CALL TO ORDER:
Chairman Finnerty called the meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE:
The audience was led in the Pledge of Allegiance by Vice Chairman Anis.
ROLL CALL:
Present: Chairman Annette Finnerty, Vice Chairman Patty Anis and Commissioners Mark
St. Amant, and Marty Torres
Commissioner Jeff Hull was excused.
Staff: Bob Rose, Director of Community Services; Gary Olivas, Recreation Superintendent;
Dorothy Schmid, Senior Community Services Coordinator and Debbie -Gonzales,
Administrative Secretary.

1. CONSENT CALENDAR:
1.1 Minutes of June 22, 2000 regular meeting.
C/Torres moved, VC/Anis seconded, to approve the minutes of the June 22, 2000 regular meeting
as corrected. Motion approved by the following Roll Call vote:

2. INFORMATIONAL ITEMS:
2.1 Recreation Report
RS/Olivas presented staff's report for the following events:
1. Youth Baseball
2. Adult Basketball
3. Adult Softball
4. Contract Classes
5. Tiny Tots
6. Summer Day Camp
7. Adult Excursions
Chair/Finnerty said that she read in the Los Angeles Times that Manhattan Beach offers
etiquette classes which are full. She would like for Diamond Bar to look intosuch a class
for its youth. " �;

2.2 Capital Improvement Program (C.LP.) - Oral Report by CSD/Rose.
1. Skate Park
CSD/Rose reported that the skate park is completed. When the walk-through wa�completed
after the grand opening staff determined that a few items needed to be corrected Touch-up
painting, moving a sign, and possible correction of the fun box ramp area. ' .
Chair/Finnerty reported that she received a comment from an in-line skater who said that in
meetings to design the park the skaters had indicated that they would like the rail t_irough that
area to be rounded rather than squared off.
CSD/Rose stated that there are other issues that need to be considered such as installing
drinking fountains closer to the skate park, consideration of shade trees, etc. A graffiti proof
coating will be put on all of the vertical walls on the outside of the park. Staff is not certain
why the steps are chipping. 4 -Con will put angle iron on all of the steps on the far east side.
On the steps that go up on the northwest corner on the inside of the park, rails will be added
to the two bottom steps and rails on the top step. In addition, metal will be added to the wall
that the skateboarders use. The city is paying an additional $1,000 for this mitigation.
VC/Anis asked Chair/Finnerty if she observed the kids wearing their safety equipment to L,.

Which Chair/Finnerty responded "no" and they do not seem to care. The younger kids are
wearing their equipment. The older kids have never worn equipment and say it is difficult
to skate wearing the equipment. They seem determined not to wear the equipment. The kids
are nice with each other and prefer not to have adults around them. Some kids were
confrontational because she had a camera. During the two and one-half hours she was at the
park, three ice cream trucks came by and the park service came by and cleaned up the paper
and water bottles, and the coke machine was refilled. She believes the response to the skate
park has been wonderful. She told the kids that there have been no complaints about noise,
but it is very important to them not to have the facility trashed.
VC/Anis said that when she visited the Rancho Cucamonga facility last year there were not
too many kids present. Those who were present did not mind that she was taking photos.
In fact, they wanted copies.
Chair/Finnerty stated she received a request from one child for a trash can on the east side
of the park.
In response to VC/Anis, Chair/Finnerty said she believes about 90 percent of the people who
use the park appreciate the facility. In time the kids with the attitude will go away when they
find out they have to obey the rules.
CSD/Rose indicated to C/Torres that the warnings are over and that citations are now being
issued.
C/St.Amant indicated that the Sheriff's Department writes a regular citation with a report.
The Code Enforcement has a different method and he believes the Sheriff's Department may
switch to the parking ticket.
CSD/Rose stated that the citation is like a parking ticket with an envelope to return the fee
of $100 for the 1" offense, $200 for the 2nd offense and $500 for the 3`d offense. If the ticket
is not paid within 30 days a notice will be sent to the residence.
CSD/Rose stated that state law requires enforcement of the posted rules. To demonstrate that
the rules are being enforced, citations must be written. If no citations are written it is
evidence that the rules are not being enforced which can be used against the city in the event
of a lawsuit. The park is visited by Code Enforcement and Sheriff's Department personnel

