt that the City Council should be made aware of the need to replace the trashy facility that resides in such a beautiful setting. 2.4 Diamond Bar Community Foundation Oral Report—Chair/Hull (no report due to cancellation of September meeting) 2.5 C.I.P. Program Report —CSD/Rose a. Summit ridge Park — Presentation by Jeff Scott, David Evans & Associates. b. Starshine Improvements e. Trail Development at Sycamore Canyon Park CSD/Rose reported that D.B. was awarded a $124,000 grant by Rivers and Mountains Conservancy completing funding for the Phase development of the trail and trailhead. He said he would provide a copy of the Trails Master Plan to each Commissioner at the October 23 meeting. d. Community/Senior Center Project — on schedule to open February 7, 2004. SEPTEMBER 30, 2003 PAGE 3 P&R POMMISPION SPECIAL MEMING 2.6 Sports Complex Task Force update — CSD/Rose 2.7 Meeting schedule of Commission during Holidays —Thursday, Novernt er20 and Thursday, December 18, 2003. C/Lyons moved, Chair/Hull seconded, to adjourn the Deceber 18, 2003 meeting due to lack of quorum. C/Lyons withdrew her motion nd requested that the matter be placed on the November 20 agenda for di cussion 2.8 Skate Park Citation Report — SMA/Arevalo Chair/Hull recently completed a walkthrough of Peterson Park He said i was obvious to him that Valley Crest performed at a much highe level of ork than did TrueGreen. C/Lui recommended that the Rules Board was too high and that the was too small. Perhaps the skaters are unaware of the rules CSD/Rose felt that park users were aware of the . rules evidenced by confrontations that took place during several visits to the faci ity. In spite of the height, individuals manage to remove the sign verbiage. Chair/Hull explained that when the signs were posted on the f nce individuals would tear them off and destroy them. Chair/Hull asked staff to provide a six-month update on the Skate Par c. 3. OLD BUSINESS - None 4. NEW BUSINESS - None 5. ANNOUNCEMENTS: C/Torres said he had never seen the alnut V Unified School District fields in such disrepair. Chair/Hull cautioned that he was told that the district would spend its mony as it s fit and that there would be no special consideration for field users. He felt it wa importa t to let the district know about the concerns. C/Torres visited a sports complex within a school in the City of OrangThe fa ility contained nice concrete planters with L -brackets to prevent skate board da ape. C/Lui was very impressed with Sycamore Canyon Park. He felt it was one of the most beautiful parks in the City. Unfortunately, the trailer detracts from the beauty. He wondered why such a beautiful park was used for storage. C/Lyons reminded everyone that the Friends of the Library would sponsor a 5K Wal for "Read Together Diamond Bar" on Saturday commencing at The Country Hills Towne Center. She asked if staff could make certain that the Heritage Park soap dispensers were SEPTEMBER 30, 2003 PAGE 4 P&R COMMISSION SPECIAL MEETING full. Last year's Fall Fun Festival and Haunted House were excellent. During her waikthrough of Heritage Park today she noticed a lot of trash that should be removed immediately prior to the event. She suggested that someone check the lights a coupla of days prior to the event to make certain they were in good working order. She felt the agenda packet could be reduced in size by listing no Back-up Documentation items on one page or on the main agenda. Chair/Hull reported that the Maple Hill Park restrooms were reported to be "disgustingly dirty." There was no soap and no toilet paper in either restroom. His sister-in-law told him that the women's restroom appeared not to have been cleaned for a couple of days.