2. Community/Civic Center

PARKS & REC COMMISSION
CSD/Rose reported that six architects have been contacted for interviews out of 17 proposals
received by the city. Interviews will be held on Thursday, August 3. Staff intends to present'
its final recommendation on an architect to City Council on September 5.
3. Pantera Park Ball Field Lights
CSD/Rose reported that the contract has been awarded to M. Wilson Company Contractors,
an excellent company, recommended by the light manufacturer. The pre -construction
meeting is slated for Wednesday, August 2 during which the 60 day project work schedule
will be set. The goal is to have the lights operational by the end of daylight savings time in
October.
2.3 Senior Program
CSD/Rose introduced Dorothy Schmid, Senior Community Services Coordinator, D.B. staff
member for six years and in charge of the Senior Program for three years.
SC/Schmid presented staff's report. All.classes and seminars are free to seniors.
Chair/Finnerty stated that the Diamond Bar Community Foundation is looking for a
representative member from one of the'three senior groups. If SC/Schmid knows anyone
who might be interested, please advise Chair/Finnerty or CSD/Rose. The Foundation meets
on the third Thursday of each month.
In response to VC/Anis, SC/Schmid indicated the price of the excursions covers the cost.
CSD/Rose stated that no funds are recovered for Proposition A monies that are designated
for the senior programs. All general fund monies are recovered.
2.4 Trails Master Plan
CSD/Rose presented staff's report. The information contained within the Commissioner's
packet concerns the bike trails only. Tonight's joint meeting was canceled because staff
expected to receive information regarding the bike trails as well as, the recreation trails.
When the information for the recreation trails becomes available the joint meeting with the
Traffic and Transportation Commission will be re -scheduled. The tentative date for the joint
meeting is September 28. 1

C/St.Amant volunteered to serve as a member of the Trails Master Plan subcommittee.
VC/Anis and C/St.Amant agreed to schedule a subcommittee meeting on Thursday, August
10, 2 p.m. at City Hall.
2.5 Diamond Bar Community Foundation - Oral Report
Chair/Finnerty presented Commissioners with a copy of the Foundation's draft brochure. The
Foundation will be have a food booth for the last two Concerts in the Park on August 16 and
August 23. The Foundation is looking for community input to determine what direction
citizens would Iike to have the organization take.

5. ANNOUNCEMENTS:
Chair/Finnerty said she was sorry that there were no audience members present. She was at
the skateboard park for a long period of time yesterday and spoke with several of the youth
who were using the facility. She told them that they asked for a park on several occasions.
The city spent $350,000 on their behalf and pushed the project ahead of other projects to
accommodate the request. She told the skateboarders that it would be nice to have a few of
them show up to the Commission meeting to say "thanks."
C/Torres stated that AYSO registration is completed and in excess of 1400 youth have
registered. There are 120 teams and practice will officially begin on August 15. D.B. has one
V.I.P team this year for youth with various physical abilities. AYSO has a new mandatory
program this year for certifying coaches under the Child Protection Act billed as AYSO's
version of a Safe Haven program.
VC/Anis said that during the last couple of weeks the grass is brown on the Grand Avenue
medians proceeding east from Diamond Bar Boulevard to Longview Drive and she wonders
if the grass was mowed too close. She visited Ronald Reagan Park a few weeks ago and the
grass was in bad shape at that time. The tire tracks were filled in with the wrong type of dirt
and did not look good. Starshine Park looked good. The only thing she noticed was that the
poles at the top of the swing set need to be repainted. She attended the City Anniversary_ , meeting this morning.

C/St.Amant visited several parks along Summitridge Drive and Longview Drive and they
look very good. He is involved in the Diamond Bar High School Summer hockey program
Currently, the teams are playing at Brea Hockey Club off of Lambert Road. He also stated
that Wednesday, August 2 is National Night Out. The Sheriff's Department Will have a
display at the concert and will be doing kid print and handing out toys and ball ons.
Chair/Finnerty told C/St.Amant that the Commission is delighted to have his participation.
Her park inspections are scheduled for next week. The Concerts in the Park series is
progressing well. She suggested that next year a.subcommittee be appointed to look at local
entertainment for the 4t' of July. She asked that the matter of 4h of July entertainment and
fireworks be placed on the August 24 agenda.
ADJOURNMENT:
VC/Anis moved, C/Torres seconded, to adjourn the meeting. There being no other business
to come before the Commission, Chairman Finnerty adjourned the meeting at 8127 p.m. F
